STANDING RULES
OF THE NCDP 3rd DISTRICT CONVENTION
RULE 1. Chair. The District Chair shall have general direction of the meeting and shall be authorized
to take such action as is necessary to maintain order. The Chair, with the guidance of a Parliamentarian, shall
decide all questions of order, subject to an appeal by any member.
RULE 2. Suspension of Rules. Any standing rule may be suspended for a particular specified time and
purpose by a majority vote.
RULE 3. Open Meeting. The District Convention shall be open to all registered Democrats in the
District and any invited guests inclusive of race, sex, color, creed, national origin, religion, ethnic identity,
sexual orientation, economic status, philosophical persuasion or physical disability.
MOTIONS and DEBATE
RULE 4. Obtaining Recognition. When any Member is about to speak in debate, that Member shall rise
and await recognition by the Chair. The Chair shall inquire of the Member the purpose for which the Member
rises. If the Member’s purpose in rising is in order, the Chair will recognize the Member. Upon recognition,
the member shall state that Member's name and county or, where appropriate, that Member's position.
RULE 5. Limitations on Debate. No Member shall speak in debate more than twice on the same
question, or longer than three (3) minutes, without permission of the assembly granted by a majority vote
without debate.
RULE 6. Nominations. Nominations for any office or committee to be filled by the convention shall be
limited to the presentation of the name of the nominee to the convention. No debate or seconding speech shall
be permitted.
RULE 7. Censure. No remark of a personal nature reflecting negatively upon any delegate shall be in
order upon the floor unless preceded by a motion or resolution of censure.
RULE 8. Motions in writing. All motions shall be submitted in writing at the request of the chairman.
RESOLUTIONS
RULE 9. Resolutions in writing. All Resolutions shall be submitted in writing to the Chair, prior to
discussion of the proposed Resolution.
RULE 10. Resolutions submissions. Resolutions adopted by a 2015 County Convention are in order to
be heard. All other resolutions for consideration must have been submitted prior to May 1, 2015.
VOTING
RULE 11. Voting. Upon a roll call vote, each county will caucus and report, in writing, its raw vote of
those delegates present to the Presiding Officer or Chief Teller for tabulation and report to the convention.
RULE 12. Candidate Speeches. In any contested election for District Office, nominating speeches are
prohibited (Rule 6). Each candidate nominated, may speak or yield the floor for remarks on their behalf not to
exceed six (6) minutes.
Minutes for 2014 NCDP 3rd District Convention
May 17, 2014 – Cape Fear Community College, Wilmington NC
The meeting was called to order by Chair Chris Hardee at 1:06 pm.
The Chair started the meeting with a Welcome to the Delegates,
and an Appreciation to Wilmington as the Host City.
Vice Chair Cole Phelps led the delegates in the pledge of allegiance.
Chair Chris Hardee called for a Moment of Reflection.
Secretary, Liz Cox, called the roll of the delegations
Roll Call: Of the 22 counties in the District, 14 Counties elected Delegates to the Convention. 10
Counties were present with a total of 66 Delegates (Beaufort, Carteret, Craven, Dare, Jones, New
Hanover, Onslow, Pamlico, Pitt, Washington), and 4 Counties elected Delegates to the Convention but
none attended (Currituck, Hyde, Pasquotank, Perquimans).
While determining quorum, the Chair deviated from the printed agenda
and proceeded with Speakers that were on the Program.
Program Speakers:
Judge Mark Davis, North Carolina Court of Appeals, addressed the convention concerning his
campaign for reelection to the Court, and emphasized the importance of getting out the vote for all 5
Democrats judges on the November ballot for seats on the NC Court of Appeals and Supreme Court.
Casey Mann; NC Democratic Party Executive Director who was visiting was recognized by the Chair for
some brief remarks.
A video introduction of keynote speaker Marshall Adame, was played.
Marshall Adame, Democratic candidate for US Congress from the Third District of North Carolina,
delivered a rousing and inspiring keynote address. Delegates rose to give him a standing ovation.
Chair Chris Hardee thanked the candidates and resumed the convention business agenda.
Following discussion among the District Officers and others present, the Chair reported the Quorum
Count and declared that a quorum was present and business could be conducted. The Chair asked
approval of the declaration of quorum. With the exception of all but two of the Delegates (both from
New Hanover), quorum was approved.
The Convention approved the Agenda and Rules, on a motion by Pitt County, seconded by Dare
County. Motion passed unanimously. See Attachment A
Approval of the Minutes: A motion by Pamlico County and seconded by Carteret County to dispense
with complete reading of the minutes of the 2013 Convention was offered. There being no objection,
the motion passed unanimously. A motion to approve the 2013 Convention minutes as presented by
Carteret County and seconded by Dare County passed unanimously. See Attachment B
Treasurer’ Report: Treasurer Emily Scoppe, was unavoidably absent. Chair Chris Hardee presented the
Treasurer’s report. With no questions from the Delegates and there being no objection, the Chair
accepted the report for submission to audit. See Attachment C
Correspondence: Vice Chair Monica Gibbs read messages to the convention from State Party Chairman
Randy Voller, Senator Kay Hagan and Justices Robin Hudson, Cheri Beasley, Judges Sam J. Ervin, IV,
Mark Davis, and Lucy Inman.
The Program Speakers departed the Convention as the business session resumed.
Nominating Committee Report: Vice Chair Betsy Leech presented the nominating committee report
for the following offices:
Member of NCDP Credentials and Appeals Committee: Charles L. (Sonny) McLawhorn, Jr.
Member of the NCDP Resolutions and Platform Committee: Roberta Winton Penn
Member of NCDP Council of Review: Hughes (Buck) Leonard Wilde II
With no other nominations from the floor, Pitt County moved that nominations be closed, seconded by
Carteret County. Motion passed unanimously. Motion by Pitt County to elect the slate as presented,
seconded by Carteret County. Motion passed unanimously.
NCDP Update: Chair Chris Hardee brought the delegates up to date on developments at Democratic
Party Headquarters in Raleigh, including changes in staff, the new NCDP website and branding, the
NCDP Victory Fund Campaign and promoting the upcoming Jefferson Jackson Dinner. Executive
Director Casey Mann returned and added details on the J.J. Dinner.
Chair Chris Hardee introduced the NC General Assembly Election Plan for the District.
CD3 is in good shape and has at least 5 targeted winnable House or Senate seats.

