Response Time Performance Plan Compliance
BACKGROUND:
Legislation under the Ambulance Act requires municipalities to both establish Response
Time Performance Plans (RTPPs) for the coming year and notify the Ministry of Health
and Long Term Care (MOHLTC) of these plans no later than October 31st each year,
and then to report on compliance with these plans by March 31st of the following year.
All RTPPs and performance results are posted for public viewing on the MOHLTC
website: www.health.gov.on.ca/english/public/program/ehs/land/responsetime.html.

In comparison to 2013’s Response Time Performance Report, the data in CTAS 3, 4
and 5’s has changed due to changes with the original criteria that was established for
2013 data. In 2013, the criteria was “Calls must be dispatched with an initial and
unchanged Priority Code 4.” As determined by the MOHLTC, this was not a true
reflection of all of the emergency calls which were being dispatched as it did not include
the calls which were sent out “Code 3.”
In 2014, the MOHLTC standard was added to the report to include “Priority Code 3 &
4 for CTAS 2, 3, 4, and 5.” Because of this you will see an increase in the number of
calls reported on the 2014 report as compared to the 2013 report, a copy of which is
attached to the report.
These results will be forwarded to the Ministry of Health and Long Term Care for
posting. All categories are compliant with the 2014 Council-approved targets that were
set for Middlesex London Emergency Medical Service.
RECOMMENDATION:
That the 2014 Middlesex – London EMS performance results be received for
information.

RESPONSE TIME PERFORMANCE PLAN COMPLIANCE
These results will be forwarded to the Ministry of Health and Long Term Care for
posting. All categories are compliant with the 2013 Council-approved targets that were
set for Middlesex London Emergency Medical Service. As directed by Council on
October 22, 2013, given this is the first year of the new performance plans, the County
of Middlesex will maintain the 2014 RTPP at the 2013 level, and staff will report back to
Council at year end on compliance with the plan and to recommend any potential
changes. Performance gains have been identified that would occur should the
MOHLTC transfer responsibility for ambulance dispatch to the County of Middlesex.
