General William L. “Spider” Nyland, USMC (Ret.)
General William L. "Spider" Nyland served as the Assistant
Commandant of the Marine Corps, Headquarters Marine Corps,
Washington, D.C. from September 2002 until September 2005. He
retired from active duty 1 November 2005.
General Nyland was commissioned a Second Lieutenant in the
Marine Corps under the NROTC program upon graduation from
the University of New Mexico in 1968. In addition to attaining an
M.S. degree from the University of Southern California (1980), his
formal military education includes The Basic School (1968), Naval
Aviation Flight Training (NFO) (1969), Amphibious Warfare School (1975), Navy Fighter
Weapons School (TopGun) (1977), College of Naval Command and Staff, Naval War College
(1981), and Air War College (1988).
After being assigned to VMFA-531, General Nyland was ordered to Vietnam where he flew 122
combat missions with VMFA-314 and VMFA-115. In later tours of duty he flew additional
combat sorties in Kosovo, Iraq and Afghanistan. General Nyland had multiple operational
squadron tours and saw duty as the Congressional Liaison/Budget Officer, Headquarters, U.S.
Marine Corps, Washington, D.C. In 1984 he served as the Operations Officer, Marine Aircraft
Group-24, 1st Marine Amphibious Brigade, and he then commanded VMFA-232, the Marine
Corps' oldest and most decorated fighter squadron, from July 1985 to July 1987.
General Nyland subsequently served as section chief for the Central Command section,
European Command/Central Command Branch, Joint Operations Division, Directorate of
Operations (J-3), Joint Staff, Washington, D.C. In July 1990, he assumed command of Marine
Aviation Training Support Group (MATSG), Pensacola. Following his command of MATSG he
assumed duties as Chief of Staff, 2nd Marine Aircraft Wing (2dMAW) on July 5, 1992, and
assumed additional duties as Assistant Wing Commander on November 10, 1992. Promoted to
Brigadier General on September 1, 1994, he was assigned as Assistant Wing Commander, 2nd
MAW serving in that billet until December 1, 1995.
He served next on the Joint Staff, J-8, as the Deputy Director for Force Structure and Resources,
completing that tour on June 30, 1997. He was advanced to Major General on July 2, 1997, and
assumed duties as the Deputy Commanding General, II Marine Expeditionary Force, Camp
Lejeune, N.C. He served next as the Commanding General, 2d Marine Aircraft Wing, MCAS
Cherry Point, North Carolina from July 1998 to June 2000. He was advanced to Lieutenant
General on 30 June 2000 and assumed duties as the Deputy Commandant for Programs and
Resources, Headquarters, U.S. Marine Corps. He next assumed duties as the Deputy
Commandant for Aviation on 3 August 2001. He was advanced to General on 4 September 2002
and assumed his duties as the Assistant Commandant of the Marine Corps on 10 September
2002.
Upon retirement he returned to Pensacola, FL where he offers consulting services from his home
office. He is a former fellow for the Institute of Defense & Business and served in an
instructional role for Duke University (College of Continuing Education) in leadership training
performed in support of BAE for four years. He is active as a Senior Mentor for the National
Defense University in the “Capstone”, “Keystone” and “Pinnacle” programs. He previously
served as the Chairman of the Board for the Marine Corps Scholarship Foundation and the
Marine Corps Toys for Tots Foundation. He also served as The National Commander for the
Marine Corps Aviation Association from Jan 2007 - Jan 2010..

Rick Waddell
Capstone Senior Director
Rick Waddell assumed the role of Senior Director of the
Capstone/Keystone/Pinnacle courses on 24 February
2014. Commissioned as an Engineer from West Point in
1982, he served twelve years on active duty. He held
positions at the platoon, company, and battalion levels,
taught International Relations at West Point, and served
as a Director for European Security Affairs on the
National Security Council.
In 1994, Rick left active duty to join the Army Reserve
and begin a business career. He spent the next 17 years
working on South American expansions for Wal-Mart,
Enron, BG Group, and Anglo-American, living for twelve
of those years in Sao Paulo, Brazil. His experience
included building and operating major pipelines, utility
systems, on-shore and off-shore petroleum exploration, and iron mines. His last private
sector job was CEO of Anglo Ferrous Brazil. As a Reservist, Rick had eight
deployments of varying lengths to Iraq and Afghanistan, culminating with his command
of ISAF's Combined Joint Interagency Task Force-Shafafiyat in 2012. He is currently a
Major General in the Army Reserve, and serves as the Deputy Commander for
Mobilization and Reserve Affairs at SOUTHCOM.
After graduating from West Point, Rick attended Oxford University as a Rhodes Scholar,
and holds advanced degrees from Oxford, Webster, and Columbia. He is also a
graduate of the Army Command and General Staff College, the Air War College, and
Capstone. His most recent publications include In War's Shadow, Wars Then and Now,
and The Army and Low Intensity Conflict.

Bill Kinney is employed as a Senior Fellow for the National Defense University in support of the Keystone program.
Sergeant Major Kinney served as the Senior Enlisted Leader and advisor to the U. S. Pacific Command Combatant
Commander and staff from June 2004-July 2007. He provided an enlisted perspective on AOR strategic vision, theater
security cooperation, which includes partner nations enlisted leadership development, and the operational readiness of
300,000 U. S. military personnel. SgtMaj Kinney created awareness and provided guidance on the commander's theater
strategic objectives to all U. S. enlisted personnel. He served as senior mentor for all command senior enlisted assigned
to service component Headquarters, Sub-Unified Commands as well as Joint Task Force command senior enlisted
leaders. As a command representative, he presented an enlisted perspective to countries requesting assistance in
developing and maintaining a corps of professionally committed technically and tactically competent enlisted leaders.
Sergeant Major Kinney joined the Marine Corps during September 1975 in Rochester NY. He attended recruit training
at Parris Island, SC, and infantry training at Camp Pendleton, CA, were he received the MOS of 0331, Machine Gunner.
Sergeant Major Kinney has served with 1st Battalion, 4th Marines, First Marine Division, 1st Battalion, 2nd Marines,
Second Marine Division, Headquarters Battalion Third Marine Division, and as the 4th Marine Division Sergeant
Major. His infantry billets included, Heavy Machinegun Platoon Commander, Company Gunnery Sergeant and
Company First Sergeant.
In his non-Fleet Marine Force tours he has served on Sea Duty as part of the Marine detachment aboard the submarine
tender U.S.S. Hunley (AS-31), and as an Instructor at Sea School and Non-Commissioned Officer School, Marine
Corps Recruit Depot, San Diego, CA. He was a Drill Instructor and Series Chief Drill Instructor at Parris Island, SC.
In addition, Sergeant Major Kinney served as the Company Gunnery Sergeant and Company First Sergeant, Officer
Candidate School Quantico, VA, the Assistant Marine Officer Instructor at the University of Notre Dame, and the
company First Sergeant of Advanced Infantry Training Company, School of Infantry Camp Pendleton, CA. He
culminated his tour at School of Infantry as the Headquarters and Service Battalion Sergeant Major.
Upon graduation from Airborne School, he served as the Sergeant Major of 1st Air Naval Gunfire Liaison Company,
Camp Pendleton, CA, where he participated in 50 static line jumps. Sergeant Major Kinney reported as the Recruiting
Station Indianapolis Sergeant Major in April 1996 and served there until April 1998. He assumed the duties as the
Recruiters School Sergeant Major in May 1998 and the duties as the 4th Marine Division Sergeant Major in May 2000.
Sergeant Major Kinney was posted as the First Marine Expeditionary Force Sergeant Major during March 2002. His
combat tours include Operations Desert Shield and Desert Storm, and two deployments to Iraq in support of Operation
Iraqi Freedom.
His military schools include Infantry Training School, Sea School, Non-Commissioned Officers School, Drill Instructor
School, Instructional Management School, and Airborne School.
His personal decorations include the Distinguished Superior Service Medal, Bronze Star, the Meritorious Service Medal
(3 gold stars in lieu of fourth award), the Navy and Marine Corps Commendation Medal (gold star in lieu of second
award) and the Combat Action Ribbon (gold star in lieu of second award).
Billy Hargrove

