PROGRAM/DEPARTMENT SUMMARY:
On April 25, 2015, a devastating earthquake with a magnitude of 7.8 on the Richter Scale struck Nepal, causing
significant loss of life and injuries as well as extensive damage to infrastructure including roads, markets, buildings and
water systems. An estimated 8 million people have been directly affected by the earthquake with a death toll reported
over 6,000 and many more are injured and displaced. As a result, Mercy Corps is launching a significant response in
areas of shelter, food/non-food, water and sanitation programming. Mercy Corps will provide humanitarian relief
activities based in identified districts.
GENERAL POSITION SUMMARY:
The District Coordinator will be directly responsible for implementation and monitoring of the project activities in the
designated locations/clusters. In the process, S/he will be required to work closely with project partners and relevant
stakeholders in order to ensure that the expected results are achieved effectively and on time. The District Coordinator
will also be responsible for meeting reporting requirements and adhering to deadlines and serve as Mercy Corps’
primary liaison at the district level. The position will closely work with the project team and report to the Program
Manager. S/he will also be directly responsible for partnership management (Local NGO) and responsible for
beneficiary training and capacity building; technical support for the implementation of project activities.
SPECIFIC JOB FUNCTIONS:









Identify partners’ capacity building and organizational needs, essential for implementation of project.
Support Project Managers to organize district, VDC and community level events/workshops/trainings.
Provide technical support to implementing partner staff to assist them in carrying out as successful
humanitarian activities.
Work closely with M&E officer to generate and collect required information and data in the process of
measuring results.
Participate and support implementing partners to prepare monthly/quarterly plan.
Coordinate and collaborate with VDC and communities to achieve the overall goal of community resilience
through coordinated planning of resources.
Facilitate the process to increase access of vulnerable communities to resources allocated by different
government and non government agencies to implement community plans.
Ensure that MC operational policies and procedures are followed, while ensuring downward and upward
project efficiency, transparency and accountability.
Manage good relationships with project stakeholders, including government and non-government officials,
community institutions.


WORKS CLOSELY WITH: Program Managers, Monitoring and Evaluation Officer, Operations, Finance
teams.
KNOWLEDGE AND EXPERIENCE:











A bachelor degree in marketing, statistics, development, public relations, or related field;
Experience of working rural community through community based approaches in Disaster Risk Reduction,
Livelihood & Economic Development;
5+ years of project management experience;
Experience of working with local NGOs and partnership management;
Strong team coordination, listening, and consensus building skills;
Strong report writing and budgeting skills;
Strong training development and facilitation skills;
Strong computer skills in MS Office programs;
Excellent oral and written English skills;
Sound judgment skill within agreed processes using a good understanding of the operating environment,
project team and partners;
Negotiation, networking, coordination and representation skills with key local actors

The successful District Coordinator will recognize that Mercy Corps’ ability to function safely and successfully in
Nepal depends on the ability of staff to understand the context in which programs operate. S/He will apply a strong
combination of team leadership, program development and implementation skills and will be able to maintain a
sense of humor in stressful conditions. S/he will have an excellent understanding of emergency and transitional
issues and programmatic approaches and will be able to work across a wide range of stakeholders, working with
local community members, governmental authorities, NGO partners, and donors. S/he will bring a positive approach

that is confident and clear, yet diplomatic, enabling him/her to forge positive working relationships with donors and
other stakeholders. Finally, the successful District Coordinator will work well under pressure in a fluid operating
and security environment
