Rawene Community 1 NGA PANUI O TENewsletter ROOPU HUIHUI O RAWENE 23 APRIL 2015 RAWENE COMMUNITY NEWSLETTER “Action over drift, engagement over withdrawal, deliberation and debate over silence and denial” Rawene reservoir “in an area of instability” The Far North District Council has confirmed that the Rawene water reservoir is located on unstable ground. Jacqui Robson, the Council’s General Manager Infrastructure and Asset Management, says this isn’t currently affecting the water system, but there is a risk that it will do so sometime in the future. She says: “A consultant’s report received in January 2009 concluded that the reservoir is constructed within an area of natural instability. There is evidence of relatively recent land slipping close to the reservoir on two sides. In recent years, a house below the reservoir had to be removed due to land slippage. “The land immediately under the reservoir hasn’t moved and is currently stable. The issue we have is that a critical community asset is located in a general area of ground instability, and recent instability has occurred very near it. While the reservoir isn’t currently affected by land movement, there is a risk of land instability affecting it sometime in the future. While we don’t believe the instability is a risk to public safety, it might impact on the security of water supply.” This information obviously has some bearing on the choices Omanaia and Rawene are being asked to make in the Council’s draft Long Term Plan for 2015-‐25, yet it was not included in the explanation of why we have to consider future options. The draft plan says: “ The Council supplies about 50 households (about 125 people) and a marae in the Omanaia area with untreated water from Petaka Stream. This puts these people at a higher risk of contracting water-‐ borne diseases. Consequently, the people who receive this water have been asking the Council for a long time to install treatment and reticulation equipment so it is able to provide them with potable water. Meanwhile, the Council's treated Rawene water supply has limited water storage facilities, making the supply vulnerable to water shortages caused by drought, treatment plant failure or a mains break.” Rawene Storage Tank Omanaia Waima NZ Topographic Maps: http://www.topomap.co.nz The draft LTP outlines four options for the future of the potable water supply, all of which include building a new reservoir and/ or storage tanks. Two specifically require the existing treatment plant at Rawene to be decommissioned, one suggests replacing it with a new treatment plant near the Petaka Stream source, and the fourth suggests the existing treatment plant would remain and a new reservoir would be built, without saying where. It also has four options for increasing the “drought resilience” of the supply: all of these include building new storage tanks. Investigation and Capital costs are specified, but there is no attempt to identify separate costs for treatment plants and storage tanks. As usual, she is trumpeting the success of the Government’s programme to reduce the number of people on benefits.
