Subject:
Construction of R.C.C. Tunnel under V-4 road in front of Terrace Garden,
Sector 33, Chandigarh.
Rs.82.07 lac
The worthy Advisor to the Administrator inspected Sector 33 during the Safai
Abhiyan. During inspection the residents requested for construction of tunnel for safety of
pedestrian from 33 A & B to 33 C & D pocket on V-4 road in Terraced Garden Sector 33,
Chandigarh. The worthy Advisor directed to construct the tunnel on similar lines as constructed in
Japanese Garden, Sector 31, Chandigarh. Accordingly, Topographical survey of terraced garden
at V-4 road was carried out and proposal has been prepared for construction of tunnel on V-4
road.
Accordingly, this estimate amounting to Rs.82.07 Lac has been prepared by taking
the items explained in the scope of work. The work will be executed against budget provisions
under head “Imp. of road parking places & Inf. facilities”.
Scope of work:1. Earth work in excavation by mechanical manual.
2. Filling available excavated earth (excluding rock) in trenches.
3. Carriage of earth by mechanical transport i/c loading/unloading lead of 2.00 km.

Rough cost estimate for re-carpeting of V-6 road in Sector 32-D, Chandigarh.
Rs.53.73 lac
The V-6 Roads of Sector 32-D, Chandigarh was lastly re-carpetted in the year of 10/2010
and is due for re-carpeting during this year. The site was inspected by the undersigned alongwith the Sub
Divisional Engineer concerned and it has been found at site that
numbers of pot holes depression have been
developed on this road and requires immediate re-carpeting.
Accordingly a rough cost estimate amounting to Rs.53.73 lacs has been prepared for
arranging administrative approval and allotment of funds. The scope of the work entered in the estimate
has not been included in any earlier approved estimate. The estimate includes the following scope of
works.
1. Dismantling of existing kerbs and channels.
2. Providing and applying tack coat.
3. Providing and laying 30mm thick
4. P/F PCC kerbs and channels.
5. Re-fixing of old kerbs and channels.
The expenditure on this work shall be charged under Head “4217 (P) “Improvement of Roads,
Parking placed and infrastructure facility”.

The rough cost estimate for re-carpetting of V-3 road between Sector 15 & 16 has been
framed.
The V-3 road between Sector 15 & 16 was recently transferred to Municipal Corporation,
Chandigarh by Secretary Engineering, Chandigarh Administration, Chandigarh.
This road was last
carpetted in February, 2010 and is due for carpeting in February, 2015 as per policy of Municipal
Corporation, Chandigarh. The road surface getting cracks and may damage more with the time.
Accordingly, the Rough Cost Estimate amounting to Rs.94.94 lacs has been prepared and
submitted for arranging administrative approval and allotment of funds from the competent authority of
M.C., Chandigarh under appropriate head of account.

concrete on V-3 road Jn.59 to U.T., Boundary (between Sector 51 and 52),
Chandigarh.
Rs.101.78 lac
The rough cost estimate for the work of providing and laying 40 mm thick bituminous
concrete on V-3 road, Jn. 59 to U.T. Boundary (between Sector 51 and Sector 52), Chandigarh has been
framed because the road leading to Mohali from Jn. 59 are heavily intensed with traffic and tear of the
road is more than the other roads leading to Mohali due to traffic intensity.
As per the policy of M.C.
renewal coat is due and the road was last carpetted by Engineering Department, Chandigarh
Administration, U.T., Chandigarh in April, 2010. The undersigned alongwith SDE inspected the site and
found the work is feasible
Accordingly, the Rough Cost Estimate amounting to Rs.101.78 lacs has been prepared
and submitted for arranging administrative approval and allotment of funds from the competent authority of
M.C., Chandigarh under appropriate head of account.
The following scope of the work has been taken in the estimate.

