We are very excited that 2015 marks the twenty-first anniversary of the Aspen Accord policy forum. During these years, the Aspen Accord has brought together thought leaders, technical experts, elected officials and key stakeholders from California and other countries to exchange ideas and perspectives on important energy and resource management issues. Through on the ground investigation and cutting edge policy discussions, the Aspen Accord seeks to gain mutual understanding and forge innovative linkages among participants that will move us toward a more sustainable energy future. This 2015 study tour will facilitate an informative and relevant conversation about the energy policies and actions at the local and national level in Japan that have been taken in the aftermath of the Tōhoku earthquake, tsunami and the Fukushima nuclear power plant disaster. The planned site visits and discussions will focus on alternatives to nuclear power and other centralized electricity generation, integrated and decentralized clean energy solutions, distributed generation and storage projects, Japan’s smart grid market which is predicted to boom from $1 billion to $7.4 billion between 2011 and 2016, as well as innovative and comprehensive sustainable community initiatives. As is the case for all past Aspen Accord study tours, the expected outcome is for participants to be exposed to ideas and experiences that can guide, inform and improve future policies and practices in California. The lessons to be learned from the recent Japanese experience are both significant and timely for California. Kanpai! His notable achievements include reducing air pollution and particulate matter emissions through “No Dirty Diesel Vehicle Strategy in Tokyo” and implementing Japan’s first cap and trade program in 2008. As Chief Development Officer for the City of Sydney, Allan led the Sustainable Sydney 2030 Plan which included innovative green infrastructure, approaches to waterenergy conservation, a decentralized energy master plan, and advanced water treatment. In London, Allan delivered the City’s Green Infrastructure plan which advanced a decentralized, integrated and community scale energy strategy. TEPCO’s Smart Grid Initiatives TEPCO (Tokyo Electric Power Company) is a Japanese electric utility established in the 1950’s servicing Japan’s Kanto region, Yamanashi Prefecture and the eastern portion of Shizuoka Prefecture which encompasses the City of Tokyo. Dr. Okamoto will share how TEPCO is working to realize smart grid as a platform that improves efficiency and optimization of energy use corresponding to the liberalized market in Japan. TEPCO will also share its experiences and responses to the March 2011 nuclear disaster at its Fukushima Daiichi power plant following the Tohoku earthquake and tsunami. 12:30 Lunch Tokyo Harbor 3 Aspen Accord is a program of The Energy Coalition Aspen Accord is a program of The Energy Coalition 4 Monday, May 25 - Tokyo (continued) Tuesday, May 26 - Tokyo 3:30 pm Presentation and Tour: Panasonic Fuijsawa SST Smart City Demonstration Project Fujisawa SST is a project aiming to build a sustainable smart town on the roughly 19-hectare vacant lot of Panasonic’s former factory site in Fujisawa City, about 50 km west of Tokyo. With a 100-year vision for the lifestyles of the 1,000 households in the town, the project will foster a community that develops sustainably through the introduction of new services and technologies. The new town has ambitious targets including an overall 70% CO2 reduction from 1990 levels for comparable housing and virtual zero emissions from the detached houses (600 are to be built, along with 400 apartments) through a combination of solar panels and storage batteries. The plan is for 30% of the town’s energy to be generated renewably. 10:30 am Presentation by Tokyo Metropolitan Government (TMG) on Local Policies, Regulations, Incentives and Strategies Towards Innovative Energy Generation and Conservation Approaches for the City of Tokyo TMG launched a comprehensive Green Building Program that includes a series of energy efficiency measures for newly built commercial and residential buildings. TMG believes this reduction in energy demand prevented major power-outages across the wider metropolitan area during the devastating earthquake and tsunami of 2011. The Tokyo Metropolitan Government was the first city in the world to establish a city-based cap and trade program in 2010. 