Foreword
Thishandbookhasbeenpreparedforyouruseandguidance.Youaretokeepitinyourpossessionduringthe
schooltermandrefertoitwhennecessary.Manyofthestatementsofpolicyarethesameasinthepastyears.
However,therearesomeadditionsandchangesyouwillwanttoreadverycarefully.Theessenceofasmooth
runningschoolisforeachstudenttobeawareoftheexpectationsoftheschoolandtodohisorherpartincarrying
themout.TheprimarypurposeofthishandbookistoserveasaguideforstudentsofMidwayPublicSchools.We
feelthatMidwayPublicSchoolsisafineschoolsystemandhopeyouwilljoininmakingitbetter.

MISSIONSTATEMENT
The foundation of our educational system rests in the principles set forth in our country's and our state’s
constitutions; therefore, our function in the Midway Public Schools is to provide the opportunity for each
student to develop the skills and attitudes which will promote these ideals. To achieve this end, the school
will attempt to foster adequate emotional stability, intellectual understanding, physical development, and
social competence.
The school will take its place beside the home and the church in helping each child establish standards by
which he or she may live and develop those qualities and attitudes that will enrich and strengthen his or her
life.

EMERGENCYCARE/EMERGENCYCONTACT
Parentsarerequiredtoprovidethree(3)emergencynumbersincaseastudentbecomesillorhasan
accidentatschool.Incaseofinjury,firstaidwillbeappliedandattemptsmadetocontactparent/guardianas
soonaspossible.Emergencymedicalservicesmaybecalledifparentsareunavailable.Expensesforemergency
carewillbedirectedtotheparents.Itiscriticallyimportantthatparentsupdateemergencynumberswhenthere
arechanges.
EARLYDISMISSAL
EarlyDismissalisnotcommonatMidwayPublicSchoolsbecauseofthemanyworkingparents.Everyeffortis
madetokeepanormalafternoonschedule,butchangesmaybemadeduetounusualcircumstances.Ifearly
dismissaliswarranted,weusuallystartthebusscheduleonehourearly.Anannouncementwillbemadeusingthe
samecontactsourcesasaschoolclosing.

SCHOOLVISITORS
Alldayvisitorstoschoolarediscouraged.Studentsarenotallowedtobringvisitorswiththemtoschoolunless
priorarrangementsaremadewiththebuildingprincipal.Thispolicyalsoappliesduringlunch.Forsafetyreasons,
nostudentisallowedtotalktoanyonewhomaybedrivingdownthestreetorparkedalongtheroad.Violationsof
thisrulewillresultindisciplinaryaction.
STUDENTCARE/RELEASE/LEAVINGCAMPUS
Studentsareonlyreleasedtotheparent/guardianandnon‐custodialparent(withwrittenauthorizationofthe
custodialparentandpresentationofalegaldocumentprovingrelationshiptothestudent)orthecustodialparent’s
designee.Itistheresponsibilityofthecustodialparenttonotifytheschoolofrestrictionsthatrelatetotherelease
ofachild.Nostudentmayleavetheschoolcampusuntiltheparent/guardianhasbeencontacted.

TRANSFER/NON‐RESIDENTSTUDENTS
Alltransferswillbereviewedbytheadministrationattheendofeachgradingperiod.Transfersmaybedeniedor

ADMISSIONOFFOREIGNEXCHANGESTUDENTS
MidwayPublicSchoolswillacceptforeignexchangestudentsparticipatingincertifiedexchangeprograms.
SponsoringagenciesandfamiliesshouldcontacttheCounselorconcerningenrollment.
ENTERINGFROMHOMESCHOOLORPRIVATEPAROCHIALSCHOOL
StudentsenteringMidwayfromprivateschoolsorhome‐schoolswillbetestedandplacedaccordingtotheirtest
results.Transcriptsfromaccreditedprogramswillbeevaluatedforpossiblecourseandgradecredit.

MOVINGINTOTHEDISTRICTAFTERTHESTARTOFSCHOOL
AnystudententeringMidwaySchoolasatransferstudentorcomingfromanotherschoolwillbeplacedinsubjects
thatcorrelatewiththosefromthepreviousschool.Whenthisisnotpossible,thestudentwillbeplacedinthe
schedulethatwillbestsuitthestudentandschoolsystem.
STUDENTWELFARE(CHILDABUSE)
AllemployeesarerequiredbyOklahomaLawtoreportsuspectedcasesofchildabusetotheChildAbuseHotLine
at1‐800‐522‐3511.
STUDENTRECORDS(F.E.R.P.A.)
Uponrequest,theofficialrecordsofastudentmaybeinspectedandreviewedbythestudent’sparentoraneligible
studenteighteen(18)yearsorolder.Additionally,parentsoreligiblestudentshavetherightto;request
amendmentofeducationalrecordstoensurethattheyarenotinaccurate,misleading,orinviolationofthe
student’sprivacyorotherrights;consenttodiscloseeducationrecords,exceptwhereconsentisnotrequiredto
authorizedisclosure;filecomplaintsconcerningnoncompliancewiththeU.S.DepartmentofEducation;obtaina
copyofthelocaladoptedpolicyattheAdministrationBuilding.ThedistrictcomplieswiththeFamilyEducation
RightsandPrivacyActof1974(FERPA34CFR99.22).Recordsmaybeinspectedattheschoolsbetween8:00a.m.