Subject:
Estimate for the work of “Strengthening of existing sewer line in Mauli
Complex & Vikas Nagar by providing additional RCC pipe line NP-3 and
construction of manholes etc. in Mauli Jagran, U.T., Chandigarh.
The sewer lines of Mauli Complex and Vikas Nagar in Mauli Jagran were laid in
single storey houses. With the passage of time, the residents have constructed 3 storey houses
due to which the load on the sewer system has increased manifold. The existing sewer system is
not sufficient to cater to the load of the increased sewage discharge. Moreover the population
of the area has also increased and because of it a number of complaints are there in the area
due to frequent blockages. During peak hours it has been observed that the manholes overflow
due to which insanitary condition are created in the area. The area councilor has also requested
to augment and strengthen sewer network. It is therefore proposed to lay RCC NP-3 pipeline of
16”, 18” & 24” size in Mauli Complex and Vikas Nagar to strengthen the network to ensure quick
disposal of sewage so as to mitigate the problem at site. Accordingly the estimate amounting to
Rs.104.10 lacs which includes provision of 3% contingency and petty establishment charges and
1% labour cess charges is being submitted for Admn. Approval by the competent authority and
arranging the funds under Head 4217 Plan Sewerage. EEMCPH-2 has confirmed that the scope
of work taken in the estimate does not cover under any earlier approved/submitted estimate.
The estimate is placed before the General House of the Corporation for consideration and
approval.

To frame policy for disposal of 112 built up booths and 02 Halls in Vikas
Nagar, Mauli Jagran, U.T., Chandigarh.
The Municipal Corporation, Chandigarh has constructed 112 booths and 02 Halls in Vikas
Nagar, Mauli Jagran, U.T. Chandigarh. For disposal of the said property a committee of officers has been
constituted vide office order dated 22.08.2013 and meeting was held on 28.11.2013 of constituted
committee under the Chairmanship of the Joint Commissioner, MCC regarding framing of policies for
disposal of builtup booths constructed by Municipal Corporation, Chandigarh. In the said meeting it has
been decided that the builtup booths at Vikas Nagar, Mauli Jagran may be disposed of through open
auction on lease hold basis for 99 years in phase manners as per terms and conditions of the Chandigarh
Estate rules, 2007 as amended from time to time. In the first phase booths located at back side may be
auctioned. These booths may be auctioned for General Trade only. The S.E (B&R) MCC will work out the
reserve price for booths on the basis of location of the site/market trend, trade of the commercial site,
zoning regulation, development cost etc. and will also categorize these booths.
It has been confirmed
from E.E.(Rods-II) that the two Hall constructed i.e. one is meant for Post Office and second is meant for
Bank.

Nos. Dumper Placers in 2012 and 09 Nos. Dumper Placer was purchase in 2013. Out of these
53 Nos. Dumper Placers, 11 Nos. Dumper Placer have out lived their lives by a considerable

It is essential that new Dumper Placers be purchased in order that lifting of
garbage in the City is done in an efficient manner.

Procurement of Anti Rabies Vaccine.
An agenda was placed in F&CC meeting held on 26.03.2015 for the procurement of
Anti Rabies Vacancies (Rabivax) the committee unanimously considered & resolved as under:“The Committee considered and resolved to allow the procurement of 6400
doses of Rabivax Vaccine (Human Diploid Cell) @ Rs. 191.50/- per dose at the
total cost of RS. 12,25,600/- + taxes from M/s Serum Institute of India Ltd.
through their authorized distributer and accorded Ex-post approval for 3600
doses of anti rabies vaccines (Rabivax) amounting to Rs. 6,89,400/- + taxes
extra.”
The office has procured above mentioned vaccine, Now the letter has been
received from M/s Batra Pharmaceuticals, wherein it has been mentioned that present Anti
Rabies Vacancies being supplied is no longer available and the company manufacturing the said
medicine refused to supply the same.
Therefore a meeting was held on 16.04.2015 in the office of Worthy Jt. CMC
consisting of Dr. P.S. Bhatti, MOH, Dr. Pardeep Vasesi, SMO, CD-40, Dr. Harjit Kaur, SMO, CD38, Dr. Poornima Sehgal, SMO, CD-19, Dr. Upasana Thakur, MO, CD- Maloya and Dr. Sarvdeep
Kaur Bajwa, MO, CD-8, The doctors present in the meeting were of unanimous view that if
the medicine RABIVAX is not available, the earlier medicine being used in the dispensaries
that is Rabipur may be purchased and used.
The annual requirement of Anti Rabies Vacancies comes to 40000 doses
approximately. It is further submitted that Anti Rabies Vacancies (Rabipur) is available on ESIC
rate contract. The cost of one vial is Rs. 198/- + taxes extra. The expenditure involves for the
procurement for 40,000 vales comes to Rs. 79,20,000 + Taxes extra. It is pertinent to mentioned
here is that vaccine will be purchased on quarterly basis.
Agenda is placed before General House for its consideration and approval for the
procurement of 40,000 doses of Anti Rabies Vacancies i.e. Rabipur @ Rs. 198/- + taxes extra
from M/s Chiron Behring Vaccines Pvt. Ltd, through their authorized distributer at total cost of Rs.
79,20,000/- + taxes extra.