Billy Hargrove is a native of Louisiana and enlisted into the Marine
Corps in December 1984. After completing recruit training at MCRD San
Diego, California, Billy attended administrative clerk course at Camp Del
Mar California, his first ten years of duty stations included: Rifle Range
Detachment, MCB Camp Lejeune, NC, 24th MEU, MCB, Camp Lejeune,
NC, 2d Recon Battalion, Onslow Beach, Jacksonville, NC, 4th MAW, New
Orleans, LA, Marine Corps Recruiting Station Baltimore, MD. In July
1994, Billy attended DI school, graduated and served as a Drill Instructor,
and Senior Drill Instructor for MCRD Parris Island, SC, 2d Bn Company
G. Billy was promoted to SSgt during his tenure at PISC. Once
successfully completing his DI tour, in 1996, Billy was transferred to Recruiting Station Orlando,
Florida to serve as the Assistant Operations chief.
In 1999, Billy received orders to 2d MAW, MCAS, New River, NC (HMM266) to serve
as an Administrative chief and during his tenure, Billy was promoted to Gunnery Sergeant.
After completing his tour at MCAS New River, Billy was transferred to MISSO, Kansas City,
MO where he served as a MCTFS System Analyst.
In 2001, Billy was transferred to Marine Corps Base, Marine Corps Service Support
School, Camp Johnson, NC to serve as a Personnel Administrative Instructor, and the SNCO of
the Basic Administrative Instructor section. While serving with MCSSS, Billy was selected to
the rank of 1stSgt in 2004 and was immediately transferred to 2/2, Company F, 2d Marine
Division, Camp Lejeune, NC. Shortly after joining 2/2, Billy deployed to Iraq in support of
OPERATION IRAQI FREEDOM. After a successful tour with 2/2, Billy was transferred to
Jacksonville, Florida to serve as the I&I Staff 1stSgt of 4th AAVBn, Company B-.
After 22 years of honorable and faithful service and receiving numerous medals and
awards, Billy retired from the Marine Corps. After retiring, Billy completed his Bachelor of
Business Administration from Strayer University, Master of Business from American
InterContinental University, and his Doctorate of Business Administration from Walden
University. Billy is a published author of the “DBA Success Guide” and is currently working on
his second book “Now that I have earned my DBA, what next?”. Billy has one son (William
Haze Hargrove) who recently enlisted into the Navy.
SERGEANT MAJOR MANUEL ALMANZA
National Guard Joint Staff Senior Enlisted Leader
SGM Manuel Almanza assumed responsibility as the Senior
Enlisted Advisor for The Special Assistant to the Chief,
National Guard Bureau on 1 July 2014. As the Senior
Enlisted Leader for the National Guard Joint Staff, SGM
Almanza’s main responsibility is to advise The Special
Assistant on all matters regarding enlisted personnel.
Additionally, SGM Almanza serves as the primary enlisted
liaison between the National Guard Joint Staff and the Army
and Air Readiness Centers.
SGM Almanza calls El Paso, Texas his home where on June
4th 1992, he enlisted in the Regular Army. After completing
Basic Training at Fort Jackson, South Carolina and
Advanced Individual Training at Fort Rucker Alabama, he
was assigned to the Washington Operational Support Airlift Flight Detachment as an Aviation
Operations Specialist. After his initial enlistment, SGM Almanza left the Regular Army, joined
the Washington Army National Guard and was accepted into the Title 10 AGR program. During

Master Chief Jeffery A. Barnes is a native of Rainier, Oregon.
He graduated from Rainier High School in June 1992. He
enlisted in the Navy’s Delayed Entry program in January 1992
and reported for boot camp in July 1992. He completed basic

California. After completion of Airman Apprentice training, he

Chief Master Sergeant Kevin L. Call is the
Command Chief Master Sergeant and Senior Enlisted
Leader, National Reconnaissance Office, Chantilly, VA.
The National Reconnaissance Office is responsible to
the Secretary of Defense and the Director of National
Intelligence for research, development, acquisition,
launch and the operation of overhead reconnaissance
capabilities providing the foundation for global
situational awareness and responses to the nation’s
toughest intelligence challenges.
Chief Call is
responsible to the Director National Reconnaissance
Office for the military readiness, professional
development and mission effectiveness of the
organization’s joint enlisted personnel assigned in
numerous locations across the globe. He assumed his
present position in July 2014.
Chief Call grew up in Tionesta, Pennsylvania, and entered the Air Force on Jan. 21, 1988.
He completed technical training as an administration specialist and has built a vast breadth
of leadership experience within cyberspace operations and as a command chief. His
assignments include bases in New York, California, Germany, the Pentagon, Washington
D.C., Massachusetts, and Alaska. Chief Call has deployed during Operations DESERT

Chief Warrant Officer Bill Crabb, MMM, MSM, CD
Chief Warrant Officer Bill Crabb was born in Summerside Prince Edward
Island and enrolled in the Regular Force in 1983. Upon completion of his basic
crewman training, he was posted to the Royal Canadian Armour School in
Gagetown, New Brunswick where he was employed as a driver. He was posted
in 1985 to C Sqn the Royal Canadian Dragoons, also in Gagetown, where he
served as a Leopard driver and gunner. While with the Sqn he deployed on his
first overseas mission to the Golan Heights in occupied Syria to serve as the
Contingent Commanders driver.
In July 1988, CWO Crabb was posted to the 8th Canadian Hussars at
CFB Lahr, West Germany. He remained in Germany for five years, where he
served as a Leopard gunner, loader and Crew Commander. In July 1993, he was
promoted to Sgt and was posted to Lord Strathcona’s Horse (Royal Canadians)
in Calgary. A year later, he deployed with the Regiment to Bosnia as a Patrol
Commander with B Sqn. CWO Crabb again deployed to Bosnia in 1997 with the
Regiment as a Troop WO in Recce Sqn.
In 1998 he was posted to South Alberta Light Horse where he served as
the Regular Service Support WO for two years. His final deployment to Bosnia
was with the 2 PPCLI Battle Group in 2000, again as a Recce Sqn Troop WO. In
2002 CWO Crabb deployed to Kandahar Afghanistan as the Recce Sqn Ops WO
with the 3 PPCLI Battle Group. In 2003 he was posted back to the Armour
School as a crew commanding instructor.
As SSM A Sqn, LdSH(RC) CWO Crabb deployed back to Kandahar in
Feb 2007 with the 2 RCR Battle Group as the tank Sqn SSM. CWO Crabb was
awarded the Meritorious Service Medal by the Governor General in March 2008
for his performance in Afghanistan. Promoted to his present rank in 2010 CWO
Crabb served in Ottawa as the Crewman Career Manager prior to assuming the
duties of RSM, LdSH(RC) later that year. In 2013 CWO Crabb deployed on
Canada’s last rotation to Afghanistan as the NATO Training Mission Afghanistan
Sergeant Major. In June 2014 he assumed his present position as 1 Canadian
Mechanized Brigade Group Sergeant Major.