Ifastudentwithdrawsfromschoolhe/sheshouldcheckoutintheofficeandpickupawithdrawalslipandhaveall
ofhis/herteacherssignit.Thiswillcleartherecordsothatitmaybesenttotheschoolinwhichyouaretoenroll.
Failuretodothisoftencausesdelayinsendingrecordstothenewschool.Notranscriptwillbeforwardedto
anotherschooluntilallfeesandfinesarepaid.Alllegalparentorguardiansmustsignawithdrawalformatthe
timeofwithdrawal.
ATHLETICPARTICIPATION
Eachstudentwillhaveanathleticphysicalpriortoparticipation.Parentswillsignamedicalreleaseform.The
MidwayBoardofEducationdoesnotassumeresponsibilityandisnotliableforanyathleticinjuriestostudents.
CLOSEDCAMPUS
Students(PK‐12)arerequiredtoremainoncampusthroughouttheschoolday.Onceyouarriveatschool,no
matterthemodeoftransportation,youcannotleavethecampus.Breakfastandlunchesareofferedintheschool
cafeteria.
FIRE,TORNADO,LOCKDOWN,INTRUDER,BUSEVACUATIONDRILLS,HEATCASUALTYDRILLS,INJURY
EVACUATIONDRILLS
Atdifferenttimesthroughouttheschoolyear,variousdrillswillbeconducted.Studentswillproceedtotheir
designatedareasandfollowproceduresduringanydrill.
DRUGFREESCHOOL
Itisdistrictpolicythatnostudentshallpossess,use,transmitorbeundertheinfluenceofanyprohibitedor
controlledsubstance;lowpointbeer;ortransmitdrugparaphernalia;counterfeitdrugs;orundertheinfluenceof
anyotherchemicalorproduct.Thispolicyappliestoallstudentsbefore,duringandafterschoolhours,inany
schoolbuilding,onthepremises,inaschoolvehicle,ataschool‐sponsoredevent,orduringanyperiodoftime

whenstudentsaresubjecttotheauthorityoftheschool.Violationofthispolicycouldresultinout‐of‐school
suspension.
TOBACCOFREESCHOOL
Smokingoruseoftobacco,inanyform,shallbeprohibitedwithinaschoolbuildingandonschoolgrounds.
Tobaccoisacontrolledsubstanceandstudentsviolatingthispolicycanbesuspendedfromschool.Thispolicy
includestheusee‐cigarettes.

social,aggressiveandincreasinglyviolentbehavior.

Bullying:Namecalling,racialslurs,pushing,crowdingorcornering,hitting,pinching,
makingfunofaperson’sbody,tellingmeanjokesaboutsomeone,threateningtohurt
someone,postinginformationonsocialmedia,includingFacebook,twitter,orviatextor
otherformsofelectroniccommunications.

SexualHarassment:Touchingsomeoneinwaysthatarenotokaywithher/him,making
funofsomeone’sprivatebodyparts,passinganotethatsayssexualthingsaboutsomeone’s
body,continuingtotelldirtyjokesaroundsomeoneaftershe/hehasaskedthepersonto
stop,makingslursaboutsomeone’ssexualorientation,pressuringsomeoneforsexual
touches,includingsendinginformationbycellulardeviceorpostingonsocialmedia,
includingdefamationofcharacterorperson.

BullyingandsexualharassmentwillnotbetoleratedanywhereatMidwayPublicSchools.
Thisincludesschoolfacilities,premises,busesandnon‐schoolpropertyifthestudentisatany
school‐sponsored,school‐approvedorschool‐relatedactivity,eventorfunction.(i.e.fieldtripsor
competitiveathleticevents)wherestudentsareunderthesupervisionofstaff.

Speakupwhenpossible.Ifpossible,thetargetshouldtellthebully/harassertostop.Tothe
extentthatapersonfeelssafeandcomfortabledoingso,atargetisfirstencouragedtoconfrontthe
bully/harasser,tellingthemtostopbecausetheiractionsareunwelcome.Bystandersarealso
encouragedtospeakupwhenpossible,tellingthebullyorharassertostoptheconductbecauseitis
disrespectful,unwelcome,hurtful,unfair,etc.

Reporting.Reportingbullyingandsexualharassmenttoschoolstaffisencouraged.Anyonemay
reportbullyingandharassment.Theymayreportittoanyschoolstaffmember.(Schoolsshould
havespecificprotocolthatindicatestheproperchainofcommandforreportingprocedures.)The
staffisexpectedtoactonallreportsandtopassthereportontotheschooladministrator.
H.
Tattlingvs.Reporting(telling).MidwayPublicSchoolsdefinestattlingastellinganadultabout
anotherstudent’sactionwiththesolepurposeofgettingthatstudentintrouble.MidwayPublic
Schoolsdefinesreportingastellinganadultaboutanotherstudent’sactionswiththepurposeof
gettinghelpwithadifficultsituation,e.g.,onethatisthreateningorhurtful.
I.
Confidentiality.MidwayPublicSchoolswillstrivetomaintainconfidentialityofanystudenttarget
orbystanderwhoreportsbullyingorsexualharassment.Theschoolstaffwillalsorespectthe
confidentialityofthestudentaccusedofbullyingorsexualharassment.Anydisclosureofreported
information,includingtheidentityofastudent,willbemadeonlytoindividualsinvolvedinthe
school’sresponsetotheincident.