12:30 Lunch 5:00 pm Presentation and Tour: Sumitomo Electric Yokohama Works Sumitomo Electric Industries, Ltd. began operating a megawatt-class electric power generation/storage system on the premises of its Yokohama Works in 2012. The system consists of the world’s largest redox flow battery and Japan’s largest concentrated photovoltaic (CPV) units. Connected to external commercial power networks, the system can also store electricity provided by power companies during the night. This system employs an energy management system (EMS) which monitors the amount of CPV-generated electric power, battery storage and power consumption. Thursday, May 28 - Osaka 10:00 am Presentation by Osaka City Government Economic Strategy Bureau Adapting their own Livability Index to incorporate smart density (over sprawling cities), the Economist Intelligence Unit recently ranked Osaka third in the world in their Spatially Adjusted Livability Index. Aside from transit and livability, Osaka has been testing smart home technology since 2011. In collaboration with Osaka Gas, the Smart Home project implemented a combination of clean energy solutions and a home energy management system (HEMS), resulting in an 88% reduction in power consumption over comparable homes in Osaka. Next steps include integration of EVs and a conversion to 100% solar for home heating. One of the aims is to stimulate the area by involving new players in this energy project. One goal is to develop technologies to enable the supply of distributed energy, including renewable energy, to all equipment needing energy in the Sakishima District, which is located in Osaka City’s coastal region. Another is to develop a regional exchange-based energy system that has EMS for optimally controlling energy supply and demand at the city-block level built into the energy network. The final goal is to dramatically reduce primary energy usage and CO2 emissions while achieving local production for local consumption, an affordable and stable energy demand and supply, and the vitalization of local communities. The site visit will also include a presentation from Professor Masaki Nakao from Osaka City University. Lunch 2:00 pm Presentation and Tour of NEXT 21 Demonstration Residential Project - Open Building Project by Osaka Gas Osaka Gas launched a new five-year habitation experiment (the fourth phase of the experiment) in June 2013 at its experimental residential complex NEXT 21 (Tennojiku, Osaka City; 18 housing units with a total floor area of 4,577 m2, six stories above the ground and one story underground). He was awarded Haagen-Smit Clean Air Awards by California Air Resources Board in 2014. His latest publication is “Energy Strategies of Municipality Governments” (Iwanami, 2013, Japanese). He also serves as part-time lecturer at the University of Tokyo. After extensive research and business accomplishment in NTT, NTT Facilities and Sokon Consulting Corporation, Dr. Masaki Nakao joined Osaka City University faculty in 2004 as sProfessor in the graduate school of Engineering. He has served as an active member of the national committee by Ministry of Economy, Trade and Industry and of Osaka city and local government in the field of urban efficient energy utilization in Japan. Allan Jones is Chair of the International Energy Advisory Council (IEAC) and owner of Allan Jones Energy and Climate Change, an energy and climate change consultancy working both in the UK and overseas. Allan is also a Member of the Seoul International Energy Advisory Council advising the Seoul Metropolitan Government on its energy and climate change policies and strategies. Allan was Chief Development Officer, Energy and Climate Change at the City of Sydney (20092014) and a Board member of Australia’s National Climate Change Adaptation Research Facility (2010-2013). Prior to his Sydney appointment Allan was Chief Executive Officer of the London Climate Change Agency (2004-2008) and prior to that Woking Borough Council’s Director of Thameswey Ltd in the UK. Allan’s role at the City was to deliver the City’s Green Infrastructure Plan, including trigeneration, renewable energy, advanced waste treatment and decentralised water master plans and major building energy efficiency retrofits, LED street lighting and solar PV projects on the City’s own buildings and operations. During his appointment the City reduced Council’s overall greenhouse gas emissions by 20% over 4 years as well as setting in place the green infrastructure to supply 100% of the City’s local government area electricity, heating and cooling demands from renewable energy resources and to reduce greenhouse gas emissions by 70%, both by 2030. Richard Bloom was elected to the California State Assembly (50th district) in November 