Management Consultant
BACKGROUND & SUMMARY
Los Angeles Universal Preschool (LAUP) is a non-profit organization whose mission is to increase the quality and
availability of early education programs serving children in Los Angeles County. We believe that all children
deserve a strong start in life, and a quality preschool education helps provide a foundation for success.
Currently, LAUP is undergoing a transformational change from a quasi-governmental organization relying on one
primary funder, to a more diversified and traditional non-profit with an increased emphasis on fund development,
advancement, and revenue generation through sales and marketing of services. Guiding this process is a recently
developed, but extensive, strategic and business plan. LAUP is in the process of implementing that plan and needs
help developing its organizational structure to ensure maximum effectiveness in this period of change.
Therefore, LAUP is currently soliciting proposals from consultants to work with its Executive Staff and Board of
Directors to assist in the following areas:
SCOPE OF WORK
1. Management Consulting
• Comprehensive, system-wide, operational review of LAUP’s structure
• Identify opportunities to reduce costs, improve efficiencies and/or increase revenues
• Recommend an operating structure that aligns with the goals and objectives of the Business Plan adopted
by the LAUP Board in 2014.
• Recommend a management structure
• Recommend a change management implementation plan
The consultant is expected to work with LAUP as needed through June 30, 2015.
FORMAT AND CONTENT
Applications not addressing the items listed in this section will be considered incomplete and thereby deemed nonresponsive by LAUP:
1. Background/experience – Provide a description of your expertise and experience with organizational
development and change management. Pease note if you have worked previously with non-profit clients
and cite specific examples of past projects.
2 2. References – Provide names and telephone numbers of three client references who will attest to your
abilities to complete similar or comparable work on time and within budget.
3. Proposed Work Plan – Provide a description of how you would propose to work with LAUP on the issues
listed above and describe what you would consider a successful engagement. Please include a proposed
methodology listing all proposed phases and an overview of your proposed approach.
4. Schedule of fees and costs – Provide a lump sum bid for the scope of work as well as a breakdown of
fees. Please include a statement of all normal and customary expenses.
5. Applicant availability and flexibility statement - Provide a statement regarding your availability,
including start date, and overall flexibility for working within the date ranges set forth below.
GENERAL CONDITIONS
1. Timeline
a. RFP open for submissions: 3/16/15
b. RFP submission deadline: 3/20/15
c. Interviews: 3/30/15 – 4/3/15
d. Firm and/or consultants selected for RFP: 4/7/15
e. Work begins: 4/13/15
f. Work ends: 7/30/15
2. LAUP reserves the right to inquire or request to obtain further clarification from proposals submitted prior
to the interview process.
3. The selected organization/individual will be notified by phone and/or written communication.
4. LAUP hereby notifies all interested organizations/individuals that no person shall be excluded from
participation in, denied any benefits of, or otherwise discriminated against in connection with the award
and performance of any contract on the basis of race, religious creed, color, national origin, ancestry,
physical disability, mental disability, medical condition, marital status, sex, age, sexual orientation, ethnicity,
status as disabled veteran or current veteran.
5. Fee and scope negotiations will take place with the selected organization/individual. If an arrangement is
not reached, the selected organization/individual will be disqualified and fee and scope negotiations will
begin with the next ranked organization/individual. If a fee and scope agreement cannot be obtained,
then LAUP reserves the right to terminate the selection process and/or re-advertise for consulting services.
6. Prospective organization/individual is advised that LAUP in the solicitation of evaluation of the interested
consultants incurs no obligation or commitments. LAUP reserves the right to waive or modify any part of
this RFP process without penalty at its sole discretion.
3 7. This is not a contract or letter of intent to enter into a contract. A contract for services will be entered into
once the organization/individual is selected.
8. Any organization/individual deemed not qualified will receive a Notice of Determination indicating its nonacceptance via email.
SUBMISSION INSTRUCTIONS
This Request for Proposal represents the requirements for an open and competitive process. Proposals will be
accepted until Friday, 5pm PST on 3/20/15. All proposals must be signed by an official agent or representative
of the company submitting the proposal.
It is the sole responsibility of the applicant to see that the proposal is received on or before the stated deadline.
Postmarks or facsimiles shall not be accepted as satisfactory receipt of application materials.