NoRetaliation.MidwayPublicSchoolswillnottolerateretaliationforreportingbullyingor
sexualharassment.Schoolstaffwilldisciplineanystudentwhoretaliatesagainstanyonewho
reportsanincident,oragainstanyonewhoreportsanincident,oragainstanypersonwhotestifies,
orassistsinaninvestigation.Retaliationincludes,butisnotlimitedto,anyformofintimidation,
reprisal,orharassment,whetherphysicalorverbal.
USEOFSCHOOLBUILDINGS
AllmeetingsoractivitiesthatinvolveusingtheschoolbuildingsaretobescheduledwiththePrincipalor
Superintendent.Themeetingswillbeplacedonthemastercalendar.
CLUB/GANGACTIVITYPOLICY
ItisthepolicyofMidwayPublicSchoolsthatmembershipinsecretfraternitiesorsororities,orinotherclubsor
gangsnotsponsoredbyMidwayPublicSchools,establishedagenciesororganizations,isprohibited.Theuseof
handsignals,graffiti,orthepresenceofapparel,jewelry,accessoryormannerofgroomingwhich,byvirtueofits
color,arrangement,trademark,symbol,oranyotherattributethatindicatesorimpliesmembershipofaffiliation
withsuchagroup,presentsaclearandpresentdangertotheschoolenvironmentandeducationalobjectivesofthe
communityareforbidden.Anystudentwearing,carrying,ordisplayinggangparaphernalia,orexhibitingbehavior
orgestures,whichsymbolizegangmembership,orcausingand/orparticipationinactivities,whichintimidateor
affecttheattendanceofanotherstudentwillbesubjecttodisciplinaryactionincludingsuspensionandexpulsion.
HEALTHCARE/DISTRIBUTIONOFMEDS
Atthebeginningofschool,parentsshouldinformteachersofanyproblemsthattheirchildmighthavesuchas
asthmaticconditions,arestroomproblem,aheartcondition,oranyotherconditionthattheteachershouldbe
aware.Thisshouldbetakencareofassoonaspossibleaftertheschoolyearstarts.Ifachangeoccursinthehealth
ofachild,itistheresponsibilityoftheparent/guardiantonotifytheschool.Theschooldoesnotsupplyany
medicationtostudentsunlesstheparentprovidesthemedicationtotheschoolwithinstructions.
IMMUNIZATIONREQUIREMENTS
StudentsmaynotenrollinEmpireSchoolsunlesstheyhavereceivedandarecurrentwithallimmunization
requirementssetforthbytheStateofOklahoma.
INSURANCE
Theschoolwillmakeinsuranceavailabletoallstudents.Parentshavetheoptionofpurchasingthisinsurance.The
AttorneyGeneralofOklahomahasruledthataschooldistrictmaynotpaymedicalbillsforastudent.Midway
PublicSchoolsassumesnoobligationsasagentorrepresentativeoftheinsurancecompany,butwewillassistin
filingclaims.
SECTIONII–STUDENTRESPONSIBILITIES
COMPULSORYEDUCATIONLAW
OklahomaSchoolLaw,Section70‐10‐105.Itshallbeunlawfulforaparent,guardian,custodian,orotherperson
havingcontrolofachildwhoisovertheageofseven(7)yearsandundertheageofeighteen(18)years,andwho
hasnotfinishedfour(4)yearsofhighschoolwork,toneglectorrefusetocauseorcompelsuchchildtoattendand
complywiththerulesofsomepublic,private,orotherschool,unlessothermeansofeducationareprovidedforthe
fulltermtheschoolsofthedistrictareinsession;anditshallbeunlawfulforanystudentwhoisovertheageof
sixteen(16)yearsandundertheageofeighteen(18)years,andwhohasnotfinishedfour(4)yearsofhighschool
worktoneglectorrefusetoattendandcomplywiththerulesofsomepublicorotherschool,orreceivean
educationbyothermeansforthefulltermtheschoolsofthedistrictareinsession.
ATTENDANCEPOLICY
Regularclassattendanceisessentialforstudentstoachievetothebestoftheirability.Whenastudentisabsent
fromschool,his/herparentsarerequiredtocontacttheofficethemorningoftheabsencetodeterminethereason

fornon‐attendance.Iftheschoolhastocontacttheparent,theabsencewillberecordedasunexcused.Upon
returntoschoolallnotesorsupportingdocuments(doctor,dentist,andparent)mustbeturnedintotheofficeby
8:10a.m.supportingdocumentationwillnotbeacceptedafterthattime.Studentsmustattend90%ofthetime.
NOTICE
Studentsmaynotreceivecreditforaclassthattheyhavebeenabsentinmorethan10%ofthetimepersemester.
StudentsexceedingthatlimitmayappealtheattendancepolicytotheSchoolPrincipal.Reasonsforappealmust
havesupportingdocumentation.Theprincipalwillapproveornotapprovetheabsences.A“no”approvalwill
resultinlossofcreditfortheclass.
ABSENTEEPOLICY

EXCUSEDABSENCE:
Theseareabsencesfromregularclassworkcausedbyschoolfunctions,medicalemergencies,illnesswitha
doctor’scertification,andabsencesduetofuneralsofimmediatefamilymembers,Observanceofreligious
holidayswhenrequestedbyparentsorguardian;orlegalmatters.

