announce new policy for Td vaccines
Currently, pharmacists may administer the publicly-funded tetanus
and diphtheria (Td) vaccine from the Provincial Vaccine Warehouse
(PVW) if the patient has a prescription from an authorized
practitioner. The vote on June 22, 2015, at the Special General
Meeting (see below), will add the tetanus and diphtheria (Td)
vaccine to Schedule 2 and thereby, the list of drugs that pharmacists
may administer via injection as part of the Provincial Immunization
Program without a prescription from an authorized practitioner.
On Thursday, May 28, 2015, the Council of the College of
Pharmacists of Manitoba sent a notice to members announcing the
Special General Meeting on Monday, June 22nd, 2015, at the Canad
Inns Destination Centre – Fort Garry, located at 1824 Pembina
Highway, Winnipeg, Manitoba, to discuss and vote on changes to
Schedule 2 and 3 of the regulations to the Pharmaceutical Act. For
details, please see the Special General Meeting Agenda. All
pharmacists who wish to attend the Special General Meeting on
Monday, June 22, 2015, are asked to contact Sarah Mann,
[email protected] at the College office to register, those failing to do
so may register on site.
This vote to change the regulations will only be made possible if the
College has quorum (5% of practicing members which is around 72
members) in attendance at the meeting. Therefore, all eligible
members are encouraged to attend the Special General Meeting on
Monday, June 22, 2015.
Please note, Manitobans at least 7 years of age are eligible for Td
vaccine every 10 years and it is important to verify a client's
immunization history, if they are not able to provide a record, before
administering any vaccine.

Pharmacies will be able to invoice Manitoba Health, Healthy Living
and Seniors (MHHLS) for any Td vaccine doses administered
after April 1, 2015, through the current invoicing process. The
invoice will be updated to include Td vaccine and will be available
through the MHHLS’ Immunization Program Manual for Immunization
Providers in Manitoba prior to the end of this quarter (June 30,
2015). Pharmacists are reminded to continue to report all
immunizations administered to MHHLS using the Monthly Inputting
Forms for Pharmacists (also located in the MHHLS’ Immunization
Program Manual).

Medical residents prescribing privileges
The Registration of Medical Practitioners Regulation was amended
May 4, 2015, to allow medical residents, who meet certain criteria,
expanded prescribing privileges. The new regulation will allow
medical residents on the Educational Register, who are in a
residency program, to apply to the College of Physicians and
Surgeons of Manitoba (CPSM) for approval to independently
prescribe certain narcotics, controlled drugs and targeted substances
without requiring a co-signature of the supervising medical
practitioner.
Although the regulation passed to allow this independent prescribing,
all Controlled Drugs and Substances Act (CDSA) medications
prescribed by medical residents on an outpatient basis will still
require a co-signature of the supervising medical practitioner, until
further notice. The CPSM is presently working with Manitoba Health
in consultation with the College of Pharmacists of Manitoba, to
develop a method to identify and acknowledge the independent
prescribing privileges of approved medical residents and develop a
process for DPIN entry.
As more information becomes available, the College of Pharmacists
of Manitoba will inform members of this change in the Friday Five
and the Prescribing Authority Table on the College of Pharmacists of
Manitoba website will be updated.
Important Health Canada advisories and newsletters
Pharmacists are reminded of their responsibility to subscribe to
Health Canada’s MedEffect e-Notice and InfoWatch newsletter in
order to receive and be informed of important health and safety
advisories including notices about drug recalls as they are issued by
Health Canada. By being informed of these important advisories in a
timely manner, pharmacists will be better able to respond quickly to
address patient inquiries and safety issues. The College website now
lists all MedEffects and InfoWatch newsletters under “Safety
Advisories” on the home page. Click here to subscribe to Health

The Pharmacy Examining Board of Canada (PEBC) has recently
added Winnipeg as a site for Part II (OSPE) of the September
Pharmacy Technician Qualifying Examination, in addition to Part I
(MCQ), for those working towards becoming a PEBC certified
pharmacy technician. The deadline for applications for the Winnipeg
site only for residents of Manitoba, has been extended from June 10,
2015 to July 17, 2015. Applicants can make their payment on-line
up until noon on June 10 th. After this time, applicants will need to
print the application form from the website, complete their
application manually and submit the appropriate payment (certified
cheque or money order) with their application, by mail or courier.

The PEBC website (www.pebc.ca) has detailed information about
application procedures, examination locations, examination costs
and what to expect when taking the examinations. All questions
about this information or regarding Certification with PEBC must be
