NEW BUSINESS a) 4B - CC Amending Agreement No. 1 to Community Paramedicine • Report from Neal Roberts, Director of EMS and Chief of MLEMS Moved by Councillor Richards Seconded by Councillor Burghardt-Jesson That the “Amending Agreement No. 1 to Agreement for Community Paramedicine County of Middlesex” between the County of Middlesex and the Province of Ontario, Ministry of Health and Long Term Care for the purposes of conducting a Community Paramedicine Pilot Program be approved and that the necessary by-law authorizing the Warden and the County Clerk to execute the amending agreement be presented to County Council. Carried. b) Tender for Hot Mix Asphalt Contract M-B-15-A • Report from Chris Traini, County Engineer Tenders closed on Wednesday, March 4, 2015 at noon and upon review of the tenders, a report was prepared and handed out at the meeting. Moved by Councillor Edmondson Seconded by Councillor Vanderheyden That the bid of Coco Paving in the amount of $2,878,000.00 before taxes for Contract M-B-15-A for the supply of hot mix asphalt be accepted. Carried. c) Tender for Hot Mix Asphalt Contract M-B-15-B • Report from Chris Traini, County Engineer Tenders closed on Wednesday, March 4, 2015 at noon and upon review of the tenders, a report was prepared and handed out at the meeting. Application for Council Exemption for Clearing Woodlands; Arend (Harry) & Shirley Buurma; Pratt Siding Road / Part Lot 8, Concession 3; Southwest Middlesex – Second Report • Presentation by the applicant (no one in attendance) • Opportunity for members of the public to provide comments (no one in attendance) • Report from Mark Brown, Woodlands Conservation Officer / Weed Inspector Moved by Councillor Richards Seconded by Councillor Smith That the application by Arend (Harry) & Shirley Buurma for council exemption for clearing woodlands for conversion to agriculture at Part Lot 8, Concession 3 in the Municipality of Southwest Middlesex (former Township of Mosa), be granted subject to the following conditions: a) Payment of a refundable security deposit of $2,080.00 to be held by the County of Middlesex until the Woodland Conservation officer is satisfied the newly planted area is fully stocked and ‘free to grow’. b) Where practical small sapling size bur oak, shagbark hickory, white elm present in the area proposed for clearing should be transplanted by machine to the replanting area to preserve valuable genetic plant material. c) A minimum 25% of any large sized Stumps >40cm diameter, course woody debris >25cm diameter and minimum of 200m2 of herbaceous vegetation and native forest floor should be salvaged from the area proposed for clearing and re-distributed across the replanting area to preserve valuable genetic resources and provide favorable conditions for accelerated ecosystem restoration. d) A minimum of 800 native hardwood trees 40-60cm tall bare root transplant stock of appropriate seed source/provenance be planted and maintained across the replanting area until such time as they are ‘free to grow’ e) The applicant provide the Woodland Conservation Officer with an annual report signed off by an Registered Professional Forester documenting fulfillment of the conditions applied to this exemption and the status of the replanting/re-naturalization work.