Command Master Chief, 4th Marine Division
A native of Lorain, Ohio, Command Master Chief Downing
entered the Navy in December of 1987. He attended Basic
Recruit Training at RTC San Diego and completed Hospital
Corps “A” School at NHSH San Diego.
Upon completion of “A” School in May of 1988, he reported
for duty at Naval Hospital Oakland, California. While there
he was assigned to the Intensive Care Unit as the Senior
Corpsman. Upon completion of his tour, then HM3 Downing
was transferred to Field Medical Service School in Camp
Pendleton, California. In December, 1989 He graduated the
course as the Senior Honorman and received orders to the
3rd Marine Division.
Upon reporting in to the 3rd Marine Division he was assigned
to the 3rd Reconnaissance BN. During his tour, he was
assigned as a platoon corpsman and Company LPO. Upon
completion of his tour, He transferred to the 1st Force
Reconnaissance Company, I MEF in Camp Pendleton, CA
where he was assigned as platoon Corpsman. He was
advanced to Hospital Corpsman Second Class during this
tour. He transferred to the Navy Reserve in 1993.
Upon entry into the Reserve, he was assigned to Mobile Dive
and Salvage Unit 2 Detachment 409. In 1994, he transferred
to 3rd Battalion 25th Marines. During his tour his primary assignments included scout sniper platoon corpsman and
Battalion Leading Petty Officer. In September 1999, he was promoted to Chief Petty Officer and assumed the Senior
Medical Department Representative position.
In October of 2003, then HMCS Downing was transferred to 3rd Battalion 24th Marines as the Senior Medical
Department Representative in order to prepare them for the Battalion’s mobilization and OIF deployment. In January
of 2004, upon completion of that assignment, he transferred to the 4th Reconnaissance Battalion as the Senior
Medical Department Representative.
In April of 2004, he was mobilized to 2nd Force Reconnaissance Company, II MEF for further duty with the Joint
Special Operations Task Force – Horn of Africa. During this mission he was assigned to the Special Operations
Force Liaison Element - Yemen as the team medic and later the Team’s SNCOIC. Upon completion of the
mobilization, he returned to the 4th Reconnaissance Bn.
In January of 2006, he was mobilized to 1st Marine Division for further duty with 1st Battalion 25th Marines as the
Senior Medical Department Representative. During the mobilization he completed a deployment to Iraq. During the
deployment, he was assigned to a I MEF (FWD) Police Training Team. In April of 2006, he was promoted to Master
Chief Petty Officer.
Between 2007 and 2009, Master Chief Downing was appointed as the Navy Senior Enlisted Leader for the 4th
Reconnaissance Group. In January of 2009, he screened and was selected into the Command Master Chief (9580)
program. Master Chief Downing was appointed as the Command Master Chief of the 4th Marine Division.
In October of 2010, he was again mobilized to the 1st Marine Division for further duty with 1st Battalion 23rd Marines.
During this mobilization he completed a deployment to Afghanistan. Upon completion of the deployment, he returned
to his current position. In September 2012, Master Chief Downing was selected as a member of the National Navy
Reserve Policy Board.
Master Chief Downing is qualified to wear the Enlisted Fleet Marine Force Warfare Specialist Basic Diver, and Navy
and Marine Corps Parachutist Insignias. His personal awards include the Purple Heart, Meritorious Service Medal (2
Awards), Navy Commendation Medal (3 Awards) and Navy Achievement Medal (2 Awards) as well as numerous
campaign and service awards. He is a graduate of the Navy Senior Enlisted Academy (non-Resident Class 30),
Command Master Chief/Chief of the Boat course and earned a Bachelor of Arts degree from Ohio University.

Chief
Master Chief Petty Officer Ryan Fahlenkamp assumed the duties as Command Master
Chief for the 8th Coast Guard District in August 2014. His primary responsibility is to
advise the Commander of the 8th Coast Guard District on issues and initiatives pertaining
to all Coast Guard members and their families throughout the District, encompassing 26
states, including the Gulf of Mexico coastline from Florida to Mexico, the adjacent
offshore waters and outer continental shelf, as well as the inland waterways of the
Mississippi, Ohio, Missouri, Illinois, and Tennessee River systems.
Originally from Riverbank, CA, Master Chief Fahlenkamp enlisted in the United States
Coast Guard in 1989. His previous assignments include Command Master Chief of
PATFORSWA; Command Master Chief of the Deployable Operations Group; Chief
Petty Officer Academy, Petaluma, CA.; Food Service Specialist “A” School at Training
Center Petaluma, CA; Loran Station Port Clarence, Alaska; Master-at- Arms staff,
Training Center Petaluma, CA; Coast Guard Cutter POINT CHICO, Bodega Bay, CA;

Command Sergeant Major James R. Gordon assumed duties as

Major/Senior Enlisted Leader in 2013. CSM Gordon has spent over
33 years with the US Army/Army National Guard serving in a
variety of positions from Infantryman to Command Sergeant Major.
As State Command Sergeant Major, Gordon serves as the
principal enlisted advisor to the Adjutant General of Indiana, on all
Soldier and Airman related matters. Together they oversee the
training of approximately 15,000 Indiana National Guardsmen both
in Army and Air. CSM Gordon’s primary focus as the senior
enlisted leader is to provide leadership and guidance to ensure
Soldier, Airman and Family readiness at all times.
He graduated from Logansport High School in 1980 and from
Oakland City University in 1996 with a Bachelor of Science in
Human Resources Management. CSM Gordon began his military
career in 1980, joining the United States Army. He served as an Infantryman and Team Leader with the

1 /75 Ranger Battalion and then later with the 1 /48 Infantry in Germany. CSM Gordon joined the
Indiana National Guard in 1985 serving as a Team Leader and Operations SGT with the 151st LRS
(Airborne) where he served both as traditional and AGR. While serving 18 years as AGR, CSM Gordon
worked as a Unit Administrator, Unit Readiness NCO, Bn Ops NCO, Bde Ops NCO and Div Ops NCO.
CSM Gordon has held leadership positions from team leader up to Division CSM that includes HHC 76

ARMY SERGEANT MAJOR
WO1 (Army SM) G J HAUGHTON
The Army Sergeant Major joined the Army in June 1988, undergoing training as a Junior Leader at
the Guards Depot in Pirbright, Surrey. Having completed his training, he moved to Munster in
Germany, where he joined the 1st Bn Grenadier Guards. The early period of his career was spent
in the Armoured and Light Infantry roles including a spell of Public Duties in London. Between
1990 and 1997 he served in the first Gulf War and deployed on numerous tours of Northern
Ireland.
He instructed at the Infantry Training Centre Catterick as a section commander from 1997 – 1999
and as a Colour Sergeant instructor at the Royal Military Academy Sandhurst from 2004 – 2006.
On promotion to Warrant Officer Class Two he deployed as the Company Sergeant Major of The
Queen's Company, 1st Bn Grenadier Guards on both, Operation Telic 8, Iraq in 2006 and
Operation Herrick 6 in Helmand Province, Afghanistan in 2007.
WO1 Haughton returned to the Royal Military Academy Sandhurst as a Company Sergeant Major
from 2008 - 2010, before returning once more to the 1st Bn Grenadier Guards as the Regimental
Quartermaster Sergeant. In 2011 he was selected for promotion to Warrant Officer Class One and
was appointed as the Regimental Sergeant Major of the 1st Bn Grenadier Guards and during his
tenure, he returned to Afghanistan in 2012 on Operation Herrick 16.
WO1 Haughton was selected for Commission in 2012 and was appointed as the Academy
Sergeant Major of the Royal Military Academy Sandhurst in December 2013.
In January 2015 WO1 Haughton was appointed by the Chief of the General Staff (CGS) to become
the first British Army Sergeant Major. He assumed the appointment in April 2015 and is the senior
Sergeant Major in the British Army.
On behalf of CGS, he champions the Army Leadership Code, is a member of the Executive
Committee of the Army Board, chairs the regular Comd SM meetings and gathers all of the British
Army RSM’s together for an annual convention. He accompanies and advises CGS on internal
and overseas visits, is a trustee of the Army Benevolent Fund – the Soldiers’ Charity, the Army
Dress Committee, the Lower Honours Committee and the Army Medals Board.
The Army Sergeant Major has been married to Nicola for 19 years and has two children, Joshua
(17) and Olivia (12). His interests are keeping fit, shooting, trout fishing and Rugby Union.
Ms. Jacqueline Brett Hernández
Deputy Policy Advisor to the J3, Operations Directorate of
U.S. Southern Command
Ms. Hernandez currently serves for the Department of State’s
Political-Military Bureau at U.S. Southern Command. She
arrived in May, 2014 and will depart in May, 2017.
Ms. Hernandez was born in Tuscaloosa, AL. She graduated
from Yale in 2006 and earned her Master’s in Public Policy
from Harvard Kennedy School in 2008.
In 2008, Ms. Hernandez joined the Department of State as a
Foreign Service Officer. Her first post was in the Dominican
Republic, where she worked as a consular officer and gained operational experience coordinating
with military personnel in humanitarian assistance and disaster relief when she volunteered to
evacuate Americans from Port-au-Prince after the earthquake in 2010. Additionally, she
coordinated with military personnel on the USNS Comfort to highlight model prisons and
advance judicial reform in the Dominican Republic. Ms. Hernandez also worked as a consular
officer at her second post in Shanghai, China. During her second tour, she completed temporary
duty as a consular officer in Beijing, China and Bogota, Colombia and as a political officer in the
Office of the Coordinator for Cuban Affairs before assuming her current post.
Ms. Hernandez worked for several non-government organizations from 1999 to 2008. As a
fellow, she worked for Population, Refugees, and Migration at U.S. Embassy Addis Ababa in
2007 and the Office of the Secretary/Policy Planning in 2006. She also gained experience
coordinating with military personnel, other interagency representatives, and State colleagues
when she volunteered in the Operations Center during the crisis in Lebanon in 2006.
Ms. Hernandez’s awards include two Meritorious Honor awards and a Franklin Award. She
speaks Spanish and Chinese.