UNEXCUSEDABSENCE:

Studentsnotintheclassroomwhenthebellringsaretardy.Studentswillnotbepermittedtoenterclassandwill

orunexcusedtardy.Thefourth,andeverysuccessiveunexcusedtardywillresultinin‐schooldetentionand/or

absenceconstitutestruancy.Afterten(10)consecutivedaysabsentastudentwillbedroppedfromtheregister
andtheDistrictAttorneyforMcIntoshCountyandMuskogeeCountywillbenotified.
MAKEUPWORK
Whenparentsknowinadvancetheirchildrenaregoingtobeabsent,theyshouldnotifytheoffice.Studentsare
requiredtogetaslipfromtheofficetogivetotheteacherbeforetheygettheirhomeworkassignments.Students
withexcusedabsenceswillbeallowedtomakeupwork.Eachteacherwillallowtwodaysuponthereturnofthe

SPORTSMANSHIPATANATHLETICACTIVITY
Allstudents,whetherspectatororparticipants,shouldrememberthattheyarerepresentingnotonlythemselves
buttheirparentsandMidwayPublicSchoolaswell.Everyeffortshouldbemadebystudentstoshowothersthat
weareproudofour“Charger”traditionandthatgoodsportsmanshipisthecornerstoneofouractivitiesprogram.

uniforms,andequipment.Anyschoolpropertythatisdamagedistheresponsibilityofthestudent’sparent.Failure
tomakerestitutionwillresultinwithholdingofstudentrecordsincludinggrades.Additionally,Pupilsshallnot
haveanyreasonableexpectationofprivacyinthecontentsofaschoollocker,desk,bag,orotherschoolproperty.

juniorandseniorclassesispermittedfortheprom,providedyouobtainpermissionfromthePrincipalby
submittingthenameoftheguestyouplantobring.Ifyoubringaguestfromanotherhighschool,thenameofyour
guestmustbesubmittedtotheprincipalatleastfourteendayspriortothedateoftheprom.Personsthathave
droppedoutofschool,beenexpelled,suspendedfortheperiodinwhichthepromwillbeheldorhavebeen

TheMidwayPublicSchooldresscodeistheresultofacooperativeeffortonthepartofthestudents,teachersand

CORPORALPUNISHMENT
CorporalpunishmentisauthorizedasadisciplinarytoolatMidwayPublicSchools.Therewillbeapermission
formintheenrollmentpacketthatisgiventoeachandeverystudent.Parents/Guardianswhodonotreturnthe
formwillbegivena2ndopportunitytofilloutthepermissionform.
1. Corporal punishment will be used by administrators only. The administrator will only use corporal
punishmentifwrittenpermissionisonfileandverbalagreementhasbeengivenbytheparent/guardianover
thephoneorinpersonpriortotheadministrationofthepunishment.
2. Corporalpunishmentwillnotbethefirstmethodofpunishmentthatisused.Otherformsofpunishmentsuch
asverbalreprimandsorwarningsorafterschooldetentionwillbeusedpriortocorporalpunishment.There
maybeoccasionswherecorporalpunishmentisrequestedbytheparent/guardianasanalternativetoanother
formofpunishment.Inthiscase,corporalpunishmentmaybeadministeredbytheadministrator.
3. If a parent/guardian refuses to allow corporal punishment to be used with their child, then the student will
receiveanappropriatesuspension.
4. Studentswillreceiveathoroughexplanationofwhattheyhavedonewronginfrontofacertifiedwitness.The
administrator will be responsible for the explanation and will make sure that the child understands the
explanation.
5. Studentswillneverreceivemorethan3swatsonthebuttockswithapaddleapprovedbythesuperintendent
ofschools.Thestudentmustbeappropriatelyclothedtoreceiveapaddling.
6. Corporal punishment will be administered in the administrator’s office with a certified witness present.
Corporalpunishmentwillneverbeadministeredinfrontofotherstudents.Ifanadministratorispaddlinga
studentoftheoppositesexthenthewitnessmustbeofthesamesexasthestudent.
7. Corporal punishment will not be administered to a student who is struggling and must be held down to
administer the punishment. If a student refuses to take swats, the student will be given an appropriate
suspension.
8. Students who have an IEP that specifically states that they should not receive corporal punishment then
corporalpunishmentwillbeanoptionunderanycircumstances.
9. A student who is in DHS custody for any reason will not be administered corporal punishment under any
circumstances.

