The National Statistical Commission (NSC) in its 33rd meeting held during 19th to 215t May 2010 decided that 68th Round of NSS would be devoted to repeating the quinquennial survey on Consumer Expenditure and EmploymentUnemployment with a provision in the employment schedule to measure employment under NREGA, with inclusion of aspects relating to time-use study proposed by the CSO in a sub-sample and adding a few questions in the Consumer Expenditure survey schedule to accommodate the request for a survey by the Department of AYUSH. 2. The NSC noted the following concerns with reference to the NSS. (1) (2) (3) The population estimates emanating from the NSS in the past have been gross underestimates. In this connection, the Reports of Bimal Roy Committee and of Shri S.K.Sinha, former Director General of the NSSO have been considered by the NSC and it was decided that the suggestions given in these reports need to be placed before the Working Group. The widening divergence over the years between the Private Final Consumption Expenditure (PFCE) in the National Accounts Statistics (NAS) and the consumption estimates emerging from the NSS has been a matter of great concern. The Report of Dr. Savita Sharma Committee on this issue and the suggestions given thereof need to be placed before the Working Group. The time-lag in bringing out results (reports and unit-level data) of the NSS need to be further brought down to a maximum period of one-year after completion of survey. 3. The NSC decided that a Working Group shall be constituted to assist it in laying down sam ling design, methodology and strategies to reduce nonsampling errors fc the 68th Round of NSS, duly considering the concerns and suggestions of the previous committees referred in para-2, to the extent feasible, keeping in view comparability and time-frame. The field work for the 68th Round shah be carried out during July 2011 to June 2012 and the results of the survey need to be placed in the public domain by June 2013. The Working Group would assist the NSC in the entire gamut of activities within this time frame. Composition 4. (1) Reviewing the past data on the subject and previous field experiences in data collection, particularly with reference to non-response/ luke-worm response at various levels of data collection including in respect of items in the data collection schedules, and identifying sampling and nonsampling errors (2) Based on the findings of the aforesaid review, preparing all the survey instruments relating to the 68th Round Survey, namely, the tabulation (3) (4) (5) (6) (7) plan, data collection schedules, manner of data collection including statutory data collection, sampling design, estimation procedure, examining the sampling frames and drawing of samples for survey, scrutiny & validation procedure, instruction manuals, submission of the methodological instruments to the NSC for approval, training of trainers, reviewing and monitoring the progress of the survey, processing and validation of data, preparation of draft survey reports, arrangements for their review, forwarding the reports to the Chairman of the NSC, reviewing the arrangements for dissemination, and conducting seminar on the results and experiences gained through the survey, Conducting pilot survey before finalizing schedules for data collection Preparing estimates for rates/ ratios as also aggregates for different socio-economic parameters using population projections and population estimates emerging from the survey Preparing an action plan and monitoring the progress as per the action plan and suggesting corrective steps, where necessary Obtaining consent of States/ UTs for participation in the survey, which shall be subject to their amenability to the discipline of the Working Group laid down in items (3) to (6) Furnishing all the survey instruments to NSC, as and when ready 6. The tenure of the Working Group will be till the completion of all the activities given in para-5. The Member-Secretary of the Working Group shall, with the approval of the Chairman of the Working Group, submit monthly 3 4 / T is progress reports to the NSC covering various aspects in the action plan. Secretarial assistance to the Working Group will be provided by the Survey Design and Research Division (SDRD) of the NSSO, Kolkata. With the approval of the Chief Statistician of India, the Working Group 7. may also enlist the assistance of subject matter experts within and/ or outside the Government and may co-opt them as members according to necessity. The expenditure on TA/ DA of the official members will be borne by their 8. respective Ministries/ Departments/ Organizations. The Chairman of the Working Group is entitled for a lump sum payment of Rs.1,00,000/- (Rupees one lakh only) and each of the other non-official Members would be entitled for a lump sum payment of Rs.90,000/- (Rupees ninety thousand only) towards honorarium and clerical assistance for the entire tenure of the Working Group, for attending meetings of the Working Group and for other work that they have to undertake in connection with this assignment on non-meeting days. The non-official Members shall not be entitled for any sitting fee for attending meetings of the Working Group. Fifty percent of the lump sum amount shall become due for payment to the non-official members on submission of the report of the Working Group on sampling design and other methodological instruments to NSC and completion of the training of trainers on survey methodology. The remaining fifty percent shall be paid to the non-official members on completion of tenure of the Working Group. The non-official members will be entitled to transport or transport charges 9. for local travel in discharge of the functions of the Working Group. The room rent and DA for outstation non-official members will be regulated in accordance with the instructions contained in the Ministry of Finance (Department of Expenditure) OM No. 19020/2/94/E.IV dated 10th August 1994 (copy enclosed). 10. The expenditure on conducting the meetings of the Working Group and on payments/ reimbursements made to the non-official Members will, under the relevant heads, be debitable to non-plan budget allocated to the NSC under the non-plan grant of the Ministry of Statistics & Programme Implementation (MOSPI). 11. No. 19020/1/84/E. IV dated the 23rd June. 1986. Consequent upon increase in room rents in Hotels over the years, representations have been received from different Ministries/Departments that outstation non-official members find it difficult to get a single room in a standard Hotel with Rs.300/-per day in metropolitan cities • 2. The matter has been considered in this Department and it has been decided that outstation, non-official meirders nominated on High Powered Committees/Commissions constituted by the Govt. of India will be Allowance in partial modification of the instructions allowed reimbursement of single room rent and Daily 986 as followS . contained in the O.M. of 2 3rd June,1.
