BUILDING QUALITY LAYER BY LAYER: an update on our merger with Impact Support Services
As our mission says, Melba supports
individuals with a disability to lead everyday
lives of their choice. We focus on one person
at a time, always creating, maintaining and
refining our services and supports. That
focus is built strongly on a very special
foundation developed by the US-based
Council on Quality and Leadership; the
‘Personal Outcome Measures’ assessment.
Some of the really important questions
we faced when merging with Impact
Support Services were how do we continue
to ensure strong quality assurance and
quality improvement processes in the new

organisation? How do we learn from the best
of both organisations? Whose framework do
we use? What will that mean for the people
we will support through Impact and their
families?
It was decided that the CQL quality
framework would be rolled out across Impact
and a small working group was formed to
lead this work. Most importantly our task is
to tell everyone at Impact about CQL! That
means telling them about Personal Outcome
Measures interviews, Basic Assurances,
vision planning which includes finding out
what is important TO and important FOR
someone, developing valued roles and of
course Melba’s own, unique, Human Rights
Checklist. That’s a whole lot to share!
Staff at Impact are being trained in the CQL
quality framework and quality ‘champions’
will take on the roles of planning facilitators
and communication peer supporters. We will
have conversations with people supported
at Impact and their families about how they
can connect with these services and what
this quality framework will mean for them.
We will develop policies and procedures
to serve the whole organisation and join
our data together to help staff and senior
managers make the best decisions they can
for the people we support.
Later this year the whole, new, organisation
will undergo accreditation with CQL. As
always, that is something to look forward to
and another opportunity to continue to build
quality – layer by layer.

CEO’S REPORT
MELBA’S HUMAN RIGHTS ROADSHOW
Happy New Year! I hope you and your family
enjoyed the festive season and are looking
forward to a satisfying 2015. During the
Christmas break, I was reflecting on Melba’s
past year and the significant achievements of
2014. I’d like to take this opportunity to share
just three of them with you.
Among the many notable events was the
sale of our Ormeau Road property and our relocation to the former
Swinburne University campus at Lilydale. Our new site, at the very
appropriately named Melba Avenue, ticks all of the important boxes
we identified during the consultation process we undertook prior
to making this major decision. Our Board determined the time was
right to make this significant move and it was gratifying to have the
support of both the previous and new state governments. The new
Deputy Premier, James Merlino MP, visited our new site in November
last year and committed his and the government’s support to ensure
we have a long-term future at this site, which we appreciate greatly.
Our Community Connections services are now in full operation from
Melba Avenue and we are currently planning an open day so that
everyone connected with Melba, along with interested members of
the public, can visit and see this great facility.
Another very pleasing achievement was the establishment of a new
partnership with the Transport Accident Commission. Following a
successful tender outcome, we have entered into an agreement to
provide support to people who have moved into purpose-built homes
in Lilydale. The TAC and a company it owns, Residential Independence
Pty Ltd, have taken a very progressive step to increase accommodation
for people with disability by building a number of individual units.
Last year Melba began providing support services to people who
are enjoying the opportunity to live in a home of their own. It is an
exciting development and everyone involved at Melba is enjoying
being a part of it. The experience is also very valuable in informing our
thinking about the best way to develop new housing at our Uniting
Church site in Anderson St. We are keen to make more progress with
this project in 2015.
And last October, we entered an agreement with the Department
of Human Services to expand our services well beyond the Yarra
Ranges. We, along with a partner organisation (Karden Disability
Support Foundation) were selected via a tender process to provide
support services to people as part of the redevelopment of Sandhurst
Residential Services in Bendigo. It was very satisfying that our
reputation as a provider of quality services, together with our plans
for providing services to people living at Sandhurst, achieved this
outcome. We have experience, of course, in redeveloping congregate
care services and creating new homes for people in the community
having done that when we closed our accommodation at the old
Rosine Nursing Home site some 15 years ago. We are drawing on that
experience and knowledge now and are pleased to be assisting in the
closure of Victoria’s second last disability institution.
But as significant as each of these developments were in 2014, the
most important thing we do is to continue to provide high quality
support services. Keeping the people we support safe, treating
everyone with respect and dignity, working in accordance with our
values and assisting people live everyday lives is – and will always be
– our highest priority and the most important thing we strive to do.

Melba Advisory Group representatives, Rhiannon, Ronnie
and Jim delivered their first Human Rights Roadshow
aimed at starting a conversation in the community about
the importance of Human Rights. Mt Evelyn Community
House Coordinator Nicky Condello, kindly supported
their venture by offering the Community House space
in Mt Evelyn and inviting community members along.
The presentation was positive, interactive and drew
attention to everyone’s right to achieve their human
rights. The Advisory Group spoke about broadening
people’s understanding of communication styles and
developing people’s awareness of the needs of people
with disabilities living their lives in their communities.
The presentation was very well received by the audience
which included Yarra Ranges Council representative, local
traders and members of the local community. Well done
to the presentation team on a great start.

FINAL CHRISTMAS CHEER
AT ORMEAU ROAD
Melba’s Community Connections
team held their very last Christmas
party at Ormeau Road, Mount
Evelyn, in December; a place where
Melba has celebrated Christmas for
over 40 years. What a festive day
full of smiles, family, friends and, of
course, SANTA!
VALE - MATTHEW EMONSON
Our mate Matt taught us so much; tolerance,
patience and acceptance. He had such strength
of character and would never give up; making
the most of his life while fighting many health
issues.
Matt really took control of his life when he
started his one-to-one support with an ISA. He
chose his support staff and they became strong

friends. With their support Matt broadened his
horizons; helping others and volunteering at a
local nursery. He shared a love of music with his
sister and adored spending time with his family;
hosting the family catch up last year was a real
highlight.
Matt found joy in many simple, every day things;
hearing his mum and dad’s voice, listening to his
audio books, having his family visit, sitting in his
favourite spot at the balcony door, his bedroom
and keeping night staff on their toes!
Matt also gave us all so much joy; he would
snicker at something silly we said and be very
clear when didn’t approve of his radio station
being changed!
What a privilege to have been in your life,
Matthew; you are a gentle soul and will be
remembered with love and a smile.
Let’s not mourn Matt’s passing; let’s rejoice that
he was here.
