Driving Route
Power generated at the Muskrat Falls hydroelectric generating facility in Labrador will be delivered to homes and businesses by
the Labrador-Island Link, an 1,100 km High Voltage direct current (HVdc) transmission line from Muskrat Falls to Soldiers Pond. As
part of the project, shoreline electrodes, or grounding stations, will be constructed at L’Anse au Diable in Labrador and at Dowden’s
Point in Conception Bay South. These grounding stations allow the system to continue to supply electricity to customers in the
event the transmission system needs repair or maintenance.
The Dowden’s Point site will include:
•
A rectangular breakwater extending 80 m x 180 m along the shore.
•
Electrical equipment for the grounding station installed underground.
•
A wooden pole transmission line and fenced terminal structure connecting the grounding station at Dowden’s Point to the
converter station at Soldiers Pond, approximately 35 km west of St. John’s.
CONSTRUCTION ACTIVITIES
Construction at Dowden’s Point is scheduled to begin in April 2015 with mobilization, site preparation and upgrades to the access
road (through Lears Road). Once complete, the breakwater for the grounding station will be constructed. All construction activity
is expected to take approximately six months to complete.

During construction, large stones, materials and equipment required to construct the breakwater for the grounding station will
be trucked to the site through Seal Cove Road and Lears Road. Traffic is expected to be heaviest in May and June, as construction
of the breakwater for the grounding station is begins. Construction activities will be carried out from Monday to Friday, 7 a.m. to
7 p.m. HJ O’Connell Construction Ltd. is the contractor for this work.

SAFETY IS OUR PRIORITY

for residents and ensure construction activities are carried out safely in your community:
•
Access to Dowden’s Point will be restricted to authorized personnel until construction is complete.
•
The T’Railway at Dowden’s Point will be closed during construction. Trail users are asked to detour using an alternate route,
as indicated on trail signage near the site.
•
Signage will be clearly posted to mark speed limits and other safety precautions.
•
As a local contractor, HJ O’Connell Construction Ltd. and their workers are familiar with the area.
•
Public notices will be issued as required to advise the public about construction activities in the area.
•
A project representative will be on site at all times to ensure our commitment to safety is being met.