2012. The 50th Assembly district is comprised of Agoura Hills, Malibu, Topanga, Pacific Palisades, Bel Air, Brentwood, Santa Monica, Beverly Hills, West Hollywood and much of West Los Angeles, Hancock Park and Hollywood. He focuses on a broad range of priorities including protecting California’s environment. Prior to the Assembly, Richard was elected to the Santa Monica City Council in 1999. Over a span of 13 years he served as Santa Monica’s Mayor three times and Mayor Pro Tempore twice. Executive Director Japan Renewable Energy Foundation Dr. Hiroshi Okamoto Managing Executive Officer, President of TEPCO Research Institute Tokyo Electric Power Company Dr. Hiroshi Okamoto was recently appointed the Managing Executive Officer and President of Tokyo Electric Power Company (TEPCO)’s Research Institute. In April of 2015, TEPCO announced the establishment of several new divisions, including the Research Institute. As manager of this new division, Mr. Okamoto’s efforts are primarily focused on technological development, intellectual property management, and construction/architecture technology related functions. Prior to this position, he was Head of Engineering for the R&D Department and Interregional Power Exchange Promotion Office as well as General Manager for the Power System Engineering Center. He has also been an author of several papers on the topics of energy efficiency and smart grids. 11 Professor Osaka City University Emir Jose Macari, PhD Dean of Engineering University of New Orleans Emir Jose Macari is the Dean of the College of Engineering at the University of New Orleans. Prior to this he was the Dean and Professor of Engineering and Computer Science and Director of the California Smart Grid Center at the California State University, Sacramento. Dr. Macari was Program Director of the Centers of Research Excellence in Science and Technology at the National Science Foundation and was Chairman and Distinguished Professor of Civil and Environmental Engineering at LSU. In addition, he has been on the faculty at Georgia Tech and University of Puerto Rico. He has authored and co-authored more than 100 technical papers. Aspen Accord is a program of The Energy Coalition Chair International Energy Advisory Council California State Assemblymember - District 50 Todd Campbell Board Member The Energy Coalition Todd Campbell is a Board Member of The Energy Coalition (TEC) and is also the Vice President of Public Policy and Regulatory Affairs for Clean Energy Fuels, North America’s leader in clean transportation technology. Prior to his position at Clean Energy Fuels, he served as the Policy and Science Director for the Coalition for Clean Air, a non-profit dedicated to restoring clean air for California. In addition to Todd’s environmental and transportation expertise, he was elected to the Burbank City Council in 2003 and finished his first term of office as Mayor. He also currently serves on the Board of Directors for the Coalition for Clean Air and the Green Advisory Board for the California League of Conservation Voters. Aspen Accord is a program of The Energy Coalition 12 Presenters and Participants Wade Crowfoot Deputy Cabinet Secretary and Senior Advisor, Office of the Governor State of California Wade Crowfoot is Deputy Director of the Governor’s Office of Planning and Research (OPR). He is part of the Governor’s energy and environment team working to advance distributed generation, California Environmental Quality Act (CEQA) processing/analysis, land use, and local government issues. Prior to joining the Governor’s administration, Wade served as West Coast Regional Director for the Environmental Defense Fund (EDF). Wade formerly worked for San Francisco Mayor Gavin Newsom as his environmental advisor and Director of Governmental Affairs. His career also includes experience in the fields of public opinion research and urban economic development. Felipe Fuentes Councilmember City of Los Angeles Felipe Fuentes is a Council Member of the 7th district. He currently serves as Chair of the City Council’s Energy and Environment Committee and Vice Chair of the Housing Committee. Felipe was elected to the State Assembly in 2007 to represent the 39th District, which includes the majority of the Northeast San Fernando Valley. During his tenure, Felipe passed legislation that spurred economic development, created jobs, improved the quality of schools and increased accessibility to affordable healthcare and housing. Prior to being elected to the Assembly, he served as Deputy Mayor of the San Fernando Valley in Los Angeles and later as Chief of Staff to then Los Angeles City Council President Alex Padilla. 