10. A brief written report will be kept in the student’s discipline file. The report will be signed by the
administratorandthewitness.Thisfilemaybeapaperfileand/oranelectronicfile.
11. Afterthefact,ifaparent/guardianwantstodiscussthepaddling,he/shemaydosowiththeadministrator,the
witness,andthesuperintendentinameetingarrangedthroughthesuperintendent’soffice.
OFFENSESPUNISHABLEBYSUSPENSION
Studentsthathavebeenassignedin‐schooldetentionorout‐of‐schoolsuspensionsmaynotattendor
participateinanyschoolrelatedactivity.Undersomecircumstancesthestudentmaybeallowedto
accompanytheirparentstoanextra‐curricularactivitybuttheymuststaywiththeirparentsatalltimes.
Thisincludeshomeandawayactivities.
Theprincipalwillhavetheauthoritytosuspendanypupilwhoisguiltyofanyofthefollowingactswhilein
attendanceatschoolorintransitbyschooltransportationorundersupervisiontoorfromschooloratanyschool
functionauthorizedbytheschooldistrictorwhenpresentonanyfacilityunderthecontroloftheschooldistrict.
TheMidwayBoardinconjunctionwiththeadministrationhasestablishedthefollowingguidelinesandifnot
adheredtobythestudentsintheMidwaySchoolsystemcouldresultinsuspensionorexpulsionfromschool.The
principalathisdiscretionmayadministerpunishment.

IN‐SCHOOLSUSPENSION
Studentswhoareassignedtoin‐schoolsuspensionwillbeprovidedacontractatthebeginningofthesuspension
period.Thecontractexplainstherulesandregulationsofthein‐schoolsuspension.Studentswhoviolatetherules
ofthecontractmaybesubjecttofurtherdisciplinaryactionbytheprincipal
IfastudentissuspendedfromschoolorassignedIn‐SchoolSuspension,he/shemaynotparticipateinorattend
extra‐curricularactivitiesunlesstheyareaccompanyingtheirparents.Whileattheactivitytheymustsitwiththeir
parents.
Anystudentthatreceivesmorethantwo(2)suspensionsduringtheyearwillforfeittheirprivilegetoparticipate
inanyoftheclassactivitiesandprojects.
SHORTTERMTEMPORARYSUSPENSION:Ten(10)daysorless
Theprincipalisauthorizedtoinvoketemporarysuspensionforuptoten(10)days.Incasesoftemporary
suspension,parentswillbecontactedimmediatelybyphoneorbywrittennotification.Assoonaspossible,a
parentconferencewillbearrangedandconducted.Beforetheprincipalassignsashort‐termsuspension,ten(10)
schooldaysorless,theprincipalwillaffordthestudenttheminimalelementsofdueprocess,which,inmostcases,
canbesatisfiedbyadiscussionimmediatelyfollowingthemisconduct.Thestudentmustbetoldandshownin
writingwhathe/sheisaccusedofdoing,thefactualbasisoftheaccusationsandgiventheopportunitytotell
his/herversionofthestory.
LONGTERMSUSPENSION:Morethanten(10)days
Whentheprincipaldeterminesthatalong‐termsuspensionshouldberecommended,theprincipalwillimplement
aten(10)ormoredaysuspensionandgivewrittennoticetothestudent’sparentorguardianofthecharges,the
natureoftheevidencesupportingtherecommendation,thestudentsrighttoahearing,andthedateandtimeset
forthehearing.Failuretoattendthehearingmeanstheparents/guardianhavewaivedallrighttofurtherappeals.
Thehearingwillbepresidedoverandconductedsolelybytheprincipal.Itwillbetheresponsibilityofthebuilding
principaltoprovidefacts,witnesses,andevidencetosupportchargesbroughtagainstthestudentandto
substantiatethesechargesbyansweringanyquestionssubmittedbythestudentand/orparent.Thesuspension
willbecomeeffectivefollowingtheevidentiaryhearing,unlessasdeterminedbytheprincipal,thereisreasonto
alterthechargeanddisciplinaryaction.
APPEALOFSTUDENTSUSPENSIONS
FIRSTLEVELOFAPPEAL:SUPERINTENDENTOFSCHOOLS
Followinganevidentiaryhearing,anystudentthathasbeensuspendedinexcessoften(10)dayswillhavethe
rightofappealbymakingawrittenrequest,specifyingthereasonsfortheappeal,totheSuperintendentofSchools.
Thesuperintendentshallthenscheduleanappealhearingandnotifythestudentandhis/herparentorguardianin
writingastothetime,placeandpurposeforthehearing.Followingthehearing,thesuperintendentshallstate,
withinareasonabletimeafterthehearing,astowhetherornotthedisciplinaryactionshallberevoked,affirmed
oraltered.Acopyofthedecisionshallbefiledintheofficeofthesuperintendent.
SECONDLEVELOFAPPEAL:BOARDOFEDUCATION
Iftheparent/guardianorstudentdesirestomakefurtherappeal,he/shehastherighttomakewrittenrequestto
theSuperintendentofSchoolsrequestingahearingbeforetheBoardofEducation.Thewrittenrequestshall

