Dear Michigan Works! Agency (MWA) Directors:
The Welfare Reform monthly report includes information for the Partnership.Accountability.
Training.Hope.(PATH) Program and the Food Assistance Employment and Training (FAE&T)
Program. Fiscal Year (FY) 2015 PATH Program Section A contains information on Custodial
Parents. Section B covers FAE&T Program information. Section C highlights Timeliness of
Data Entered. This report includes FY 2015 information from the MWA data extract containing
March participant data.
The following three sections present current information:

Section A - Custodial Parent Information for PATH

Section B - FAE&T Program Information

Section C - Timeliness of Data Entered
Section A, Table A-1 highlights applicable Custodial Parent information for referrals,
participants, and the number that attended an activity. Data related to the total employed and
case closures due to income are now included on the A-2 report. Table A-1.1 provides an
unduplicated count of all referrals and participants. Individuals who receive Welfare Reform
services multiple times during FY 2015 count only once on Table A-1.1.
Table A-2 provides counts of the number of participants in fulltime unsubsidized employment
activities, subsidized employment activities, the number of case closures due to income, and the
number of “employed” terminations. Table A-2 “Positive Outcomes” is the total of case
closures due to income and terminations for employment.
Table A-3 shows the ranking of MWAs on the cost per employment measure. Total cumulative
expenditures, excluding supportive service expenditures, divided by the total number of
individuals who entered employment produces the cost per employment statistic.
Section B, Table B-1 provides referral, participant, activity, outcome, and activity type
information for the FAE&T Program. Table B-2 shows MWAs ranked by employment
rate.

Section C, Table C-1 provides a timeframe on how long it took to enter Date Attended
Orientation into the One-Stop Management Information System (OSMIS). Table C-2
provides a timeframe on how long it took to enter Assigned to Triage into the OSMIS.
Table C-3 provides a cumulative total of activities with actual hours entered, number entered by
the 15th of the following month, and percentage. Table C-4 identifies the number and
percentage of PATH Participants with an assessment score.
Table AEP 1 shows the disposition of individuals who did not attend general orientation. AEP
1.1 provides the disposition of individuals who attended general orientation.

DEFINITIONS
The following definitions apply to the report:
DHS Referrals - An individual for whom the Department of Human Services (DHS) transmitted
a completed referral into the OSMIS, and the date of that referral falls within the period covered
by the report.
Participants - Application Eligibility Period (AEP) individuals who completed the AEP and the
completion date falls within the period covered by the report, or non-AEP individuals who
attended general orientation and the date of orientation falls within the period covered by the
report.
Attended Activity – Refers to a subset of participants, reflecting the number of participants who
attended an activity after orientation or AEP completion. This includes participants who
attended individual orientation.
Employed - A participant with an activity code of unsubsidized job entry. The job should: (1)
last 90 days or more, (2) pay at or above the minimum wage, (3) last for at least the minimum
number of hours required to meet participation requirements, and (4) fall within the period
covered by the report.
Rate (Percentage) - The number of participants employed divided by the number of participants.
Two parents, with one parent in holding, count as one participant for the purpose of determining
employment rate.