CHIEF MASTER SERGEANT CHARLES R. HOFFMAN
Chief Master Sergeant Charles R. Hoffman is the Command Chief Master Sergeant for the
18th Wing, Kadena Air Base, Okinawa, Japan. The 18th Wing, the largest combat wing in the
U.S. Air Force, provides the Commander, U.S. Pacific Command, trained and equipped
tactical air superiority forces; combat search and rescue forces; command and control
platforms; aeromedical evacuation capability; and global mobility resources for contingency
operations. Chief Hoffman serves as the installation's senior enlisted liaison between the
18th Wing and enlisted personnel from five other Air Force major commands and joint
partner units. The wing flies the F-15C, KC-135, HH-60 and E-3 aircraft. Additionally, the
wing provides the 5th Air Force Commander a responsive, staging and operational air base
with integrated, deployable, forward-based air power. He serves as principal advisor to the
wing commander on all issues affecting the health, morale, welfare, professional
development and combat readiness of nearly 6,000 enlisted personnel.
Chief Hoffman entered the Air Force in 1991. His diverse assignment background spans Air
Force and Army field units at the MAJCOM, group, squadron, brigade, and HHQ Army
levels. Chief Hoffman has deployed four times in his career, with NATO to Tuzla Air Base,
Bosnia-Herzegovina during Operation JOINT ENDEAVOR, to Skopje, Republic of
Macedonia with the UN during Task Force ABLE SENTRY, to Balad Air Base, Iraq for
Operation IRAQI FREEDOM, and Camp Arifjan, Kuwait during Operation NEW DAWN.

States Navy on July 27, 1986. After graduation with honors from
Aviation Machinist Mate "A" school, he reported to the Fleet
Logistics Support Squadron FIVE ZERO (VRC-50), Naval Air
Station, Cubi Point, Philippines, for duties in the Line Division
and Power plants work centers.
His sea duty assignments include Power Plants Work Center
Supervisor and Quality Assurance Representative in the Ironmen
of Fleet Air Reconnaissance Squadron THREE (VQ-3), where he

serves as the senior enlisted advisor to the District 13

Chief, Master Chief Lindsey was the Officer in Charge of

Master Chief Lindsey holds a Bachelor of Science degree in

Technical dive instructor rating as well as a 100GT Merchant Marine Officer’s license.
Master Chief Lindsey’s personal awards include three Meritorious Service Medals (with "O"
device), the Coast Guard Commendation Medal (with "O" device), two Coast Guard Achievement
Medals (with "O" device), and three Coast Guard Letter of Commendation, (with “O” device) along
with numerous other service awards. He has earned the Permanent Cutterman’s insignia, Coxswain
insignia, and the Advanced Coast Guard Boat Force insignia.
Master Chief Lindsey is married to the former Leslie Jeffries of Ketchikan, Alaska. They are blessed
with two son’s Keygan and Bosun.
CMDCM(SW/AW) Ronald D. Locklear
A native of Bethalto, Illinois, Master Chief Locklear
graduated high school in 1986 and holds an Associates
Degree in Management. He entered the Navy in February
1987 and received Recruit Training and Electricians Mate
“A” School in Orlando, Florida.
Following entry level training, he reported to Amphibious
Assault Ship USS SAIPAN (LHA-2), Norfolk, Virginia in
September 1988. While there, he earned Enlisted Surface
Warfare Specialist and was promoted through the ranks to
Petty Officer First Class.
Upon completion of his first enlistment in February 1993,
he transferred to USS GRAPPLE (ARS-53), Little Creek,
Virginia. Onboard GRAPPLE he was Electrical Division
LPO and earned his first qualification as Engineering Officer
of the Watch (EOOW).
In May 1995, he transferred to Service School Command, Great Lakes, Illinois for instructor
duty. There he advanced to Chief Petty Officer. After a tour training at Surface Ships Electrical
Advanced Maintenance Course (SSEAMC) or “C7”, he received orders back to sea duty.
In June 1999, he transferred to USS RUSSELL (DDG-59), Pearl Harbor, Hawaii as the
Electrical Division Leading Chief Petty Officer. While onboard he earned his second EOOW
qualification.
After transferring from RUSSELL in December 2002, he reported to USS HOPPER (DDG-70),
Pearl Harbor, Hawaii as 3M Coordinator. He advanced to Senior Chief shortly after reporting to
HOPPER.
In November 2004, he transferred to NAVY PERSONNEL COMMAND, Millington,
Tennessee as the Lead Electricians Mate Detailer. During his tour in Millington he advanced to
Master Chief, assumed the role as PERS-402 LCPO and subsequently selected for the Command
Master Chief program.
Master Chief detached NPC in June 2008 to attend the Senior Enlisted Academy and the
Command Master Chief Course prior to serving as Command Master Chief on USS PORTER
(DDG-78), Norfolk, Virginia from September 2008 to July 2011. He then served as Command
Master Chief at HELICOPTER SEA COMBAT SQUADRON SEVEN (HSC-7), Norfolk,
Virginia from July 2011 to August 2013 where he earned Enlisted Aviation Warfare Specialist.
He is currently serving as Command Master Chief for COMMANDER, NAVY REGIONAL
MAINTENANCE CENTER, Norfolk, Virginia.

CHIEF MASTER SERGEANT DOREEN L. LOSACCO
Chief Master Sergeant Doreen L. Losacco is the Command Chief Master
Sergeant for the Air Force Life Cycle Management Center, Wright-Patterson
AFB, Ohio. She is the senior enlisted leader on matters influencing the
combat readiness, health, welfare, morale, effective utilization and quality of
life for more than 26,000 people working at 77 locations and 12 Wing/Wingequivalent organizations, to include the host installations at Wright-Patterson
AFB, Ohio, and Hanscom AFB in Massachusetts.
Chief Losacco entered the Air Force in May 1989. She graduated from F-16
Integrated Avionics Communications, Navigation, and Penetration Aids
course at Lowry Air Force Base, Colorado in Nov 1989. Her background
includes various duties in aircraft maintenance production at the unit and
wing levels. Throughout her career, she has filled a myriad of roles including
Production Superintendent, First Sergeant, Group Superintendent and Wing
Command Chief. Her assignments include Nevada and Idaho as well as
overseas in Germany, South Korea, Japan, and England, and deployed in
support of Operations Southern and Northern Watch, Enduring Freedom and
New Dawn.
Prior to assuming her current position, she served as the Command
Chief of the 80th Flying Training Wing, Sheppard Air Force Base,
Texas. She assumed her current position in June 2014.

