We look forward to an exciting 2015, and wish you
the same. We are pleased to announce the pending
renovation and sale of a recently renovated singlefamily home on Osgood Street. In 2015, NHSNB,
Inc., will create 4 units of affordable housing on Beaver Street. Please save the date for our Third Annual
Housing Fair that will take place on Saturday,
June 6, 2015 from 10 a.m. to 2 p.m. at a location to
be announced. We will add new features and new
partners this year. As usual, we will have fun activities for the whole family. Our goal is to inform people in Central Connecticut about how to own, rent
and improve a home, or to find help with foreclosure
if needed. We are pleased to welcome two new staff,
Miguel Matos and Pat Wallace, profiled on page 3.

Where to Find the Money to Buy a Home



New Britain residents that meet income requirements, and
want to buy a 1-4 family home can borrow a percentage of
the down payment funds through the City’s Home Ownership Program (HOP). After purchase, if you live in your
home for 15 years, the loan is forgiven. Call NHSNB, Inc.
for a confidential conversation with a certified counselor:

The CT Housing Finance Authority offers Downpayment
Assistance Program loans (DAP). DAP loans can be used in
conjunction with CHFA home loans. An eligible borrower
must show his or her ability to repay the primary mortgage
and the DAP loan in order to qualify for assistance under
this program.
Ask your lender for information, or call
CHFA at (860) 571-3502.
SmartMove Homeownership Program
The SmartMove Homeownership Fund is a program of the
non-profit Housing Development Fund, based in Stamford,
CT. SmartMove enables homebuyers to purchase homes in
Connecticut by providing down payment assistance. For
qualified borrowers, SmartMove provides low-interest
(3%, APR = 3.42% to 4.74%) 20-year second mortgages
of up to 20% of the purchase price. Smar tMove bor r owers do not have to pay for mortgage insurance, and also benefit from lower mortgage payments. Borrowers can put
down as little as 1% of the purchase price towards the purchase of their home. There is a $750-$2,500 service fee for
SmartMove borrowers. This fee is not included in the loan
amount, and will be added to closing costs. In order to be
approved for a SmartMove loan, you will have to get
your first mortgage from a participating bank.

openings in our rental housing, about how we help people
facing foreclosure, and about classes for people who want
to buy or maintain a home, or about how to be a landlord.

Goodwin Tech Serves the Community
You can inquire about whether supervised Goodwin Tech construction trades (carpentry, plumbing, HVAC and electrical) students could help you with a project that you have in mind. Go to
their website and look for “Our Best Kept Secret” and click on

The CT Housing Investment Fund (CHIF) has a thirty-five year-old Energy Conservation Loan Program
(ECL) that can help those who own 1-4 family homes with a variety of energy
conservation measures. The interest rate on the loans can be as low as 0% up to 6%. The funds that
CHIF uses come from the State of CT and from the State’s utility companies. A second program, the
Multifamily Energy Conservation Loan Program (MCL) can be used for larger properties by owners
who develop and rent housing as a business. How could these loans be used?
Automatic Set-Back thermostats, Caulking and Weather stripping, Insulation, Replacement Central Air Conditioning Systems, Replacement Heating Systems, Replacement Heat Pumps, Replacement Hot Water Heaters, Replacement Roofs, Replacement Windows
and Doors, Siding, Solar Systems and Passive Solar Additions.
If you own your home, the ECL could be for you. If you are a landlord of a building of 5 or more units, the MCL could
help you upgrade your property. If you are a tenant, wanting improvements, let your landlord know of the program.

Patricia Wallace is a social
worker with a long history of
program development, advocacy, community development, grant-making and grant

cities and suburbs. Most recently she directed Elderly Services for the City of New
Haven. She will raise funds and assist
NHSNB, Inc., with neighborhood work.
Miguel Matos Will Serve
as Rehab Specialist
Miguel Matos has a varied background in real
estate, banking and government service. He has
worked as a for-profit
entrepreneur, and for Fannie Mae. Most
recently he was Assistant Chief Administrative Officer for the City of Hartford.
He will be responsible for real estate
operations. He will work on singlefamily rehabs and multi-family development and management.