Repair/re-carpetting of internal roads in Janta & Kumhar Colony, Sector 25,
Chandigarh.

The rough cost estimate has been framed to meet the expenses for the work of repair/re-
carpetting of internal roads in Janta & Kumhar Colony, Sector 25, Chandigarh. The internal roads in Janta
& Kumhar Colony were last carpetted in the year, June, 2011. The condition of the bituminous roads are
very bad and with continues washing the vehicles on the road by the local residents, lot of pot holes have
been developed on the roads surface..
Accordingly, it has been proposed to repair the existing damaged road by laying fresh layer
of W.B.M. and one coat of surface dressing and the existing pot holes are proposed to be repaired with
bituminous macadam by laying patches and subsequently all the roads shall be re-carpetted with 30 mm
thick bituminous concrete.
Accordingly, the Rough Cost Estimate amounting to Rs.65.13 lacs has been prepared and
submitted for arranging administrative approval and allotment of funds from the competent authority of
M.C., Chandigarh under appropriate head of account. It is certified that the scope of work taken in the
estimate has not been earlier included in any other estimate.

Sector 54/55 from Jn. 56 to U.T. Boundary, Chandigarh.

The Rough Cost Estimate for the work of Strengthening and recarpeting of
V-3 road
between Sector 54/55 from Jn. 56 to U.T. Boundary, Chandigarh has been framed because the high
intensity of traffic resulting into wear and tear of this road. Multi axle truck and buses use to ply on this
road leading to depressions and depressions causing inconvenience to the general public. Accordingly,
Benkelman Beam Deflection test was carried out and found that overlay required comes out. The road
was last carpeted by Engineering Department Chandigarh Administration, U.T., Chandigarh in 2009 and is
hence due for recarpeting. The undersigned alongwith SDE inspected the site and found that the work is
feasible.
Accordingly, the Rough Cost Estimate amounting to Rs.105.65 lacs has been prepared and
submitted for arranging administrative approval and allotment of funds from the competent authority of
M.C., Chandigarh under appropriate head of account. It is certified that the scope of work taken in the
estimate has not been earlier included in any other estimate.

Administrator, U.T. Chandigarh, it was decided that a sanitation campaign involving MOH wing,
Engg. Wing of M.C. Chandigarh and Engg. Wing of Chandigarh Administration be undertaken
Sector-wise till the whole city is covered.
Accordingly, an agenda item was placed before the Gen. House in its 216 th meeting

cost of Rs. 18.20 lacs approx. for the special sanitation campaign.”
As per the above decision, 40 nos. of Safaikaramcharis were engaged through M/s
TDS Management Consultant (P) Ltd. @ 1.79% admin. charges for three months on D.C. rates
plus statutory payments as applicable and also engaged 02 nos. of Tractor Trolleys, Sanitation
Material and IEC activities i.e. from 23.02.2015 to 22.05.2015 for the sanitation campaign.
Due to rainy and autumn season, it will take some more time to cover all the sectors
of the city beautiful under the sanitation campaign, whereas, the term of the said manpower is
going to expire on 22.05.2015.

SUPPLEMENTARY AGENDA ITEM NO. 218.16
Subject:
Compensation to the truck owners whose trucks were taken by Municipal
Corporation, Chandigarh for transportation of cattle from Chandigarh to
Barsana.
An agenda was place in the 198th meeting of General House, Municipal
Corporation, Chandigarh held on 31.10.2013 for giving compensation to the truck
owners whose trucks were taken by Municipal Corporation, Chandigarh for
transportation of cattle from Chandigarh to Barsana. The House considered and
approved as below:“The House with majority approved that the matter be referred to
the Administration for appropriate compensation to the truck
owners whose trucks were taken by Municipal Corporation,
Chandigarh for transportation of cattle from Chandigarh to
Barsana.”
The case was referred to the Secretary Local Government, Chandigarh
vide this office letter No.MOH/AA/2013/17 dated 01.01.2014 for approval.
The
Secretary Local Government, Chandigarh vide letter No.6/1/861-FII(9)-2015/1358
dated 16.02.2015 has informed that this issue should be decided at your level.
Now, the Agenda is placed before the General House for its approval to
give compensation to the truck owners.

