ORDER
Constitution of working Group for formulating methodology etc., for
the 71'`Round of NSS.
Subject:
The National Statistical Commission (NSC) in its 55th meeting held during 5' to
6th October 2012 decided that the 71" Round of NSS would be devoted to the subject of
Social Consumption comprising 'Health and Morbidity' and 'Education'. It was also
decided to cover the type studies in this round to meet the requirements (to update rates
and ratios used in compilation of National Accounts) of the CSO (NAD), for which
additional resources have to be provided to the NSSO by the MOSPI..
Composition
The NSC .decided that a Working Group shall be constituted to assist it in laying

down sampling design, methodology and strategies to reduce non-sampling errors for the
71st Round of NSS, keeping in view comparability and time-frame. The field work for the
71" Round shall be carried out during January to June 2014 and the results, the survey
need to be placed in the public domain latest by June 2015. The Working Group would
assist the NSC in the entire, gamut of activities within this time frame, The NSC
constitutes the Wnrk.ing Group to formulate the methodology etc., for the survey as under.

Terms of Reference

The NSC has laid down the terms of reference far the Working Group as under.
(1) Enlisting the requirement of estimates/ indicators/ tables to be generated out of the
survey
(2) Reviewing the past data in respect of the estimates/ indicators/ tables to be
generated and previous field :experiences in data collection, particularly with
reference to non-response/ luke-worm response at various levels of data collection
including in respect of items in the data collection schedules, and identifying
sampling and non-sampling Furors
(3) Based on the findings of the aforesaid reviews, preparing all the survey
instruments relating to the ?I'''. Round Survey, namely, the tabulation plan, data
collection schedules, manner of data collection, sampling design, estimation
procedure, examining the sampling frames and drawing of samples for survey,
scrutiny & validation procedure, instruction manuals, submission of the
methodological instrumei.;.s to the NSC for approval, training of trainers,
reviewing and monitoring the progress of the survey, procesSing and validation of
data, preparation of draft survey reports, referring the draft reports to experts,
forwarding the draft reporis.alorg with the views of:experts and the response of
NSSO to the Chairman of the NSC, releasing the reports cleared by the Chairman,
dissemination of reports and unit-level data to the public/ users, and conducting
seminar on the results and eeperiences gained through the survey.
(4) Conducting pilot survey before finalizing 'schedules for data collection
(5) Preparing estimates for rat;rts/ ratios as also aggregates • for different socioeconomic parameters using'• population projections .and population estimates
emerging from the survey
(6) Preparing an action Tian and monitoring the progress as per the action plan and
taking corrective steps where necessary
Obtaining
consent of States/ UTs for participation in the survey and meeting the

(8) Furnishing all the survey instruments to NSC, as and wheel ready
The tenure of the Working Group will be till the completion of all the activities

given in para-3. The Member-Secretary of the Working Group shall, with the approval of
the Chairman of the Working Group, submit monthly progress' reports to the NSC
covering various aspects in the action plan. Secretarial assistance to the Working Group
will be provided by the Survey Design and Research Division (SDRD) of the NSSO,
Kolkata.
With the approval of the Chief Statistician of India, the Working Group may also

enlist the assistance of subject matter experts within and/ or outside the Government and
may co-opt them as members according to necessity.
The expenditure on TA/ DA of the official .members will be borne by their

respective Ministries/ Departments/ Organizations.
The sitting fee and other claims in respect of Prof. Shibdas Bandyopadhyay,

SpeCial invitee will be regulated in accordance with the instructions contained in this
Office order no. l/2/2009-NSC (SB) dated 25th September, 2012. With regard to the other

non-official members in the Working Group, the entitlements are indicated in the
following paragraphs.
The Chairman of the Working Group is entitled for a lump sum payment of Rs.

50,000/- (Rupees fifty thousand Only) and each of the other non-official Members would
be entitled for a lump sum payment of Rs.45,000/- (Rupees forty five thousand only)
towards honorarium and clerical assistance for the entire tenure of the Working Group,
for attending meetings of the Working Group and for other work that they have to
undertake in connection with this assignment on non-meeting. days. The non-official

The non-official members will be entitled to transport or transport charges for.local
travel in discharge of the-functions of the Working Group. The non-official Members will
also:be eligible to travel by air in executive class (in Air India Flights) or by tail in airCOnditidned first class while undertaking tours in connection with the-work of theWorking
GrOtiP.'lhe room rent and DA for outstation non-official members will be regt*.r.d in
accordance with the instructions contained in the Ministry of Finance (Department of
Expenditure) OM No. 19020/2/94/E.IV dated 10th August 1994.
10. . The expenditure on conducting the imeetings of the Working Group and on
payments/ reimbursements to be made to the non-official Members will, under the relevant
heads, be debitable to non-plan budget allocated to the NSC under the non-plan grant of
the Ministry of Statistics & Programme Implementation (MOSPI).
11.
This issues with the concurrence of AS&FA. vide Dy. No. 1028 dated 11-12=2012.

In continuation of this Office Orders of even number dated 13th
December, 2012 and 13th March, 2013 on the above subject, the National
Statistical Commission, on the basis of a request received from NSSO(SDRD)
vide L. No. 41(71)/NSS/2012-SDRD(T) dated 10th May 2013 and decision taken
in the 1st Meeting of the Working Group of NSS 71st Round held on 29th April,
2013, has decided to co-opt the names of two Health Economists as Members
