 CITY OF CANBY ‐ JOB SUMMARY Wastewater Treatment Plant Operator I / II August 2014 POSITION OVERVIEW: This is a full time position, 4x10 work schedule (specific schedule TBD). The position is non‐exempt and included in the AFSCME bargaining unit. Supervision is not a typical function assigned to this position. May provide training and orientation to volunteers, students and newly assigned personnel on site policies and practices. Located at the Canby Wastewater Treatment Plant, this position works under the general direction of the Lead Operator. Operate and maintain the wastewater treatment plant equipment and facilities. Tasks range from basic to semi technical in nature, which include; equipment repair, basic electrical trouble shooting, instrument calibration, biosolids/sludge processing, laboratory testing and analysis, record keeping, data entry and taking meter readings. RESPONSIBILITIES: (This summary covers the most significant essential duties performed by the position, but does not include other occasional work, which may be similar, related or a logical assignment for the position.)  Produce an acceptable quantity and quality of work that is completed within established timeline.  Calibrate analyzers and meters using established manufacturer guidelines. Conduct routine meter readings, follow established schedules and enter data into applicable computerized system.  Collect samples and perform laboratory testing using established procedures.  Maintain accurate records of systems operation and maintenance. Maintain daily records and logs. Ensure accurate records are maintained at all times. May compile reports to be submitted to City, State and Federal agencies. Interpret data, perform basic statistical analysis, and report analysis orally and/or in writing. Assist with data compilation and analysis for annual reports and permit applications.  Drive and operate a variety of vehicles and equipment including mowers, forklifts, tractor and front end loaders.  Assist with coordination of outreach and educational programs as needed.  Respond to on site environmental incidents as directed; record incidents, assist with investigations and follow up visits to ensure resolution, take appropriate enforcement action in response to industry violations and resolve non‐compliance by following established procedures. Respond to other City emergencies as needed.  Recommend programs or actions to ensure that the city’s wastewater system is maintained and managed in an effective manner. Recommend equipment and materials for purchases; obtain price quotes for purchases. 

Perform routine plant maintenance and cleaning activities; implement appropriate repairs to equipment, grounds and buildings. Assist as needed to maintain appearance of facilities by performing tasks such as minor housekeeping and grounds maintenance. Perform operational duties as needed at wastewater treatment plant. Assist outside contractors in assessment of major repair needs. Conduct proper paperwork. Track and document materials usage. Follow all safety rules and procedures for work areas and actively promote safe work practices. 
Maintain positive and cooperative working relationships with City staff, other organizations and the general public. Promote professional and courteous behavior with a creative approach to problem resolution that creates a positive experience for the customer. Interact with emotional and difficult people in a professional and tactful manner. Coordinate and perform other projects, functions, and tasks, as assigned. 
Note: The current job descriptions for City of Canby WWTP Operator positions are currently under review and will be finalized in the fall 2014. REQUIREMENTS: Desire to work in wastewater environment. Basic knowledge and understanding of laboratory procedures. Ability to receive work direction and convey clear precise information related to equipment performance and process control. Knowledge of the practices and principles of wastewater treatment, specifically in the area of activated sludge. Knowledge of standard office practices and procedures. Basic computer skills and ability to use MS Excel and Word. Basic principles of data management and statistical analysis. Must be able to accurately maintain records. Must have a general understanding of blue prints and schematics, and the ability to read and understand general assembly and maintenance directions. Ability to establish and maintain effective working relationships with employees, officials and the general public. Ability to exercise resourcefulness and perspective in developing solutions and recommending new techniques. Ability to use good judgment in prioritizing daily and routine responsibilities and work efficiently and effectively in a fast‐paced environment which includes changing priorities and frequent interruptions. Equivalent to high school education plus one year of specialized/technical training in water quality or wastewater treatment and a minimum of two years’ experience as an Operator; or any satisfactory combination of experience and training which demonstrates the knowledge, skills and abilities to perform the above duties. SPECIAL REQUIREMENTS/LICENSES: Must have Oregon Level II Wastewater Operator Certificate or the ability to obtain within one year. Must have valid driver’s license with acceptable driving record; and ability to obtain and maintain a class B Commercial Driver’s License if required. Prior experience working in a municipal wastewater treatment plant is preferred. PHYSICAL DEMANDS OF POSITION: While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, lift, and manipulate objects. Mental activities required include frequently using decision making and interpersonal skills; teamwork; reading, speaking and writing English; and performing basic math. Physical activities required include frequent fingering, feeling, and bending; and continuously standing, walking, stooping, talking, reaching, repetitive motions of hands/wrists, grasping, hearing, and handling. Position may require pushing, pulling, lifting and carrying up to 50 pounds; and maneuvering 55 gallon drums of chemicals. WORKING CONDITIONS: The majority of duties take place outside of buildings with exposure to all types of weather conditions on a year‐round basis, sewage, bio‐hazards, traffic, dirt, oil, grease, fumes, noise and chemicals. May work around heavy equipment and machinery or in high locations. Entry to confined spaces is required on an infrequent basis. The remainder of the work period occurs under usual office working conditions where the noise level is typical of most office environments with telephones, personal interruptions, and background noises. May require working on weekends and holidays. Subject to on‐call rotation. SALARY AND BENEFITS: Classification and salary depending on qualifications/experience. City benefits and PERS included.