auxiliaries and caucuses, including:

Resolutions: Chair Chris Hardee presented the delegates with 11 draft resolutions, including 10
provided with the convention materials and one properly added afterward and displayed on the
screen. Motion to waive complete reading by Pamlico County and second by Onslow County passed
unanimously. Following a brief presentation of the resolutions to the Delegates a motion to approve
Resolutions by Carteret County and seconded by Pamlico County passed unanimously.
Announcements: Chair Chris Hardee announced upcoming events, including the State Convention and
JJ Dinner June 7 in Raleigh, NCDP State Executive Committee Meeting tentatively August 16, NC Dem
Women’s Convention in New Bern Sept 19-21 and the Western Gala Oct 4. Delegates asked Chair
Hardee to continue planning for a 3rd District event in June. Buck Wilde announced an August Rally to
be sponsored by the Carteret County Young Dems.
Chairman’s Report: After passing the gavel to 1st Vice Chair Betsy Leech to preside, Chair Chris Hardee
informed the convention of the Petition to Remove State Chair Randy Voller. He went on to explain
the sustained personal attacks on him including questioning his residence within the 3rd District. He
provided complete evidence refuting the attacks. The delegates had no questions.
There being no further business, the Convention adjourned at 3:30 pm.

Dear Fellow Democrats,
Thank you for participating in your District Convention. I look forward to working with
you all to make sure our state and county parties are strong and prosperous. As we
prepare to elect congressional district officers, we must remember the importance of
having strong districts. The end result of this is a vibrant GOTV program which will
benefit all our candidates up and down the ticket. While 2014 was a disappointment to
many, a deeper look shows great opportunity for North Carolina. Despite a national
Republican wave, voters here turned out at a higher rate than the nation as a whole. We
were the only state in the South to add Democrats in the legislature. While Kay Hagan
lost, it was the closest contested U.S. Senate race. We should understand that we have a
base on which to rebuild.
To succeed, we need both activists and donors. Some people have more time to give,
others have more money. Both are equally important. Together, they provide the
ingredients of a vibrant party. But organizing is not enough. To win, we must let our
fellow North Carolinians know who we are and what we stand for.
We are the party which seeks the common good for all. Americans are created equal
regardless of the circumstance of their birth. And we believe that everyone should have
access to the tools of success. Those tools include a sound public education, fair wages,
and freedom from discrimination. We believe that our economy should reward hard work
just like it rewards smart investing. Finally, we believe that those North Carolinians who
are still suffering from the Great Recession deserve a hand up from those of us who
have survived and thrived.
Thank you for being here today. And thank you for all of the work that you have done
and will do in the future. Together, we can rebuild our party and make our voices
heard.

chairs include both an African-American nominee as well as a Young
Democrat; and no two nominees are from the same county.
