Mike Zdon, President ISSUE NOT ON THE AGENDA ● Helen Rowe, J.D. expressed interest in becoming a trustee of the MHTC. ● John Hartley presented the San Diego City “Clean Elections Initiative” ○ Neighborhoods for Clean Elections is a coalition of neighborhood groups and leaders from every corner of San Diego: from Rancho Bernardo to San Yisdro, from Pacific Beach to Encanto. We are Republicans, Democrats and Independents. We are seniors and youth, families and singles, Asians, Anglos, Latinos and African­Americans. ○ Clean Elections will provide a voluntary system of public campaign financing that will curb the power of special interests at City Hall. Arizona, Maine, Connecticut, Albuquerque and other jurisdictions already have Clean Elections. ○ For more information: ​

The MHTC agreed to have this group make a presentation at the next MHTC town hall meeting to raise awareness. COMBAT ARTS MURAL UPDATE ● Two veteran artists who lead the design efforts on the Mission Hills mural, Frank and Sean, presented their concept to the group. ● The mural examines the duality between military and civilian life and how veterans struggle with balancing the two. ● The mural will be up for two years, then changed. ● Mission Hills is the first community to have this as part of the mural project. ● The unveiling of the mural on Goldfinch Street will occur on December 7th at 4pm. PARKING ISSUES ● The Uptown Community Parking District (UPCD) presented schematic designs for additional street parking in Mission Hills. ● The design showed the following potential gains: ○ 10 spaces on Eagle Street ○ 2 spaces on Falcon Street ○ 6 spaces on Hawk Street ● Engineered diagrams are needed to verify exactly how many street parking spaces can be added. ● The MHTC had a first and second motion approving the additional parking per the schematic designs. ● John Lomac mentioned the Green Manor parking deficit and asked if UCPD is addressing it. The UCPD was not. ● The group discussed adding better signage at the 1 Mission underground parking entrance on Falcon Street to improvement to parking in the commercial core of Mission Hills. ● The group discussed adding residential permit parking district in and around the commercial core of Mission Hills. Some members thought this would be too difficult to implement. ○ For more information: ​
www.sandiego.gov/parking/permits TOWN COUNCIL SUMMER CONCERTS AND ASCAP ● The ASCAP wrote a letter to the MHTC regarding royalties that were due because of the summer concerts in the park. ● Helen and Mike took the lead on investigating this issue. ● Jasper offered to help research this topic online. POTENTIAL JOINT MEETING WITH MISSION HILLS BID ● The MHBID and MHTC are working on a joint meeting to discuss recent criminal activity in the neighborhood. ● Council President Todd Gloria is scheduled to be at this meeting. ● The two groups will coordinate on a date and time for this meeting. ● See the MHTC Events page for the latest calendar of events: ○ www.missionhillstowncouncil.org/events POTENTIAL PROJECTS IN SOUTH MISSION HILLS ● The MHTC is brainstorming ideas for beautification project in South Mission Hills to enhance the presence of the Town Council in the area. ● Penny will work with Lara on this project. ● This topic will be further discussed at the annual retreat in January. MOVIE NIGHT MISSION HILLS ● Lara Gates noted the success of “movie nights” in other neighborhoods in San Diego and wanted the MHTC to consider the potential of having such an event in Mission Hills. ● For an example, see what North Park is doing: ○ www.tastenorthpark.com/movie­night SUMMARY OF BREAKFAST WITH THE COUNCIL PRESIDENT ● Council President Todd Gloria held a neighborhood coffee at the Patio on Saturday Nov. 1st. ● Topics discussed included how actions to address the homeless issue downtown can be used in Mission Hills and the Uptown Bike Corridor Projects affect on the City of San Diego. SANDAG UPTOWN BIKE CORRIDOR PROJECT UPDATE ● The group discussed the three options for what is done at the intersection of Ibis and University: ○ One lane of vehicular traffic (SANDAG favors this option) ○ Closed to vehicular traffic with a “bulb” for a fire truck turnaround ○ Closed to vehicular traffic with a “T” for a fire truck turnaround ● The consensus from the MHTC is to close the intersection to vehicular traffic. ● The MHTC would also like to add a stop sign at the westward merge at University and Washington. This area is dangerous as it is difficult for drivers to see oncoming traffic at the merge. ● A letter will be drafted to the City of San Diego stating MHTC supports full closure of University with the implementation of the bike project. ● A letter will be drafted to the City of San Diego stating MHTC supports adding a stop sign at the merge between westbound University and Washington. ● Belinda agreed to draft both letters. TOWN HALL MEETING SIGNS ● Penny will work with Sharon on updating the MHTC town hall meeting signs. ● Currently there are 6 small signs and 12 large signs. ● The MHTC motioned to fix the misspelled signs and add two large signs. The next MHTC Trustees Meeting will be the annual retreat on Saturday, January 24th at 9:00am. Helen offered to host the event. 7:30 p.m. The meeting concluded.