specifythebasisfortheappeal.UponreceivingthewrittenrequestforthehearingbeforetheBoard,the
superintendentwillscheduleahearingbeforetheBoardofEducation.Thedecisionrenderedinahearing
conductedbytheBoardofEducationshallbecomeafinaldecision.
EDUCATIONPLAN
Anystudentthathasbeensuspendedformorethanfive(5)dayswillbeplacedonaneducationplanduringthe
suspension.Thestudentwillnothavetheopportunitytomakeupanyworkmissedduringthefirstfivedaysofany
suspension.Theeducationplanwillbedesignedbythestudent’steachers.Theparents/guardianisresponsiblefor
supervisingthecompletionoftheplanwithinthedesignatedtimeperiod.Theplanwillbedesignedtoreintegrate
thestudentintoschoolwhenthesuspensionisexpired.Onlycorecurriculumcourseswillbeaddressedbythe
plan.AcopyoftheplanwillbegiventothestudentandParent/Guardian.
DISCIPLINEOFSTUDENTSWITHDISABILITIES
ThedisciplineofstudentswithdisabilitieswillbeinaccordancethespecificsoutlinedintheIndividualswith
DisabilitiesEducationActof1997.Thestudent’sIEPteammustconvenepriortoeverydisciplinaryaction,which
mayimposeasuspension.Theteamwilldecideifthebehaviorisamanifestationofthedisability.TheIEPTeam
canconsiderachangeinprogramorplacementifappropriate.
Ifthedeterminationismadethatthebehaviorisnotamanifestationofthestudent’sdisabilitythentheschoolmay
suspendthestudentinaccordancewiththeregularsuspensionprocedures.However,theIEPteammustprovide
appropriateeducationandservicestoaccordancewiththeIEP.

11,andthefirstsemesterofgrade12onanon‐weightedscale.
Salutatorian
Thesalutatorianwillbedeterminedbyusingthesamemethodfordeterminingthevaledictorian.Thesalutatorian
willbethestudentwiththesecondhighestGPA.

PROFECIENCYTESTING
Thisprogramallowsadvancedstudentstheopportunitytomoveforwardbysubject,courseorgradelevelbased
uponmasteryofcurrentstatestandards.Thestandardswillbeassessedbyanationallynormedcomprehensive
examovertheparticularsubjectorsetsofsubjects(gradelevel).Gradeleveltestingisavailableforstudents1‐8
andsubjectassessmentisavailableforgrades9‐12.Studentsmustscoreatleast90percent(90%)onthe
test/exam.InterestedstudentsshouldcontacttheSchoolCounselor.
STUDENT RETENTION
In accordance with the policy of the board of education, the following criteria for the selection of students to be
retained in their current grade, or denied course credit, will be used in this school district.
Students shall be promoted or receive credit for a course of study if a grade average of 60% has been achieved for an
entire course of study as determined by the teacher.
Students in grades one through eight must achieve a grade average of 60% or higher in at least three major courses of
study to be promoted to the next higher grade. The major courses of study are math, language arts, science, reading,
and social studies.
Effective with students entering the first grade in the 2011-2012 school year, a student will be retained at the third
grade level if the student scores an unsatisfactory level on the reading portion of the third-grade criterion-referenced
test. A student may be promoted for “good cause” if the student meets one of the following statutory exemptions:
(1) Limited-English-proficient students who have had less than two years of instruction in an English
language learner program;
(2) Students with disabilities whose individualized education plans, consistent with state law, indicates
that the student is to be assessed with alternative achievement standards through the Oklahoma Alternate
Assessment Program (OAAP);
(3) Students who demonstrate an acceptable level of performance on an alternative standardized reading
assessment approved by the State Board of Education;
(4) Students who demonstrate through a student portfolio, that the student is reading on grade level as
evidenced by demonstration of mastery of the state standards beyond the retention level;
(5) Students with disabilities who participate in the statewide criterion-referenced tests and who have an
individualized education plan that reflects that the student has received intensive remediation for reading
for more than two years but still demonstrates a deficiency in reading and was previously retained in
kindergarten, first grade, second grade, or third grade; and
(6) Students who have received intensive remediation in reading through a program of reading instruction
for two or more years but still demonstrate a deficiency in reading and who were previously retained in
kindergarten, first grade, second grade, or third grade for a total of two years.
Requests to exempt students from the mandatory retention requirements based on one of the good-cause
exemptions shall be made using the following process:
1.
Documentation submitted from the teacher of the student to the school principal that indicates the student
meets one of the good-cause exemptions and promotion of the student is appropriate. Documentation shall be
limited to the alternative assessment results or student portfolio work and the individual education plan (IEP),
as applicable;
2,
The principal of the school shall review and discuss the documentation with the teacher. If the principal
determines that the student meets one of the good-cause exemptions and should be promoted based on the

documentation provided, the principal shall make a recommendation in writing to the school district
superintendent; and
3.
After review, the school district superintendent shall accept or reject the recommendation of the principal in
writing.
In the elementary and middle schools, a placement committee consisting of the principal, counselor, and teacher(s)
shall determine if a student is to be assigned to the next higher grade. The committee shall consider standardized
test scores and the student's age.
Whenever a teacher or a placement committee recommends that a student be retained at the present grade level or
not passed in a course, the parent(s) or guardian, if dissatisfied with the recommendation, may appeal the decision
by complying with the district’s appeal process. The decision of the board of education shall be final. The
parent(s) or guardian may prepare a written statement to be placed in and become a part of the permanent record of
the student stating the parent(s)’s or guardian’s reason(s) for disagreeing with the decision of the board.

Awardsandcertificatesearnedbystudentsduringtheschoolyearwillbepresentedattheawardsassemblyatthe
endoftheschoolyear.

