Primarily Designed for Temporary Uses Ability to be Relocated When Needed = Flexible Capacity Typically Supported by a Wood Base and Raised From the Ground with Ramps Functional, but not Necessarily Aesthetically Pleasing Pre-Designed, Pre-Engineered Structures with Standard Sizes, Constructed Off-Site in Manufacturing Plants Enables Flexible Installation Schedules Costs are Significantly Lower than Permanent Structures Strategic Portable Classroom Use Classroom Capacity of Any Kind is an Important Commodity Existing Portable Classroom Capacity Can Serve Multiple Functions, Provide Quick Solutions and Achieve Goals Changes in Enrollment Creation or Expansion of New Programs and Schools Meet Proposition 39 Obligations Community/Joint Use/Parent Centers/Health Clinics Enrichment Activities Unexpected Out-of-Service Buildings However a Quick Solution Must be Well Thought Out and Consider Playground Space Parking Availability Supervision Challenges Age and Condition of a Portable Classroom Building Safety Classroom Inventory and Enrollment Overview More than 70% of the District’s Classrooms are in Permanent Buildings More than 80% of the District’s Enrollment is in Permanent Classroom Buildings Enrollment by Classrooms Total Inventory of Classrooms Changes in Utilization of Portable Classroom Buildings LAUSD’s Use of Portable Classrooms for Instructional Purposes In 2003: Approximately 10,000 Portable Classrooms In 2015: Approximately 8,300 Portable Classrooms Since 2003, Approximately 1,600 Portable Classrooms Have Been Removed From School Sites Classroom Utilization by School Type Classroom Utilization by Board District Classroom Utilization by Educational Service Center State Funding Programs and Removal Mandates Status The Escutia and Overcrowding Relief Grant (ORG) Programs Provide Matching Funds to Remove Portables when Replacing Capacity with Permanent Classrooms The Department of Housing Program (DOH) is a State Mandated Removal that Does Not Come with a Funding Source 88% Will be removed by Sept. 2015 Our Focus: DOH Portables Overview of Education Code Section 17292 Enacted in 2006 Authorized the Continued Use of Certain Relocatable Buildings Bearing a Commercial Coach Insignia of Approval from the Department of Housing and Community Development (DOH) for School Purposes Until September 30, 2015 Requires that the Governing Board of a School District Adopt a Resolution by October 30, 2015, Certifying that as of September 30, 2015, each Relocatable Building of this Type is no Longer Being Used as a School Building Focus on Portables: Removal of DOH Portables Opportunity to Further Reduce Reliance on Portable Classrooms In 2003, the District Had 515 DOH Portable Classrooms 350 Have Been Removed 107 More Will be Removed Prior to September 2015 Based on Enrollment Demands, the Remaining 58 DOH Classrooms are Anticipated to Require Replacement of Capacity Site Analysis/Due Diligence Activities Currently Underway Replacement of Buildings Triggers Code Compliance Upgrades and Infrastructure Upgrade Considerations Staff will Present Proposed Project Definitions Prior to September 30 .
