Office of Curriculum, Instruction and School Support Advanced Learning Options Gifted and Talented Programs Update Targeted Identification Program Participating Schools 2013-2014 The Targeted Identification Program (TIP) has proven to be an effective tool for the screening and identification of students from low-referring and low-identifying schools. The project was piloted during the 2009-2010 school year with 37 participating schools Districtwide. Pre-TIP data indicates that 1,244 students were identified gifted among these 37 schools. Post-TIP data for the pilot year indicated a total increase of 1,754 students identified gifted at participating schools. This was an impressive 41% increase in gifted identification for the pilot program. Based on the success of the pilot, the program has been scaled up each year to include new targeted schools, as well as exit schools meeting District identification performance targets. In 2013-2014, 113 schools participated in the program, both new and continuing TIP schools. Pre-TIP data for 2013-2014 indicates that the average schoolwide percentage of identified students pre-TIP was 2.79%. Post-TIP data shows that this average percentage increased to 5.17% by the end of the school year, approaching the 6% goal. A closer look at the 2013-2014 data* reveals additional successes, including: • • • • 59% of participating TIP schools ended the 2013-2014 school year at or above the 6% identification goal (schoolwide). Several schools made staggering gains, up to 22.4% identified gifted schoolwide post-TIP. Training and support in the screening and referral process led to a strong correlation between referral and identification; 50% of participating schools identified 50% or more of the students who were screened/referred. Participating schools made gains in Latino and/or African American gifted identification, contributing to schoolwide gains. *Data for this academic year will be available July 2015.