Principal’sHonorRoll–Studentshavingnogradelowerthana“B”fortheentiregradingperiodwillbenamedto
thePrincipal’sHonorRollforthatgradingperiod.
Superintendent’sHonorRoll–Studentshavingnogradelowerthatan“A”foranentiregradingperiodwillbe
namedtotheSuperintendent’sHonorRollforthatgradingperiod.
NationalHonorSociety–TobeamemberoftheNationalHonorSociety,astudentmusthavea“B”averageor
better.TheGPAis25%ofthecriterionformembershipandtheother75%isbasedoncharacter,leadershipand
service.Membershipwillbedeterminedbyavoteoftheteachers.Only15%oftheseniorclass,10%ofthejunior
classand5%ofthesophomoreclassmaybeselected.
OklahomaHonorSociety–Thetop10%ofthestudentbody,byGPA,willbenominatedformembership.
Membershipwillbebaseduponworkdoneduringthefirstsemesterofthecurrentyearandthesecondsemester
oftheprecedingyear.Thestandingofstudentsenrolledintheirfirstyearofhighschoolwillbebasedonthework
doneduringthefirstsemesterofthecurrentyear.
ClassOrganizations
Officersofthevariousclasseswillbeelectedatthefirstbusinessmeetingoftheclass.ThePrincipaland/or
sponsorswillcallclassmeetingsasneeded.

ALTERNATIVEEDUCATION
TheDistrictgoalistoprovidequalityeducationtoeverystudent.However,regularclassroomsettingsmaynot
meettheneedsofeverystudent.Midwayisundercontractualagreementwithanoff‐siteAlternativeEducation
Programtoprovideservicestotheatypicalstudent.ThePrincipalwillmakethedeterminationifAlternative
Educationisinthebestinterestofastudent.TheintentoftheAlternativeEducationProgramistosupplementnot
replacetheregulareducationalprocess,thus,allstudentsareenrolledinAlternativeEd.withthegoalofsuccessful
returntothehomeschool.

Yourlibraryisorganizedandmaintainedtoprovideyouwithalargecollectionofbooksandotherreading

materials.Inordertohaveagoodlibrary,wemusthaveyourcooperationintheuseandcareoflibrary

REQUESTFORGRADECHANGE
MidwayBoardofEducationislegallyresponsibleforensuringproper assignment andrecordingofletter grades
for course work performed by students. This responsibility is initially delegated to the professional personnel
assignedtoconductinstructionalactivities.
A student and/or parents or legal guardians and the administration have the right to request a review and
reconsiderationofanassignedgrade.Arequestforareconsiderationofanassignedgrademustbemadetothe
building principal by the student/parents/legal guardians/school administration by the end of the 10th working
day from the postmark of the report card. The request for reconsideration may be made on the telephone, in
person,orinwriting.Thebuildingprincipalhas20workingdaystomakearrangementsforaconferencewiththe
teacher.Iftheteacherandthestudent/parents/legalguardians/administrationareunabletoresolvethematter,
the parent may appeal in writing to the building principal (first), the superintendent (second), and the Board of
Education(third)foradecision.

B‐COMMONNON‐VACCINECONTROLLEDILLNESSES
CHICKENPOX(VACCINEREQUIREDFORKINDERGARTENANDFIRSTGRADE)
Chickenpoxiscausedbythevaricella‐zostervirusandispassedbydirectperson‐to‐personcontactorbyairborne
respiratorysecretions.Therashusuallyoccurs10to21daysafterexposure.Thechildmayhaveamildfever
and/orlossofappetite1to2daysbeforetherashappears.Therashappearsatfirstasredpimples(papules)and
progressestoclear,oval(teardrop)vesicles.Thevesiclesusuallybecomecloudy24hoursaftereruptionandbreak
easily.Thiseruptionofnewpapulestovesiclescontinuefor3to4days.Thechildcanreturntoschoolwhenallof
thevesiclesaredryandcrustedover.ItisimportanttoNEVERgiveaspirinoraspirincontainingmedicationto
childrenwithaviralinfectionbecauseoftheincreasedriskindevelopingReyeSyndrome.
HEPATITISA(VaccinerequiredforKindergartenandFirstgrade)
HepatitisAisadiseaseofthelivercausedbytheHepatitisAvirus.Symptomsofthediseaserangefrommildto
severeandincludefever,lossofappetite,nausea,vomiting,darkeningoftheurine,yelloweyes,andyellowskin.
HepatitisAispassedfrompersontopersonbythefecal‐oralroute.Goodpersonalhygiene,carefulhandwashing
withsoapaftereachbowelmovement,orhandlingsoileddiapers,andbeforepreparingfoodarethemost
importantmeasurestopreventthespreadofthisdisease.Childrenmusthavesignedpermissionfromtheirdoctor
toreturntoschool.
HEADLICE
Understandtheproblembeforeitbecomesone.

Licearetinyinsectsthatsurviveonhumanblood.Theyareaboutthesizeofasesameseed.Liceeggsare
callednits.

