Dear Reader:
Montcalm County Emergency Medical Services, EMS, is currently seeking bids to purchase and
install accessories on a new vehicle to be used as a rescue unit. The specifications are enclosed.
Sealed bid proposals marked “Rescue Accessories” are due in the Office of the County
Controller, 211 W. Main Street, PO Box 368, Stanton, MI, 48888, by noon on Thursday, May
28, 2015. Bids will be opened at 1:30 p.m. on the same day.
Montcalm County reserves the right to accept and/or reject any and all bids.

Emergency Vehicle Equipment Specifications
2016 Non-Extrication Vehicle
Montcalm County EMS is seeking bids to replace two non Extrication rescue vehicles one in 2016
and a second in 2017. Quality and consistency is important considerations we have and maintaining
a consistent fleet of vehicles. Replacement truck specifications are detailed in this document. The
specifications for replacement vehicles are intended to be a guide to detail or expectations and are
not intended to be manufacturer or vendor specific. We will consider any alternatives to the
specifications as long as the items not identically matching our specifications are detailed in your
response.

either side of the rear brake light of the module in the color pattern as shown R/A/BL/A/R

inside the topper back window inside Grill Housing for 400 Series, Black #01-0441293-010.
Third brake light of module to be incorporated in with taillight flashers of truck.

Back-Up Alarm: Installed with switch on console.
PASSENGER CAB

Master Power Switch: Guest, on-off only. Switch must be installed on the overhead console.
Siren Horn: Wired to Remote head SA-441M MAGFORCE MECHANICAL SIREN BY
CARSON MFG. CO. Siren to Horn – Horn to Siren switch on console. Siren control shall be
mounted in console.

Console: Emergency lights, wig wags, intersection lights, grill lights; beacon lights shall be
controlled by lighted switches on a console mounted to the center of the roof in the driver’s
compartment. There shall be a master switch connected to the batteries to disconnect all power to
the module. All console switches shall be lighted “Euro Rocker switches” with back lit function tags.
The console itself shall be subject to customer approval. A master warning switch will be installed to
control all emergency lights with via a three way switch for Primary (including White Lights & Red
Lights), Off, Secondary (No White Lights) used to control Emergency Lights. Ally Lights shall be
controlled by two Three Way Switchs Driver Side/OFF/ All and Passenger/OFF/ All. Overhead
console not available on Ford Truck, Provide alternative console in this unit
Also a digital voltmeter and engine hour meter must be installed in the cab per customer approval.

Move VHF & 800 from another unit (Old R23)
Old R23- APX 6500 with Remote Head will be transferred to New Unit. Control head to be
mounted in cabinet on top side of bottom cabinet, Remote Head will be mounted on Dash above
AM/FM Radio with Mic clip mounted to the left of the dash.
CDM1250 will be mounted on inside between upper cabinets, Powered on with Master

Cabinet: A cabinet built inside the rear passenger seating area (remove seat) per MCES
designed specs on file with vendor. Topper shop is preferred vendor, but if comparable quality is
available, MCES will consider alternative. Cabinet should be secured to the vehicle to prevent
movement, Cabinet should be installed in a way that access to securing bolts/screws are able to be
accessed to remove for maintenance.

Roop Lighting: 12 Volt Rope lighting shall be installed to illuminate interior cabinet and is to
be powered when doors are open (when dome light is on)
□
Autostarter: Cold/Hot Temperature Controlled Auto-starter, Programmed to run every 2-4
hours when the temp is 42 degrees or colder. Preferred brand is Scytek Galaxy series (alternatives
with MCES approval)
BOX MODULE/TOPPER
□
Inverter: Module will be supplied with a Vanner 20-1050CUL/CULW AC Power System with a
1FM1 remote. Shore Line A/C Connection shall be on Drivers Side
□
Topper: The box will have a CX® Series – Topper utility topper provided, including a driver
side and passengers side enclosed toolbox with Win-doors for access. Tool Boxes must be rated to
minimum 100 pounds. Color must match truck.
□
Outlets: Two 110v outlets mounted on rear of the topper inside the box. One of the outlets
should have a red LED to indicate when power is on. Power should be present when inverter is
powered.
□ Inside Topper lighting: 12 volt rope Lighting in each compartment, and across the inside top
of topper to illuminate equipment. Toggle switch to control lighting mounted near 110v Outlets.




Emergency Lights and Accessories
The use of Scotch Locks for connecting electrical wiring accessories is not preferred.
Emergency Lighting Junction Box in the Box of the truck mounted to the passenger sidewall of the
box. This box shall be weather resistant.
Whelen Lights are specified, but TecNiq Lights are acceptable as an Option
Lights are to be connected to console in cab with a Primary and Secondary Switch. Primary is to
includes white lights, secondary disables white lights.

Bidder agrees to return finished vehicle complete to the above specifications within 30 days of
receiving chassis. There shall be a $250 per calendar day penalty for late delivery.
Montcalm County reserves the right to accept and/or reject any and all bids.

These are the current vendors utilized by MCES on the following items. They are highly
recommended for pricing and the purchasing of the items necessary to complete the project. They will
have the specifications for the project and will be able to assist you in your completion of the bid
process. Alternative vendors may be used by MCES approval only.

CONTRACT TERMS
Montcalm County Emergency Services agrees to pay 50% down at order of Chassis and 50% for
completion of the above project. The Vendor is to complete the project within 30 calendar days of
delivery of the chassis. There shall be a $250 per calendar day penalty for delivery beyond 30
calendar days.
