ToR of Central Public Health Lab
The CHPL is charged with the following functions in support of enhancing
public health capabilities in Afghanistan:
The CPHL contributes to the overall development of Afghanistan by
providing an integrated clinical and public health lab system in support of
health services.
CPHL participates in national and international professional meetings ,
Conferences, and sessions.












The CPHL acts as the apex of the national laboratory system. As such, it
is the national reference laboratory for all laboratories in Afghanistan
The CPHL is linked to supra-national laboratories (primarily at NAMRU-3,
Cairo WHO and some other International organizations)
The CPHL conducts routine diagnostic services for patients
The CPHL provides laboratory support to the Disease Early Warning
System in confirming the presence or absence of pathogens in suspected
outbreaks.
The CPHL provides laboratory support for infectious disease research.
The CPHL liaises with the laboratory systems of national programmes
(HIV/AIDS, TB, malaria and leishmaniasis) to ensure coherence in
research and coordinated training of staff.
The CPHL acts as a trainng centre for provincial laboratories – including
those of hospitals.
CPHL sets, conducts and implements Internal and external QA and QC
system.
The CPHL acts to be self sustaining by seeking donor funding for its
activities and through community participation ( cost-recovery system for
only clinical laboratory diagnosis for those who can afford)
The CPHL provides information on its activities, through a centralised
database, to public health officials in the MoPH and its partners.
Acts as the implementer for WHO surveillance programs such as Acute
Flaccid Paralysis, Measles and Rotavirus etc…
Serves as the National Influenza Center laboratory, complete with capacity
for virus isolation and subtyping for seasonal influenza surveillance and
PCR capabilities for H5N1 detection.