Russell S. Mason
Fleet Master Chief (N008) and Force Master Chief, Pacific Submarine Force
Russell Mason assumed duties as the force master chief for Pacific
Submarine Force, on June 6, 2014. Additionally, he temporarily
assumed duties as the fleet master chief (N008) for U.S. Pacific
Fleet on April 16, 2015.
Force Master Chief Mason hails from Mears, Michigan, and
graduated Hart High School in 1984. He entered the Navy in July of
that same year. After boot camp in Orlando, Florida, he attended
quartermaster "A" school followed by submarine school in Groton,
Connecticut.
In December 1984, he reported to USS Ulysses S. Grant (SSBN 631) where he advanced
to petty officer second class. While Grant was in overhaul at Portsmouth Naval Shipyard in
Portsmouth, New Hampshire, he completed a strategic deterrent patrol in the North Atlantic
on board USS Alexander Hamilton (SSBN 617) . He earned his enlisted submarine warfare
qualification, or silver "dolphins," on Nov. 18, 1986.
In April 1988, he departed the Navy for college but missed the camaraderie of the
submarine force and re-enlisted in the Navy on Sept. 15, 1990. He was assigned to USS
George W Carver (SSBN 656) for one patrol and then was transferred back to Grant for
one patrol and then decommissioned her in Bremerton, Washington in June 1992. He then
transferred to USS Florida (SSBN 728) and completed five strategic deterrent patrols. While
there he was command advanced to petty officer first class.
He was stationed at Naval Education and Training Center (NETC) Newport, Rhode Island,
from June 1995 to June 1998. While at NETC, he was selected as the 1997 Shore Sailor of
the Year for Navy Region Northeast.
In June 1998, Mason transferred to USS Key West (SSN 722) in Pearl Harbor, Hawaii,
where he completed one Western Pacific deployment before being promoted to chief petty
officer in 1999 and transferred to USS Tucson (SSN 771) as the assistant navigator. He
completed two Western Pacific deployments and was promoted to senior chief petty officer.
In January 2003, he reported to the commander, Submarine Force, U.S. Pacific Fleet
Tactical Readiness Evaluation Team as the force assistant navigator.

In June 2005, he transferred to Kings Bay, Georgia, where he assumed the duties as the
chief of the boat on USS West Virginia (SSBN 736) (Gold) , where he completed two
strategic deterrent patrols. In July 2006, he transferred to Naval Submarine Support
Command (NSSC) in Kings Bay, where he served as the Senior Enlisted Advisor in the
personnel (N1) department until Aug. 2007, when he assumed duties as chief of the boat on
USS Tennessee (SSBN 734) (Gold). While there, he completed one strategic deterrent
patrol prior to the boat entering into overhaul in Norfolk, Virginia, in Oct. 2008.
From Nov. 2008 to June 2010 , he served as the chief of the boat on the commander,
Submarine Forces, Atlantic Fleet Tactical Readiness Evaluation Team , and the N7 senior
enlisted advisor.
In June 2010, he reported as the command master chief of Submarine Squadron 8 and on
April 29, 2011 , he assumed duties as the command master chief of Submarine Squadron 6
upon the decommissioning of Squadron 8.
He served as command master chief of commander, Submarine Group ?/commander, Task
Force 54 and 74 from March 2012 to March 2014 , in Yokosuka , Japan .
His list of awards and decorations include the Meritorious Service Medal (two gold stars) ,
Navy Commendation Medal (one silver star and one gold star) , Navy Achievement Medal
(two gold stars) , Battle Efficiency "E" Ribbon with three "E"s and various other personal and
campaign medals and ribbons .

Chief Master Sergeant Wesley Mathias is the Command
Chief Master Sergeant, 375th Air Mobility Wing, Scott Air
Force Base, Illinois. He is the wing's senior enlisted leader
and principal advisor to the commander on matters
affecting the health, morale, welfare, readiness, professional
development, and effective utilization of more than 1,800
enlisted Airmen. The wing performs annual operational
support airlift, aeromedical evacuation of more than 1,400
Department of Defense patients, and the airlift of more than
2,200 key congressional and military leaders with a fleet of
18 C-21 aircraft located at Scott, Andrews, and Peterson
Air Force Bases. Assisting the wing in accomplishing this
mission is its Associate Partner, the Reserve’s 932d Airlift
Wing with the C-40 aircraft. Additionally, the 375th Air
Mobility Wing and the Illinois Air National Guard’s 126th
Air Refueling Wing are Associate Partners in performing
the global mission of refueling with the KC-135 aircraft.
The 375th Air Mobility Wing also provides showcase
support to 30 tenant units including United States Transportation Command, Air Mobility
Command, and Eighteenth Air Force, serving more than 13,000 active duty, Guard, Reserve,
Department of Defense civilians, and contract personnel comprising the Total Force installation.
Chief Mathias entered the Air Force in May of 1988. His background includes various duties in
the weather career field, squadron and group superintendent, service as an additional duty first
sergeant and Wing Command Chief. His deployment experience includes tours to Saudi Arabia,
Iraq, Kyrgyzstan and the United Arab Emirates in support of Operations Desert Shield, Desert
Storm, Enduring Freedom, Iraqi Freedom and Combined Joint Task Force-Horn of Africa.

CHIEF MASTER SERGEANT THOMAS B. MAZZONE
Chief Master Sergeant Tommy Mazzone is the Command Chief Master Sergeant
for the 2d Bomb Wing, Barksdale Air Force Base, Louisiana. He provides strategic
leadership and direction for the 5,600 Airmen supporting and performing global
combat operations, helping to sustain America’s force projection and nuclear
deterrence capabilities. Additionally, he maintains an exceptional host installation
support structure for 6,300 family members and nearly 35,000 retirees, as well as
the men and women of Headquarters, Air Force Global Strike Command;
Headquarters, 8th Air Force; the 307th Bomb Wing; and 29 other mission partners
calling Barksdale home.
Chief Mazzone enlisted in the Air Force September 28, 1990. As a Security
Specialist, he was a member of the F.E. Warren AFB and Kunsan AB Emergency
Services Teams. The majority of his career has been spent in the special
operations and contingency response communities. As an Aircraft Loadmaster he
is a Chief Enlisted Aviator with more than 2,700 flying hours aboard the C-130E
and MC-130E Combat Talon. Chief Mazzone is fluent on numerous fixed and
rotary wing airframes, and holds a basic parachutist qualification. He has flown
airlift, special operations, and helicopter refueling missions supporting Operations
SOUTHERN WATCH, JOINT GUARD, RESOLUTE RESPONSE, ENDURING
FREEDOM and IRAQI FREEDOM.

