PROGRAM/DEPARTMENT SUMMARY:
On April 25, 2015, a devastating earthquake with a magnitude of 7.8 on the Richter Scale struck Nepal,
causing significant loss of life and injuries as well as extensive damage to infrastructure including roads,
markets, buildings and water systems. An estimated 8 million people have been directly affected by the
earthquake with a death toll reported over 6,000 and many more are injured and displaced. As a result,
Mercy Corps is launching a significant response in areas of shelter, food/non-food, water and sanitation
programming.
GENERAL POSITION SUMMARY:
The WASH Field Engineer will work closely with the local implementing partner/s and provide overall
coordination and monitoring to the relevant programmatic activities. The WASH Field Engineer will
maintain impartiality and neutrality in dealing with all stakeholders. He/she will be available for
consultation and technical support to the implementing partner/s in the course of planning and
implementation of program activities in the respective which aim to increase access to safe water and
sanitation services/facilities to the earthquake affected communities in the target areas. Acting as Mercy
Corps’ representative on WASH technical issues, the Field Engineer will closely coordinate with relevant
government agencies and UN/NGO forums.
ESSENTIAL JOB FUNCTIONS:
1. Work closely with staff of local implementing partner/s during identification, assessment and
selection of target VDCs for implementation.
2. Provide technical support and advice, as required, to Mercy Corps’ local implementing partner/s
engaged in the implementation of water and sanitation interventions.
3. Under the guidance of WASH Program Manager coordinate field activities with relevant Divisional
Water and Sanitation Offices, Water and Sanitation User Committees, and relevant municipalities.
4. Support in carrying out community mobilization and hygiene promotion sessions among the target
communities, implemented by Mercy Corps local partners.
5. Conduct WASH facilities assessment to determine scope of work, resource requirement and
estimated cost.
6. Provide support including on-the-job training, supervision and monitoring of program staff.
7. Monitor the WASH project progress as per Mercy Corps regulations and standards.
8. Prepare bi-monthly field reports to be submitted to WASH Program Manager;
9. Support in facilitating agency and donor monitoring visits;
10. Support in establishing and maintaining proper project documentation and records, including but not
limited to: needs assessments questionnaires, monitoring questionnaires, certificates of vouchers
receipts, consolidated list of beneficiaries, photos etc.
11. Conduct himself/herself both professionally and personally in such a manner as to bring credit to
Mercy Corps and to not jeopardize its humanitarian mission.
12. Other duties as assigned by the supervisor.

ACCOUNTABILITY
REPORTS DIRECTLY TO: WASH Program Manager and District Coordinator
WORKS DIRECTLY WITH: Local Implementing Partner/s, all mercy Corps departments and
staff, relevant Government department/s, and local Authorities and partners.
KNOWLEDGE AND EXPERIENCE:
 Minimum of 3 to 5 years’ work experience working directly for an NGO or relevant organization in
Nepal
 Bachelor’s Degree in a Civil Engineering, water and sanitation engineering or any relevant field
required.
 Work experience with local implementing partners would be an asset
 Familiarity with the issues of urban and village water systems and networks,
 Understanding of appropriate technologies & experience of working on different approaches for
excreta disposal, solid waste management and drainage disposal.
 Demonstrate good expertise in emergency response program management
 Commitment to local capacity building and the ability to engage local stakeholders in project design
and implementation.
 Demonstrated capacity to collaborate closely with INGOs and national NGOs and CBOs.
 Good organizational and basic project management skills
 Experience working with IDP or other vulnerable population required, implementing a WASH
project and conducting training is preferred.
 Proven understanding of Do No Harm principles and methodology with applied experience
implementing projects with/for women and girls.
 The applicants should have good written and verbal English and Nepali skills.
 Must be computer-literate, particularly in programs such as MS Word and MS Excel. Strong
organizational and collaboration skills required, with the ability to work independently and be selfdirected, as necessary.
 Must work well as a member of a team, with willingness to travel to other program areas in Nepal if
required.

while maintaining a sense of humor.