13 Mark Gold Acting Director Institute of the Environment and Sustainability, University of California, Los Angeles Mark Gold is the Acting Director Coastal Center Director, and Adjunct Professor at The University of California, Los Angeles’ Institute of the Environment and Sustainability (IoES). Mark formerly served as President of the environmental group Heal the Bay, an environmental group dedicated to making Southern California coastal waters and watersheds, including Santa Monica Bay, safe, healthy and clean. He has been inducted into the UCLA School of Public Health Hall of Fame, and has received the James Irvine Foundation Leadership Award and the Aspen Institute Catto Fellowship. Mark has also authored or co-authored numerous California coastal protection, water quality and environmental education bills. He served on the USEPA Urban Stormwater Federal Advisory Committee and was the vice chair of the California Ocean Science Trust and is vice chair of the National Estuary Program’s Santa Monica Bay Restoration Commission. Allison Hart, PhD Executive Vice-President The Energy Coalition Allison Hart is The Energy Coalition’s (TEC) Executive Vice President, focusing on strategic planning, business development, management and leadership development. Prior to joining TEC, Allison was the City Manager for the City of Irvine and during her tenure served as the President of the California City Managers Association. Over the course of her career Allison has served as the Director of Human Resources for the City of Santa Ana, as an assistant professor of public policy, and as Aspen Accord is a program of The Energy Coalition Presenters and Participants the executive director of three communitybased criminal justice programs in Denver, Colorado. She has worked extensively with public, private and non-profit organizations in management development and training, human resources, strategic business planning and energy management. Meaghan Laverty Program Manager The Energy Coalition Meaghan Laverty is a Program Manager at The Energy Coalition (TEC) and has more than fifteen years of experience in communications and marketing, management, and event planning. Meaghan currently manages TEC’s Communications & Marketing department, is the Executive Assistant to Craig Perkins and Allison Hart, and coordinates TEC’s Aspen Accord policy forums. Michael Nguyen Assistant Director The Energy Coalition Michael (Mike) Nguyen is the Assistant Director of Policy and Leadership at The Energy Coalition (TEC) and has over twenty years of experience dealing with energy, utilities, program development and implementation, EM&V, technology, and business development. Mike previously worked at Sempra Utilities where he developed market transformation strategies and led the California IOUs in the development of the Program Implementation Plan for the Statewide Energy Efficiency Plug-load program, as well as at Energy Star, DOE, CPUC’s Energy Division, CEC and other various energy efficiency organizations. Tim O’Donnell City Manager City of Brea Warren Mitchell Chairman The Energy Coalition Warren Mitchell was elected Chairman of the Board of The Energy Coalition (TEC) in 2008. He is the retired Chairman of the Board of Southern California Gas Company and San Diego Gas and Electric Company. He is also Chairman of the Board of Clean Energy Fuels Corporation and a Board Member of the Fullerton College Foundation and Pegasus Solutions, Inc. Tim O’Donnell is the City Manager for The City of Brea and has been active in municipal government for the past 38 years, serving four different communities. He is an ICMA credentialed City Manager, and for the past 13 years has been Co-Chair of the Cal-ICMA Preparing the Next Generation Initiative, a program aimed at identifying and preparing the next generation of public managers. He has focused much of his energy in the last 12 years on developing the principles and practices of collaborative leadership in public organizations. Tim has not only trained and presented extensively on the topic, he has a living laboratory in the City of Brea, where civic engagement and collaboration are becoming the new cultural norm. Aspen Accord is a program of The Energy Coalition 14 Presenters and Participants Craig Perkins Edward Randolph Craig Perkins is President and Executive Director of The Energy Coalition (TEC), a nonprofit organization that designs and implements sustainable energy programs on behalf of public agencies, utilities and other clients throughout California. The mission of TEC is to