Chief Warrant Officer K.M. Olstad, MMM, CD
Chief Warrant Officer (CWO) Olstad enrolled in the Canadian Armed Forces (CAF) on
August 2, 1985. After completion of Recruit and Basic Training in 1986, he was posted
to The 3rd Battalion (Bn) The Royal Canadian Regiment (RCR), Mike Company (Coy),
Kapyong Barracks, Winnipeg, Manitoba. During this time, he attained Infantry specific
courses such as Communicator, Machine Gun, Driver Wheel and Driver Track.
Two years later he was posted to Baden, Germany remaining with Mike Coy 3 RCR.
CWO Olstad received his appointment to the rank of Master Corporal in 1989, after
completion of the Infantry Section Commander (Comd) Course in Germany. In late
1990, he deployed to Doha, Qatar as part of the first Gulf War, as a Section 2IC. Other
highlights from the tour in Germany included various exchanges and exercises with
other nations, and the opportunity to complete two Nijmegen marches and the French
Commando Course.
Returning from overseas in late 1992, he was posted to The 1st Battalion, The RCR
where he was employed in various positions such as Delta Coy, Charles Coy, AntiArmour, 9er TAC and also deploying to the Balkans with Bravo Coy in 1993-1994. CWO
Olstad was promoted to the rank of Sergeant in 1996 and posted to the Land Force
Area Training Center Leadership Coy and held the position of Section Comd and later
the standards NCO for the Junior Leadership Course within Ontario.
In 2001, CWO Olstad was promoted to Warrant Officer and posted to 1 RCR Bravo Coy
and deployed again to the Balkans as the Platoon 2IC. Upon completion of the tour he
was employed in the Battalion as Training and Anti-Armour Pl WO. CWO Olstad was
appointed to Charlie Coy Quartermaster in 2005 and deployed to Afghanistan in 2006
with TF 3-06, 1 RCR BG. He was awarded the Sacrifice Medal for wounds received on
Sept 4th 2006. Attributable to his leadership efforts while he occupied this position, he
was awarded the Canadian Expeditionary Force Commander (CEFCOM)
Commendation.
In 2007, CWO Olstad was promoted Master Warrant Officer and posted to 3 RCR,
Oscar Coy, as Coy Sergeant Major (CSM), then later as CSM Combat Service Support.
In August 2008 he deployed with TF 3-08, 3 RCR BG, Romeo Coy. For his commitment
to the wounded and killed in action of the Battle Group he was awarded a second
CEFCOM Commendation.
Upon return to Canada in 2009, CWO Olstad returned to 1 RCR and was appointed as
the Drill Sergeant Major. He was employed as the Rear Party SM during the 1 RCR BG
deployment to Afghanistan. Upon promotion to CWO in June 2011, he was appointed
as the Regimental Sergeant Major of 3 RCR, shaping the unit into the first Light Infantry
Airmobile Battalion within the Army. In March 2012 he was appointed to the 62nd list of
the Order of Military Merit (OMM) and received the Member of Military Merit (MMM) by
the Governor General.
CWO Olstad left 3 RCR in February 2014 and was appointed the Brigade Sergeant
Major of 2 Canadian Mechanized Brigade Group.

CHIEF MASTER SERGEANT TODD S. PETZEL
Chief Master Sergeant Todd S. Petzel is the Chief of the
Chiefs’ Group, Deputy Chief of Staff, Manpower and
Personnel, Headquarters United States Air Force,
Pentagon, Washington, DC. He is the principle advisor to
the Deputy of Staff for Manpower, Personnel Services and
the Chief Master Sergeant of the Air Force on all Chief
Master Sergeant matters. He executes a $12M relocation
budget and a $1.1M senior leader development portfolio.
In addition, he manages the Command Chief Master
Sergeant Screening process and provides guidance to all
Senior Leaders on the execution of CCM hiring. He is
responsible for worldwide management of 2.8K active duty
Chief Master Sergeants in the United States Air Force.
Chief Petzel is a native of Milwaukee, Wisconsin, and
entered the Air Force in January 1989. He has served in a
variety of joint special operations material management
positions, is a cut-trained joint special operations radio
operator, and has served as a joint unit Air Force senior
enlisted advisor. His assignments include bases in Italy,
North Carolina, Illinois, Maryland, and Washington D.C.
with numerous deployments with USSOCOM Joint Special
Operations Task Forces supporting Operations ENDURING
FREEDOM and IRAQI FREEDOM. Before assuming his
current position, he served as the Command Chief, 89th

CHIEF MASTER SERGEANT LORRAINE REGAN
CMSgt Lorraine F. Regan is Special Assistant for Total Force Enlisted
Issues and is assigned to the Total Force-Continuum (TF-C) office, the
Pentagon, Washington, D.C. On behalf of the Secretary of the Air Force
and the Chief of Staff of the Air Force, the Total Force-Continuum Office
works to identify the appropriate balance of active and reserve components
across missions and platforms; and to reduce legal, organizational, policy,
and cultural barriers to a more fully integrated Air Force.
CMSgt Regan grew up in Athens, TN, where she graduated from McMinn
County High School in 1988. Immediately following her high school
graduation, she enlisted in the active component Air Force. CMSgt Regan
attended Air Force Basic Training August of 1988 at Lackland AFB, TX.
Following basic training she received a direct duty assignment as a
plumbing specialist to the Civil Engineering Squadron at Tinker AFB, OK.
In 1991 she cross trained into the Air Traffic Control career field. After a
three month technical school at Keesler AFB, MS; CMSgt Regan was
assigned to the Air Traffic Control Tower at Scott AFB, IL. In 1995, she
was assigned to the Air Traffic Control Tower at Incirlik AB, Turkey for 15
months. Her next assignment took her to the Radar Approach Control
Facility at Tyndall AFB, FL. In 1997, while stationed at Tyndall, CMSgt
Regan transferred to the Air National Guard as a traditional member. Soon after, CMSgt Regan cross-trained into
the Personnel career field and served in the Readiness section of the 155 ARW at Lincoln, NE. In 2001, CMSgt
Regan, transferred to the 175 WG in Baltimore, MD serving in the MPF Customer Service section as a traditional
Air National Guard member. Shortly afterward, Jan 2002, she was mobilized for two years to work in the Air
National Guard Crisis Action Team Personnel Cell at the Air National Guard Readiness Center, MD. In 2004,
CMSgt Regan was selected for a statutory tour working in the Air National Guard Readiness Center AEF
Deployment Execution section; followed by her selection in 2006 as the Superintendent, AEF Aviation Deployment
Execution. In 2007 Chief Regan was appointed the Superintendent, Adaptive Planning and Execution in 2008.
Prior to her current position, CMSgt Regan was the Superintendent of the NGB Manpower, Personnel and
Services Directorate (NGB/A1) at the Air National Guard Readiness Center, Andrews AFB, MD. CMSgt Regan
advised the NGB/A1 Director on matters influencing the health, morale and welfare of assigned enlisted personnel
and their families.

CMDCM(SW/EXW/AW) Samuel J. Robinson
Command Master Chief
Master Chief Robinson is a native of Brookland, Arkansas. After
graduating from Brookland High School in June 1990, he worked
on the family farm until he enlisted in the Navy on 21 July 1993.
In August 1993, he reported to Recruit Training Command (RTC)
Great Lakes, IL, with follow-on training at Seaman
Apprenticeship Training Department. After initial training he
was meritoriously selected for and directed to Gunner's Mate
"A" School in Great Lakes, IL and in November 1994 was
transferred to 5"/45 Light Weight Gun Mount "C" School in Dam
Neck, VA.
In May 1995, he reported to USS HUÈ CITY (CG 66) home ported in Mayport, FL, where he advanced to
Gunner's Mate First Class. During his tour he completed two Mediterranean Cruises, two Baltic
Operations, multiple counter drug operations, and supported NATO during the Bosnian conflict. In May
2000, he transferred back to RTC as a weapons instructor and advanced to Chief Gunner's Mate. While
serving as the command Master Training Specialist coordinator and Security Force LCPO he was selected
for conversion to Chief Master-at-Arms.
In September 2003, he reported for assignment at Naval Support Activity Naples, Italy as the Security
Operations Chief and advanced to Senior Chief in July 2005. He transferred to Navy Expeditionary Guard
Battalion, Cuba in August 2006 where he was assigned as the Camp Delta Operations LCPO responsible
for the care and safe treatment of more than 400 detainees.
In October 2007, he was assigned to Naval Criminal Investigative Service in San Diego, CA to serve as
Detachment LCPO. He conducted force protection training, security assessments, and international
cooperation missions in 46 countries ranging from Mexico to Iraq. During his tour he volunteered for a
nine month Individual Augmentee tour in Iraq supporting the Army's 5th Special Forces Group as a law
enforcement advisor and detainee operations specialist.
He reported to USS BONHOMME RICHARD (LHD 6), San Diego, California in December 2011 and was
assigned as the Executive Department LCPO and Command Master-at-Arms. Those duties carried over
to the USS ESSEX (LHD 2), San Diego, California after a hull swap in 2012. He was selected for the
Command Master Chief Program and attended the Senior Enlisted Academy (Class 178) and the Navy
Leadership and Ethics Course (Class 132) in 2014 enroute to COMFLEACT Chinhae, Korea.
Master Chief Robinson’s personal awards include the Defense Meritorious Service Medal, Navy and
Marine Corps Commendation Medal (5), Navy and Marine Corps Achievement Medal (3), and various
unit and service awards.