SUPPLEMENTARY AGENDA ITEM NO. 218.17
Subject:
Purchase of 100 Nos. of Garbage Containers of 4.5 Cubic M. Capacity.
The office of the Medical Officer of Health provides conservancy services i.e.
sweeping collection and removal of Municipal Solid Waste. The waste is collected and dumped
into the garbage containers which are kept in each sector and Sehaj Safai Kendras. Apart from
Sectors (residential, commercial), the same are made available in the urban-slums,
colonies/villages. The garbage containers are made up of iron which are prone to wear and tear
due to rusting caused by moisture in the waste/garbage, as these are placed in the open.
It is submitted that at present there are 584 garbage bins in stock out of which 84
bins are placed in the Motor garage which require major repair. The repair work is already in
progress in a batch of 10 to 20 lots. 500 Nos. Garbage bins are being used presently, and out of
these large no. of bins also required minor/major repair.
The repair/replacement of the garbage bins is a continuous process, therefore, few
extra bins are also required in the stock to replace the garbage bins which are under repair.
Moreover, the garbage bins are also required for the new open points.
It is pertinent to mention here that the last purchase of 200 Garbage bins was
made on 31.03.2013 thereafter no garbage bins have been purchased
Agenda is placed before the General House for approval to procure the 100 Nos.
garbage bins to replace with the garbage bins which are being sent for repair and to deploy the
garbage bins at new open spot. The approximately expenditure to procurement of 100 Nos.
garbage bins will be Rs. 55,00,000 (approximately) and the garbage bins will be procured by etendering process.

Subject:
Revised Estimate for Construction of Sport Stadium in Village-Dadumajra,
Chandigarh.
(Amount Rs. 185.59 lacs)
The Revised Estimate of Construction of Sport Stadium in Village-Dadumajra, Chandigarh
was placed in 217th meeting of General House held on 31.03.2015 but it was deferred for preparing detail
estimate on actual basis/items to be executed at site.
The estimate for the above said work was
administrative approved vide A/A No. 168 dated: 27.05.2011 for Rs.98.08 Lacs(copy enclosed). The
estimate was framed on the basis of DSR-2007. The scope of work included construction of Building
Portion, Public Health, Electrical work, Construction of parking, anti termite treatment and provision of
Horticulture work. The DNIT for the civil work was approved vide SE (B&R) Memo No. 5151 dated:
05.06.2012 for Rs.82.44 Lacs as per provision exist in Administrative approved estimate and the work was
allotted to the agency vide E.E. R-3 Memo No. 6187 dated: 11.12.2012 for Rs.1,24,20,343/- with the time
limit of 18 months. However the amount of allotment was restricted to Rs.82.44 Lacs i.e. up to the amount
of approved DNIT and expenditure of Rs.82.44 Lacs has already been incurred on this work. The estimate
framed earlier was as the criteria of Load Bearing Structure but as the receipt of structural design on
19.12.2012 it was found that RCC structure is required to be constructed in place of load bearing
structure. Therefore there was increase in the amount of work executed at site. Chief Architect U.T. kept
on supplying the drawing starting from 08.12.2010, 31.01.2013, 04.09.2013, 13.11.2013 up to 24.12.2013
which indicated there is an increase in the Plinth area of the building to the tune of 232.71 Sq.mt.
The Revised Estimate has therefore been framed amounting to Rs.185.59 Lacs due to the
rates attributed as under: 1.
Estimate framed on DSR-2007 but work allotted in 2012.
2.
Increase in Plinth area as per C.A. Drawings.
3.
Change in structural design for load bearing structure to RCC frame structure.
The detail of increase in the items has been appended in the body of the estimate and is
hereby submitted for arranging revised administrative approval and allotment of funds from the competent
authority of M.C., Chandigarh under Head 4217 NRB. It is also submitted that the scope of work catered
in the estimate has not been included in any earlier approved estimate.
Scope of work: The following scope of work has been taken in the estimates:1.
Construction of Kitchen/Pantry, Library, Multi Gym, Room, Manager Office, Ladies & Gents
Toilet, Toilet for Disabled.
2.
Construction of Lobby, Indoor Games, Library, Rest Room, Card Room, Ladies and Gents Toilet.
3.
Public Health Services.
4.
Electrical Installations.
5.
Anti Termite Treatment.
6.
Construction of approach road and parking.
It is certified that scope of work taken in this estimate has not earlier included in any of the
estimate.
The expenditure on this work will be charged under the Head “4217 NRB”. The budget
estimate, budget allocation, amount of already approved estimate and expenditure under this head for