serve as a catalyst for individual and community actions that lower energy demand, reduce greenhouse gas emissions and promote efficient stewardship of scarce resources. Prior to joining TEC, Craig was Director of Environmental and Public Works Management for the City of Santa Monica where he was responsible for the water, wastewater, solid waste and stormwater utilities; managed the construction and maintenance of City buildings and infrastructure; designed and implemented alternative fuel vehicle and renewable energy programs; and directed Santa Monica’s Sustainable City Plan. He serves on the Citizens Oversight Advisory Committee for the City of Los Angeles stormwater program, and is a Board Member of Heal the Bay and the Coalition for our Water Future. Edward (Ed) Randolph is the Energy Division Director of the California Public Utilities Commission (CPUC). Prior to serving in this capacity he was the CPUC’s Director of Governmental Affairs and Senior Policy Advisor. Ed joined the CPUC in 2010 from his position as Chief Consultant to the California State Assembly’s Committee on Utilities and Commerce, a position he held since 2003 where he worked extensively on expanding California’s use of renewable power, the creation of the California Solar Initiative, and energy efficiency legislation. Prior to his role with the Committee on Utilities and Commerce, Ed served as Senior Consultant to Assemblymember Lloyd Levine, as both Chief of Staff and Senior Consultant to former Assemblymember Joe Canciamilla, and as Chief of Staff to Former Assemblymember Lou Papan. President & Executive Director The Energy Coalition 15 Director, Energy Division California Public Utilities Commission Aspen Accord is a program of The Energy Coalition Presenters and Participants Gene Rodrigues Demand Side Management Expert Gene Rodrigues is an energy efficiency expert with more than 23 years of experience in the energy efficiency field. Currently a Vice President at ICF International, he priorly served as Senior Director of Demand Side Management (DSM) Strategy for Southern California Edison, one of the largest electric utilities in the United States. Gene serves on the Boards of Directors of the American Council for an Energy-Efficient Economy and the China–U.S. Energy Efficiency Alliance. He also serves in an advisory capacity to numerous initiatives, including as a member of the executive leadership group for the U.S. Department of Energy (DOE) and the U.S. Environmental Agency (EPA)-led State Energy Efficiency Action Network. In 2012, he received EPA’s first Climate Leadership Award for individual leadership. Janea Scott Commissioner California Energy Commission Janea Scott is one of five Commissioners on the California Energy Commission, the State’s primary energy policy and planning agency. She was appointed by Governor Edmund G. Brown Jr. in February 2013 to serve as the Commission’s public member. Janea is the lead Commissioner on transportation and western regional planning, and last year she led the 2014 Integrated Energy Policy Report Update. Janea serves as the chair of the California Plug-In Electric Vehicle Collaborative, a public/private organization focused on accelerating the adoption of PEVs to meet California’s economic, energy and environmental goals. She is also a member of the U.S. Department of Energy’s Hydrogen and Fuel Cell Technical Advisory Committee. Prior to joining the Energy Commission, Janea worked at the U.S. Department of the Interior in the Office of the Secretary as the Deputy Counselor for Renewable Energy and at Environmental Defense Fund in both the New York and Los Angeles offices as a senior attorney in the climate and air program. Nancy Sutley Chief Sustainability and Economic Development Officer Los Angeles Department of Water and Power Nancy Sutley is the Chief Sustainability and Economic Development Officer of Los Angeles Department of Water and Power (LADWP), the nation’s largest municipal utility. At LADWP she focuses on energy efficiency, water conservation, economic development, and electrification of the transportation network, among other key issues. Nancy is the immediate past Chair of the White House Council on Environmental Quality where she served from 2009-2014, and previously served as Los Angeles Deputy Mayor for Energy and Environment, Board Member of the Metropolitan Water District of Southern California and the California State Water Resources Control Board, energy advisor to Governor Gray Davis and Deputy Secretary for Policy and Intergovernmental Relations for the California Environmental Protection Agency.