SMIA W. Hunter Robinson
Hunter Robinson is a Supervisory Marine Interdiction Agent (SMIA) currently temporarily serving as the
J-35 Current Operations Branch Director for DHS Joint Task Force-East. Permanently assigned to the
Fort Pierce Marine Unit, Jacksonville Air and Marine Branch, CBP Office of Air and Marine, Mr.
Robinson provides leadership and administration for a team of Marine Interdiction Agents engaged in
maritime interdiction of threats to the United States within their area of responsibility. He provides
operational and administrative leadership over multiple law enforcement missions in his area of
responsibility.
Mr. Robinson began his federal career in the United States Air Force Security Forces in 1999, filling
multiple roles of increasing responsibility throughout his enlistment. Mr. Robinson completed stateside
and overseas assignments, executing law enforcement/security operations as well as Wing and Squadron
staff positions (ATFP/Physical Security).
After his military service, Mr. Robinson accepted a position of Senior Security Specialist for the South
Florida Water Management District (SFWMD). In this role, Mr. Robinson provided oversight of all
protection devices (cameras/access control/alarm) for critical infrastructure (SFWMD) throughout South
Florida. Mr. Robinson was also the DHS liaison for SFWMD and completed multiple vulnerability
assessments resulting in successful mitigation strategies.
Mr. Robinson joined Customs and Border Protection, Office of Air and Marine in 2008. As a Marine
Interdiction Agent, Mr. Robinson was certified as a Vessel Commander of a 39’ Coastal Interceptor
charged with tactical operations to affect maritime interdictions and provide investigative support on a
continuous basis. Mr. Robinson operated in Key Largo and West Palm Beach Marine Units until his
promotion to SMIA in 2014.
Mr. Robinson is the recipient of numerous awards, including: CBP Blue Eagle, Law Enforcement Officer
of the Year 2013 (U.S. Attorney’s Office -South Florida), Air Force Commendation Medal, and the Air
Force Achievement Medal (Oak Cluster). Mr. Robinson holds a Bachelor of Science in Social Psychology
and a Master of Public Administration from Park University, as well as a Master of Arts in National
Security and Strategic Studies from the Naval War College.

Chief Master Sergeant Clinton J. Ronan is the
Command Chief Master Sergeant of the 914th
Airlift Wing, Niagara Falls Air Reserve Station, N.Y.
He advises the commander on matters influencing
the health, morale, and welfare of the reserve
enlisted members assigned to the wing and serves
as the commander's liaison to numerous
committees, councils, boards and military and
civilian functions.
Chief Ronan enlisted in the Air Force Reserves in
April 1991 and began his Air Force career as an
Aerospace Propulsion Specialist with the 914th
Maintenance Squadron. In 2003, during Operation
Iraqi Freedom, Chief Ronan served as a Propulsion
Journeyman for the Maintenance Squadron at
Tabuk AB, Saudi Arabia. In 2006 he deployed
again as the 746th Expeditionary Maintenance
Squadron Flight Chief, Al Udied AB, Qatar. In 2011
he re-trained to become the 914th Logistics
Squadron Superintendent. He assumed his current
position as the 914th Airlift Wing Command Chief
Master Sergeant in February 2014. In his civilian
life, Chief Ronan is a Team Leader with the Defense Contract Management Agencies Navy Special
Emphasis Operations in Buffalo, New York.

COMMAND CHIEF MASTER SERGEANT THOMAS J. SAFER
Chief Master Sergeant Thomas J. Safer is assigned as the
Command Chief, 115th Fighter Wing, Truax Field, Madison,
Wisconsin. Chief Safer’s mission is to serve as the senior advisor
to unit commanders on all enlisted matters and to advocate on
behalf of the enlisted force. Chief Safer addresses issues with
Airmen readiness, training, utilization, morale, professional
development and quality of life to ensure a resilient force is ready
to meet any mission.
Chief Safer entered the United States Air Force in November 1982
and served in the Aerospace Maintenance career field. He served
4 years on active duty and then 20 years in the United States Air
Force Reserves fulfilling various maintenance and leadership
positions, eventually attaining the position of Aircraft Maintenance
Superintendent. He has participated in Operations DESERT
SHIELD, SHINING HOPE, JOINT GUARDIAN and IRAQI
FREEDOM. During these operations, Chief Safer planned and
executed aircraft maintenance operations ensuring combat ready
reliable aircraft were available 24/7 to meet a variety of critical
missions. His vision and leadership in Hangar Door Safety,
Aircraft Fall Protection and Maintenance Resource Management
programs for 22nd Air Force ensured Airmen safety was always a
top priority. In 2007, Chief Safer joined the Air National Guard and made significant contributions as the Quality
Assurance Superintendent fostering an environment of collaboration, professionalism and compliance. Chief
Safer also served as the Maintenance Group Superintendent and Chiefs Council President. He assumed his
present position in July of 2013.

Chief Master Sergeant Michelle R. Thorsteinson-Richards is the Command
Chief Master Sergeant, 79th Medical Wing, Joint Base Andrews, Maryland.
The 79th Medical Wing is composed of six joint service locations around the
National Capitol Region. The wing’s mission is to deliver ready medics and
improve the health of all we serve. Chief Thorsteinson-Richards advises the
commander and senior leadership on military readiness, mission
effectiveness, professional development, morale, welfare, training, and good
order and discipline of the wing’s personnel. The 79th Medical Wing is the Air
Force’s single medical voice for planning and implementing Air Force and joint
solutions within the National Capitol Region.
Chief Thorsteinson-Richards entered active duty on 8 May 1989. Her
background includes various duties in the Aerospace Medicine career field, as
well as First Sergeant, squadron and group superintendent. She has served
in key leadership positions while in-garrison and overseas. She has
deployed numerous times in support of Operations Southern Watch,
Northern Watch, Desert Fox, Deny Flight, Enduring Freedom and a
Humanitarian mission in USAFRICOM. Before assuming her current position,

As Air Operations Program Manager, Mr. Topel is responsible for
managing all agency Air Operations activities during steady state
operations and during National Response Coordination Center (NRCC),
Movement Coordination Center (MCC) activations for Presidential Disaster
Declarations, Emergencies and Exercises.
Mr. Topel coordinates the MCC/Air Operations Branch (AOB) working
group with stakeholders to include FEMA Regions, the Federal Aviation
Administration (FAA), United States Coast Guard (USCG), Department of
Defense (DoD) and General Services Administration (GSA).
Mike has thirteen (13) years of experience supporting the missions of the
United States Department of Health and Human Services (HHS) and
Federal Emergency Management Agency (FEMA). He has supported
FEMA response operations throughout the U.S. and its territories since
2005, to include Hurricanes Katrina, Gustav, Ike, Isaac, and Sandy.
Mr. Topel’s international response experience includes assisting in the
initial set up and operation of the NRCC MCC that was utilized to track all
modes of transportation for FEMA commodities and teams in support of
the survivors of the 2010 Haiti Earthquake. In this capacity, Mr. Topel
assisted in providing logistics support for National Disaster Medical
System (NDMS), Urban Search and Rescue (US&R) and emergency teams
by coordinating and mobilizing equipment, vehicles, communications
capabilities and operational facilities.
As a former member of the National Incident Management Assistance
Team (N-IMAT) Blue, Mr. Topel has served on over 54 disasters and
exercises with more than 880 days of deployments. He is a Type 2
Services Branch Director and a Type 3 Logistics Section Chief.
Mr. Topel also served as the Pre-Positioned Equipment Program (PEP)
Lead for 8 sites congressionally mandated to preposition standardized
emergency equipment to sustain and replenish critical assets used by State,
local, and tribal governments in response to (or rendered inoperable by the
effects of) natural disasters, acts of terrorism, and other man-made
disasters.

