City of Newnan, Georgia - Mayor and Council Date: April 14, 2015 Agenda Item: Annexation Request - Annex2015-02 Prepared and Presented by: Tracy S Dunnavant, Planning Director Purpose: To consider a request by Dennis Drewyer (on behalf of NCTI, LLC) to annex Tax Parcels # 0855086002, 0855107001 and 0855107001A into the city limits. The combined parcels contain approximately 122.68± acres and are located on Greentop Road. They would be contiguous to the city limits through parcel 0855086002 which abuts the railroad tracks behind Calumet development. OCGA §36-36-20 specifies that parcels that would be adjacent to a city parcel if not for railroad right-of-way are eligible for annexation. Land Owners NCTI, LLC Tax ID Numbers 0855107001 0855107001A 0855086002 Acreage All Parcels Combined 122.68 ± acres Location Greentop Road Background: The owner is petitioning the Council to annex a total of 122.68± acres located on Greentop Road into the city limits for the purpose of developing a 184 lot residential subdivision. The subject parcels are mostly vacant with the exception of an older farmhouse with minor outbuildings that is currently located on parcel # 0855107001. The balance of the property is primarily a mix of timbered pines and open pasture land. The petitioner is requesting a zoning of RS-15, which would allow lot sizes of 15,000 square feet. Proposed minimum living space would be 2,200 square feet, which exceeds the City’s requirement for RS-15. In addition, he is willing to proffer that the subdivision will employee RS15 lot size and setbacks, but the total number of lots shall be less than what is allowed in RS20. The current zoning in the County is RC (Rural Conservation District) which does allow single-family homes. The annexation will allow the property to receive city services including sewer. The applicant has provided a concept plan showing proposed lot layout, greenspace, and buffers. Although it appears to only have one entrance, Mr. Drewyer has indicated that the second entrance requirement for subdivisions with over 25 lots will be met through a gated paved driveway along the east side of the subdivision that will be used for emergency access. If Council decides to pursue annexation and zoning of these tracts, Staff will contact Coweta County to begin the required mitigation procedures. Options: A. Act to Pursue Annexation/Rezoning B. Act Not to Pursue Annexation/Rezoning Funding: N/A Recommendation: Should Council decide that the request may be in the best interest of the City of Newnan and would like to proceed with the annexation process, the request will be forwarded to the Planning Commission for a recommendation and the County will be notified of the petitioner’s intent to annex.
