Goal: To provide information to participants regarding working with individuals who are in recovery and who are/have
been involved in the criminal justice system. Participants will also learn about the use of effective & evidenced
based treatment modalities that have worked with this population and the importance of criminal justice and
behavioral health systems collaborating.

KEYNOTE SPEAKERS:
Michael Rowe, Ph.D. is Associate Professor of Psychiatry and Co-Director of the Program for Recovery and Community
Health in the Yale School of Medicine, Department of Psychiatry. Dr. Rowe, a medical sociologist, studies and writes
about citizenship, as a framework for the social inclusion and full participation in society of persons with mental
illnesses, including those with criminal charges; peers as direct care and support providers and researchers;
homelessness and mental health outreach to people who are homeless; and medical humanities and medical ethics. He
is the author of many articles, book chapters, and other publications. Among his books are Citizenship and Mental
Health (2015), Classics of Community Psychiatry (2011), Transforming Mental Health Care: A practical guide to recoveryoriented practice (2008), and Crossing the Border: Encounters between homeless people and outreach workers.
Chyrell D. Bellamy, Ph.D., MSW is the Director of Peer Services/Research and an Assistant Professor of Yale University’s
Department of Psychiatry, Program for Recovery and Community Health (PRCH). Chyrell has experience as a frontline
service provider, community educator and organizer, as a community and academic researcher, and as a person in
recovery. Her expertise includes developing and conducting community-based research initiatives; involving and
partnering with people living with mental illness, substance abuse, and HIV; and research on sociocultural experiences
and pathways to recovery in prevention and treatment.
Dr. Bellamy received her Ph.D. in the Joint program in Social Work and Social Psychology from the University of Michigan
and her MSW (health social work) and BA (psychology) from Rutgers University. She did a Post-doctoral Fellowship at
the Center for Mental Health and Criminal Justice Research at Rutgers University. In her capacity as Director of Peer
Services and Research, she provides instruction on peer curricula development and training based on her research and
practice experience with peer employees since 1993 (beginning with women living with HIV); training of peers to
conduct research; and research and evaluation on the effectiveness of peer support. Chyrell is the PI on a PCORI grant:
Increasing Health Care Choices and Improving Health Outcomes among Persons with Serious Mental Illness.
Matthew Federici is the Executive Director for the Copeland Center for Wellness and Recovery. Matthew specializes in
training on WRAP for healing from trauma, WRAP for teams, wellness for youths, and WRAP program implementation.
Previous to the Copeland Center, Matthew was with the Institute for Recovery & Community Integration, where he
served as Program Director. He is an Advanced Level Mental Health Recovery Educator and WRAP Facilitator. Matthew’s
personal and professional journey in wellness and recovery includes resource management for people entering
independent housing; supervising community rehabilitation residents and implementing a supported employment and
education program. In addition, he has been a member of family and consumer advocacy groups for over a decade. He
has also been involved in promoting Psychiatric Advance Directives though local, state and national consumer and
provider conferences and is a Certified Psychiatric Rehabilitation Practitioner. He received his B.A. in Psychology and
Communications from Alvernia University and an M.S. in Rehabilitation Counseling at the University of Medicine and
Dentistry of New Jersey. He was awarded Distinguished Advocate Award from the Pennsylvania Association of
Psychosocial Rehabilitation Services in 2002 and an Exemplary Practice Award in 2007 from the Mental Health
Association of Southeastern PA Board of Directors. Matthew serves on the Board of Directors for the Pennsylvania
Association of Psychiatric Rehabilitation Services.
As an author, Matthew has written many articles on the power of peer support, WRAP, and community integration. Two
recent articles include “The Healing WRAP” which appeared in the National Council for Behavioral Health Care
publication on trauma informed care; “The Importance of Fidelity in Peer Based Programs: The Case of the Wellness
Recovery Action Plan” and “Training, Employment, and Work Satisfaction Outcomes Associated with the Pennsylvania
Certified Peer Specialist Initiative,” for the Psychiatric Rehabilitation Journal.
J. Steven Lamberti, M.D.
Dr. Lamberti is Professor of Psychiatry at the University of Rochester Medical Center, where he serves as Director of the
Schizophrenia Research Program and Chair of the Research Subject Review Board for Social and Behavioral Sciences. He
received his MD from the University of Missouri and completed his psychiatry residency and a neuropsychiatry
fellowship at the University of Rochester. Dr. Lamberti and his research team have conducted numerous clinical trials
evaluating novel medications for schizophrenia and related disorders. He also received funding from NIMH and the
Robert Wood Johnson Foundation, to study the effectiveness of forensic assertive community treatment for preventing
jail recidivism among justice-involved adults with serious mental illness. For their work in developing the Rochester
Forensic Assertive Community Treatment (R-FACT) model, Dr. Lamberti and his colleagues received the 1999 APA
Services Achievement Award, the 2002 New York State Community Health Improvement Award, and the 2009 NAMI
Program Award. Dr. Lamberti is a recipient of the 2004 APA Van Ameringen Award for Psychiatric Rehabilitation and he
is a Distinguished Fellow of the American Psychiatric Association.

Dirk Matson
A lifelong resident of Ligonier Valley, Dr. Matson holds a B.S. in Administration of Justice from Pennsylvania State
University (1977) and a Master’s Degree in Social Work from the University of Pittsburgh (1994). He attained his Ph.D. in
Administration and Leadership Studies from Indiana University of PA (2011).
Dr. Matson has served on numerous community boards for over 30 years. He is currently serving as a board member for
Westmoreland County Community College, Fort Ligonier Association, Penn State Cooperative Extension of
Westmoreland Co., and the Ligonier YMCA. He also serves as a member of the Ethics Board of the PA Chapter of the
National Association of Social Workers.
Dr. Matson accepted the position of Director of Human Services of Westmoreland County in November of 2012.
Previously he was employed by Adelphoi Village in Latrobe, for 35 years.

12. Discuss the central role of treatment adherence in breaking the cycle of recidivism and promoting recovery among
justice-involved clients
13. Discuss the origins of the Rochester Forensic Assertive Community Treatment (R-FACT) model
14. Describe key components of the R-FACT model and how it works
15. Discuss current efforts to standardize and test the R-FACT model
16. Discuss preliminary results from a randomized controlled study of R-FACT effectiveness
17. Explain the national, regional, and local impact of the drug epidemic
18. Describe Westmoreland County’s plan to combat drug epidemic
19. List three myths common to this epidemic for participants
20. Explain the demographic make up of a 100 victim sampling of those who died in the epidemic from Westmoreland
County