Chief Master Sergeant Roger A. Towberman is the
Command Chief Master Sergeant for the 25th Air
Force at Joint Base San Antonio-Lackland, Texas.
He advises the commander on all issues regarding
the health, welfare, morale, and effective utilization
of more than 26,000 military, civilian, and
contractor personnel conducting the following
operations: multisource ISR products, applications,
capabilities and resources; Electronic Warfare;
Strategic Command and Control; and integrating
Cyber ISR forces and expertise. The 25th Air Force
includes the 70th and 480th ISR Wings; the 9th
Reconnaissance Wing; the 55th Wing; the Air
Force Technical Applications Center; and the 361st
ISR Group.
Chief Towberman entered the Air Force in
September 1990. He graduated from the
cryptologic language analyst course at Goodfellow
Air Force Base, Texas in May, 1992. His
background includes various duties as a ground
and airborne cryptologic language analyst.
Throughout his career, he has filled myriad
leadership roles at the squadron, group, and wing level, while stateside and deployed including Operations
JOINT FORGE, ALLIED FORCE, NORTHERN WATCH, SOUTHERN WATCH, IRAQI FREEDOM,
ENDURING FREEDOM, and UNIFIED PROTECTOR. He is a Career Enlisted Aviator with more than 4,500
flying hours

CSM STEVEN C. VEAZEY
Arkansas Army Guard Command Sergeant Major
Command Sergeant Major (CSM) Veazey
was born August 26, 1961 in Little Rock, Arkansas.
He is a 1979 graduate of Sheridan High School,
Sheridan Arkansas.
He graduated from Pines
Vocational Technical School in 1984 with a degree in
Machine Shop Technology. CSM Veazey is a
member of East Union Missionary Baptist Church, the
American Legion and is a past president of the
Sheridan Rotary Club. He is married to Leanna
Veazey. They have two children, Tasha and Steven,
and five wonderful grandchildren Gabriel, Savannah,
Kaden, Taylor and Brooklynn.
CSM Veazey began his military career on
March 17, 1979 in Sheridan, Arkansas. He attended
basic training at Ft. Benning, Georgia as a member of
Company A 4th Battalion, 1st Infantry Training
Brigade where he graduated with honors for becoming
the only Soldier in the Battalion to have a perfect score on the POIQT Soldier Test. He has
served in every NCO Leadership position with the Army National Guard, from Squad Leader to
First Sergeant, before being promoted to Sergeant Major on October 18, 2002. He was assigned
as the CSM for the 39th IBCT in August of 2007 and deployed to Iraq in 2008 for the second
time. CSM Veazey was then assigned as the Arkansas Army Guard Command Sergeant Major on
May 1, 2011. Throughout his career, he has served in a variety of other assignments, including
an assignment as the CSM of 1-153rd IN BN from October 2003 through July 2007, during
which the BN was deployed to Iraq. He also served as BN Operations Sergeant Major; Delta
Company First Sergeant while deployed in support of SFOR09 to Bosnia in March of 1999;
Platoon Sergeant; Fire Direction Sergeant; Squad Leader and Gunner for the 1-153rd IN BN.

COMMAND MASTER CHIEF
Master Chief Webb is a native of Philadelphia, Pa. He graduated from Benjamin
Franklin High School in 1988 and joined the Navy in February 1990 attending Basic
Training at Recruit Training Command, Great Lakes, IL.
Master Chief Webb’s sea tours include assignments onboard the USS FULTON (AS
11) decommissioning unit (LABRADOR TWR 681) homeported at Naval Submarine Base,
Groton, CT, the USS MOUNT WHITNEY (LCC 20) where he was advanced to First Class
Petty Officer, served as Repair Division’s Leading Petty Officer and qualified as
an Enlisted Surface Warfare Specialist during the ship’s deployment to the
Mediterranean Sea.
In 2001, Master Chief Webb reported to the USS FRANK CABLE (AS 40) homeported
in Agana, Guam, where he advanced to the ranks of Chief Petty Officer and served as
Repair Division’s Leading Chief Petty Officer.
Master Chief Webb’s other sea duty assignments include the USS IWO JIMA (LHD
7), where he served as Repair Division Leading Chief Petty Officer for 75 Sailors,
qualified as an Enlisted Aviation Warfare Specialist and advanced to the ranks of
Senior Chief Petty Officer. The USS BARRY (DDG 52), homeported in Norfolk, VA where
he served as Repair Division and Engineering Departmental Leading Chief Petty
Officer, the USS OAK HILL (LSD 51), and the Pre-Commissioning Unit ARLINGTON (LPD
24) where he served as the Unit’s Senior Enlisted Advisor.
Ashore, Master Chief Webb served onboard the Shippingport (ARDM 4) Naval
Submarine Base, Groton, CT. He also served at Port Operations Naval Station
Norfolk, VA, Afloat Training Group, Atlantic where he was the Team Leader for Steam
Team One/Two, Lead Damage Controlman for the Propulsion Examination Board (N82) and
qualified Master Training Specialist and Afloat Training Specialist. He also served
at Patrol Coastal Squadron ONE where he served as the Command Senior Enlisted
Leader and was selected into the Command Senior Chief Program.
His first assignment was onboard the USS GARY (FFG 51) homeported in San Diego
where he deployed to the South Pacific in support of Operations Martillo, complete
RIMPAC 2012 and advanced to the ranks of Master Chief Petty Officer. There, the
crew won the Battle Efficiency award, the CNO Afloat Safety award and VADM Buckeley
Safety Award. His follow on CMC assignment was in Dec 2012 onboard the USS OAKHILL.
Master Chief Webb checked onboard the USS WASP (LHD 1) in June 2014 were he
serves as the Command Master Chief. He has earned Afloat and Master Training
Specialist qualifications and a Bachelors Degree. He is a graduate of the Senior
Enlisted Academy NRC class 21, the Command Master Chief Course class 76 and MCPON’s
Executive Leadership Symposium Course class 1. His awards and decorations include
five Navy Commendation Medals, six Navy Marine Corps Achievement Medals, and
various campaign, service and unit awards.

CHIEF MASTER SERGEANT MATTHEW A. WELLS
Chief Master Sergeant Matthew A. Wells is the Command
Chief Master Sergeant for Twentieth Air Force (20AF) and
Task Force 214 (TF214), Francis E. Warren Air Force Base,
Wyoming. Twentieth Air Force/TF 214 is responsible for the
nation’s Minuteman III intercontinental ballistic missile force,
organized into three combat missile wings, with more than
9,600 assigned Airmen. The mission of 20AF is to develop
and provide combat-ready forces to support the Global Strike
service core function. The mission of TF214 is to conduct
rapid and decisive, global ICBM strike operations when
directed by the President of the United States and perform
credible, around-the-clock nuclear deterrence operations to
safeguard America and its Allies from strategic attacks.
Chief Wells is the commander’s senior enlisted leader for the
cultural and professional development, military readiness,
and mission effectiveness of over 8,000 enlisted personnel.
Chief Master Sergeant Wells grew up in Pittsburgh, Pa. and
entered the Air Force in May 1989. His background includes
numerous leadership roles at the squadron, group, wing,
joint special operations task force and major command
levels. He has deployed in support of Operations DESERT
STORM, SOUTHERN WATCH, IRAQI FREEDOM, ENDURING FREEDOM and other combat
contingencies as well as Hurricane Katrina humanitarian relief efforts.

Command Sergeant Major Paul Yingst was raised in Arkansaw, WI
and joined the Army Reserve in 1990. He attended Basic Training
and Bridge Crewman Advanced Individual Training in 1991. In
August 2013, he became the Command Sergeant Major, 926 Engineer
Brigade, Montgomery, AL. Prior to his current assignment, CSM
Yingst spent two years as the Commandant of the U.S. Army
Noncommissioned Officer Academy (NCOA) Parks, Dublin, CA and
the previous 20 years in a variety of Engineer assignments from
Bridge Company to the Theater Engineer Command level throughout
the Army Reserve. He has participated and executed numerous

SOUTHCOM areas of responsibility.
