Lismore Business Panel Minutes 20 March 2015 MINUTES OF THE LISMORE BUSINESS PANEL HELD IN GORDON PAVILION, OAKES OVAL, MAGELLAN STREET, LISMORE ON FRIDAY, 20 MARCH 2015 AT 12.00NOON Present Michael Haddin (Chairperson), Brent McAlister (Executive Director-Sustainable Development), Jason Mumford (City Centre Manager), Jodie McRae, Paul Deegan, Barry Robinson, Sharon Dowling, Rob Walker, Chris Knight, Nicole Sheaffe and Melinda Kent (Corporate Support). In Attendance Garry Murphy (Executive Director Infrastructure Services), Jyllie Jackson and Art Beavis 1. Acknowledgement of Country and Welcome 2. Apologies Isaac Smith and Nick Woodham 3. Public Access Jyllie Jackson from LightnUp Inc spoke with regard to Item 7.2 about funding for the 2015 Lantern Parade and requested a special meeting be held before the next designated LBP meeting to assess the Events Funding Application for this year. Jyllie gave the Panel a copy of her Events Funding Application. 4. Disclosure of interest Nil 5. Confirmation of Minutes That the minutes of the Lismore Business Panel held on 20 February 2015 be confirmed. Carried: R Walker Seconded: C Knight 6. Reports/Recommendations 6.1 City Centre Manager’s Update Jason gave an update on: Eat the Street which was highly successful attracting approx. 10,000 people to Lismore. There were 54 stall holders with 40 being within 2480. The only disappointment was that some stalls ran out of food. Police and security report no incidents. There will be a debriefing on 1 April. Joint Chamber of Commerce/LBP training – a short list of agencies has been identified and they will be contacted in the next few weeks to present to the working group at the end of April. Christmas Decorations – working with Manager Parks and Reserves seeking quotes and looking at providing a new tree in Magellan Street. On Street Trading – Jason advised that furniture on the street is outside the universal DA approvals and that Rangers may be issuing fines in the near future if this continues. An issue was raised regarding people moving outdoor dining chairs into the shade in Keen Street. ACTION: A Customer Request to be lodged with Council’s Contact Centre to report the situation. Dancing for Cancer – Jason advised that he is participating in this Event in May and that fundraising is now underway. Upgrade works at Lismore Central – Nicole Sheaffe advised how the works were tracking and that they were going according to deadline. 7. Reports/Recommendations 7.1 2015/16 Review of Event Funding Discussion was held regarding options for future event funding with regard to the types of applications the LBP has been receiving and encouraging a calendar of events throughout the year, being CCM initiated and other events. Brent explained changes to the Section 356 grants and that some funding that the Panel had been giving may now be more appropriate for Section 356 funding. ACTION: City Centre Manager will write to all funding recipients advising them of Section 356 funding availabilities. Concern was raised regarding funding of CCM initiated events. RECOMMENDATION: That the Lismore Business Panel hold a Workshop session to discuss options and changes to the Events Applications form and process. Voting: Unanimous Moved: Rob Walker Seconded: Jodie McRae 7.2 LBP Budget 2014/15 Discussion was held regarding concerns with expenditure and cost of CCM initiated programs. The Panel questioned precise pre-event costings for these events. Concern was also raised regarding reporting. That the City Centre Manager at the next LBP meeting: 1. report back with a budget cost report with expenditure and any revenue specified. 2. present for consideration the proposed spending priorities for 2015/16 indicating key events. Other Business 9.1 Chamber of Commerce Update Chris Knight advised that the informal quarterly forum meeting with Council was held on 18 March and was successful with updates on CBD matters from Compliance Staff and a riverbank update. At the Business After Hours meeting John Hale gave a customer service talk. The Business Awards will be held at the end of August at the Showgrounds. 9.2 Lantern Parade Events Funding Application It was agreed to hold a special meeting of the LBP to assess this funding application. A date has been set for Wednesday, 8 April 2015. 9.3 Come to the Heart Website The question was raised as to whether the Come to the Heart website be merged with the Visit Lismore website. ACTION: City Centre Manager to look into website usage and report back to a future meeting. 9.4 Clean Up Australia Day and the Riverbank It was raised that the Riverbank on the CBD side is overgrown with weeds and rubbish. ACTION: The City Centre Manager will report the issue to Parks and Reserves. 10. Confidential Matters – Closed Policy Meeting That the committee meet in Closed Session to consider the following matters; Item 3.1 City Centre Manager's 12 month performance review Grounds for Closure Section 10A(2) (a): Public Interest Discussion of this matter in an open meeting would on balance be contrary to the public interest because it relates to: personnel matters concerning particular individuals (other than councillors). Moved: Rob Walker Seconded: Jodie McRae Resumption of Open Policy Meeting When the committee resumed its former sitting, the Chair Person reported that the meeting in Closed Session, had RECOMMENDED: 3.1 City Centre Manager's 12 month performance review be noted. That the Chair Person’s report of the committee meeting in Closed Session be received and adopted. 11. Next Meeting The next meeting of the Lismore Business Panel will be held on 24 April 2015. A Special Meeting to consider the Lantern Parade Events Application will be held on 8 April 2015. Closure This concluded the business and the meeting terminated at 2.20 pm.