Nits are very small, yellowish or grayish white in appearance and tear drop shaped. They attach to
strandsofhairandwillnotwashoutorblowaway.
3.)
Licedonotjumporfly,theycrawl.Theyareusuallypassedfrompersontopersonbysharedcombs,
brushes,hatscoats,sweaters,scarves,orotherpersonalitems.
4.)
Themostcommonsignofliceinfestationisconstantitching.Ifyourchildisconstantlyitching,checkthe
scalp for Lice. Live lice can be difficult to find. They move quickly and do not like bright light. Use a
brightlightorbrightnaturallighttocheckyourchild’sscalp.Checkeachstrandofhairforeggs(nits).
5.)Iflicearefound,usealice‐killingshampoo.Carefullyfollowthepackagedirections.Besuretoapplythe
shampootoadryscalp.Notreatmentwillkillalloftheeggs(nits).Nitremovalisthekeytoeffective
treatment.Itisbesttoremovetheeggsbycombingthehairwithaspecialnitcomb.

The affected child should be retreated 7‐10 days after the first shampoo. Be sure to check all
membersofthefamilyduringthisperiodoftimeforadditionalinfestations.

Personal items (combs, brushes, coats, caps, etc.) and household surfaces, combs, brushes,
headgear,andbedlinensmustbewashedinhotwater.Itemsthatcannotbewashedmustbesealed
inplasticbagsfor14days.Carpets,sofas,mattressesmustbevacuumed(includingcorner,around
seams,etc.).Itisnotnecessarytobuyspecialdetergentsorpesticides.

Self‐Administration of Asthma Medication The Midway Board of Education policy on Self‐Administration of Asthma Medication will follow the following procedures: 1. The parent or guardian of the student to authorize in writing the student’s self‐administration of medication. 2. The parent or guardian of the student to provide the school with a written statement from the physician treating the student that the student has asthma and is capable of and has been instructed in the proper method of self‐administration of medication. 3. The parent or guardian of the student to provide an emergency supply of the student’s medication to be administered pursuant to the provisions of Section 1‐116.2 of Title 70 of the Oklahoma Statutes. 4. The school district to inform the parent or guardian of the student, in writing , that the school district and its employees and agents shall incur no liability as a result on any injury arising from the self‐administration of medication by the student. 5. The parent or guardian of the student to sign a written statement acknowledging that the school district shall incur no liability as a result of any injury arising from the self‐administration of medication by the student. 6. Midway Public Schools will not prohibit students with diabetes from maintaining insulin in their immediate possession, as insulin should be easily accessible due to medical necessity of required dosages. 26

Everyusermusttakeresponsibilityforhisorheruseofthecomputernetworkand
Internetandstayawayfromthesesites.Parentsofminorsarethebestguidesto
materialstoshun.Ifastudentorstaffmemberfindsthatotherusersarevisiting

3. “Hacking”andOtherIllegalActivities;Itisaviolationofthispolicytousethe
school’scomputernetworkontheInternettogainunauthorizedaccesstoother
computersystems,ortoattempttogainsuchunauthorizedaccess.Anyaction
whichviolatesstateorfederallawrelatingtocopyright,tradesecrets,the
distributionofobsceneorpornographicmaterials,orwhichviolatesanyother
applicablelawormunicipalordinance,isstrictlyprohibited.
4. ConfidentialityofStudentInformation;Personallyidentifiableinformation
concerningstudentsmaynotbedisclosedorusedinanywayontheInternet
withoutthepermissionoftheparentorguardian,orifthestudentisover18,the
permissionofthestudent.Usersshouldnevergiveoutprivateconfidential
informationaboutthemselvesorothersontheInternet,particularlycreditcard
numbersandSocialSecuritynumbers.Asupervisingteacheroradministratormay

withoutpriornoticeanyandallusageofthecomputernetworkandInternetaccessandany
andallinformationtransmittedorreceivedinconnectionwithsuchusage.Allsuch
informationfilesshallbeandremainthepropertyoftheschooldistrictandnousershall
haveanyexpectationofprivacyregardingsuchmaterials.
FailuretoFollowPolicy
Theuser’suseofthecomputernetworkandInternetisaprivilege,notaright.Auserwho
violatesthispolicy,shallataminimum,havehisorheraccesstothecomputernetworkand
Internetterminated,whichtheschooldistrictmayrefusetoreinstatefortheremainderof
thestudent’senrollmentorthestaffmember’semploymentintheschooldistrict.Auser
violatesthispolicybyhisorherownactionorbyfailingtoreportanyviolationsbyother
usersthatcometotheattentionoftheuser.Further,auserviolatesthispolicyifheorshe
permitsanothertousehisorheraccountorpasswordtoaccessthecomputernetworkand
Internet,includinganyuserwhoseaccesshasbeendeniedorterminated.Theschool
districtmayalsotakeotherdisciplinaryactioninsuchcircumstances.
Warranties/Indemnification
Theschooldistrictmakesnotwarrantiesofanykind,eitherexpressorimplied,in
connectionwithitsprovisionofaccesstoanduseofitscomputernetworksandtheInternet
providedunderthispolicy.Itshallnotberesponsibleforanyclaims,losses,damages,or
costs(includingattorney’sfees)ofanykindsuffered,directlyorindirectly,byanyuser(or
hisorherparentorguardian)arisingoutoftheuser’suseofitscomputernetworksorthe
Internetunderthispolicy.Bysigningthispolicy,usersaretakingfullresponsibilityfor
theirownuse,andtheuserwhois18orolderortheparentorguardianofaminorstudent
