International Taxation is a unique specialization in tax law and tax
accounting, which includes areas as diverse as provisions of domestic tax
laws, international tax treaties as well as transfer pricing. Currently, it is
frequently mentioned in relation to political discussions and public debates
related to aggressive tax planning of multinational companies, tax havens,
but also the Global initiatives of G 20 and OECD – Project BEPS as well as
the initiatives of European Union related to elimination of harmful tax
competition and prohibited state aid.

Tomas Balco, JUDr., FCCA. LL.M
Dr. Balco is a tax professional with over 15 years of experience in
private and public sectors (Ministries of Finance of Chile, Czech
Republic, Kazakhstan, Slovakia, EU Commission), research
(IBFD, ICTD) and academia.
In fall 2014 he joined Slovak Ministry of Finance as General State
Counsel dedicated to areas of Transfer Pricing, International and
EU Taxation. As part of his work he closely follows the BEPS
project and represents Slovakia in OECD, EU – several expert
groups at the level of European Council and is spearheading the
preparation for Slovak EU Presidency – its EU tax policy agenda.

In the period 2007-2014 he has worked and lived in Kazakhstan,
first as Senior Manager in company PricewaterhouseCoopers and
then in academic role with KIMEP University, where in his role of
Associate Professor, he has establishing tax specialization
program at KIMEP University and also established tax research
center – currently known as Central Asian Tax Research Center
(CATRC) – www.catrc.org.
He teaches in academic programs at International Tax Center at
University of Leiden (Netherlands), University of Pretoria (South
Africa), University of Ljubljana (Slovenia), University of Lausane
(Switzerland), Komensky University (Slovakia) and IBDT (Brazil).
Together with his colleagues he is also teaching a special
executive program dedicated to International Taxation – Advanced
Diploma in International Taxation – ADIT - http://www.tax.org.uk.
Since 2008 follows the work of UN Committee of Experts and
participates in the work of several of its Subcommittees – currently
in the work of Subcommittee for Extractive Industry Taxation.
Policy Research Center
Policy Research Center is platform dedicated to the carrying out high level policy research aimed
at improving and changing the global, regional and national tax and public finance policy. The work
and publications of Policy Research Center are aimed at policy makers in developed and
developed countries as well as taxation and public finance students and future policy makers.

Central Asian Tax Research Center
CATRC is a team of researchers engaged in tax-related research. CATRC has a historical link to
KIMEP University, where Associate Professor Tomas Balco established Tax Research Center in
2010 and where until 2014, this research center was hosted by School of Law. This tax research
center has soon expanded membership to foreign tax professors, academics as well as students at
different Universities in Kazakhstan and abroad and became known also as CATRC - Central Asian
Tax Research Center, which now has core members located in several countries and continents.
CATRC members independently or in teams perform specialized tax research and analytical work,
mainly focused on Kazakhstan and Central Asian countries, and to a certain extent on CIS countries
and Eastern/Central Europe. Some members of CATRC Team also continue their work at KIMEP
University, while others continue their professional careers or academic studies abroad. CATRC
team also publishes the results of its research in international journals and publications. CATRC
seeks to fill an untapped area of taxation education in Central Asia both through academic lectures
and programs as well as professional qualification programs such as ADIT preparatory courses.
