National Youth Regatta 2015 To be held at Rutland Sailing Club from 27th to 31st July NOTICE OF RACE 1. INTRODUCTION On behalf of the National School Sailing Association (NSSA), Leicestershire and Rutland Youth Sailing Association is hosting the NSSA National Youth Regatta and invites all NSSA members to participate in the regatta to be held at Rutland Sailing Club. The Organising Authority will be Rutland Sailing Club in conjunction with Leicestershire and Rutland Youth Sailing Association (LRYSA). 2. 2.1 RULES & ADVERTISING Racing will be governed by the Racing Rules of Sailing. Any changes to racing rules will be appear in full in the sailing instructions. NSSA implement the RYA Racing Charter and competitors will be expected to sail in compliance with the Charter. The Exoneration Penalty and the Advisory Hearing and RYA Arbitration of the RYA Rules Disputes Procedures will be available. Decisions from RYA Arbitration can be referred to a protest committee but cannot be reopened or appealed. Team Managers are responsible for the control and conduct of the member(s) of their team at all times, ensuring that this Notice of Race, along with the Sailing Instructions are clearly understood by all competitors. Competitors automatically grant the Organising Authority/NSSA without payment the right in perpetuity to make, use and show any motion pictures, still pictures and live, taped or filmed television of, or relating to, the Regatta, unless otherwise advised in writing prior to the Regatta. Boats will be required to display advertising and/or bow stickers if supplied by the organizing authority. 2.2 2.3 2.4 2.5 3. 3.1 3.2 3.3 ELIGIBILITY The Regatta is open to any competitor who is aged 18 or under on the 31st August in the year of the event and is a member of the National School Sailing Association, either individually or through a member organisation. Overseas entrants must be members of equivalent National organisations. The Regatta is open to centreboard dinghies and multi-hulls that are eligible for inclusion within the RYA Portsmouth Yardstick scheme, or at the discretion of the Organising Authority. Racing will take place in the following fleets: Single Class racing - 1Topper fleet, Laser Standard fleet and Laser Radial. General Handicap racing - 2Fast fleet, 2Slow fleet and 3Rookie fleet. 1 Topper competitors may compete using either the 5.2 or 4.2 sail but competitors must declare at registration if they intend to use a 4.2 sail. Inter-changing sails between the 5.2 and 4.2 during the event will not be permitted. 2 A class of more than ten boats may be given separate fleet racing and starts. Course areas for such classes will be determined when entries have been received. 3 There will be a separate course area and racing schedule for competitors in their first year of racing who have never raced outside their own club, with the exception of the rookie event at the NSSA Inland Championships. Classes will be restricted to a PY of 1200 or higher and spinnakers or gennakers may not be used (three sail PYs will be adjusted). Entries for the Rookie fleet may be scaled down if the number and range of boats exceed the safe control of racing areas and resources available and competitors may be moved to the main fleet by mutual agreement. NSSA NYR NoR Rutland 2015.doc Page 1 April 2015 4 4.1 4.2 4.3 4.4 4.5 4.6 SPECIAL TEAM TROPHIES & PRIZES Member organisations consisting of six or more eligible boats will constitute an eligible team and may submit team entries for the Mount Haes Trophy and Single-Handed Trophy. Eligible teams will be entered for the team trophy automatically. (Eligible boats are defined as crewed by competitors who are bona fide members of that organisation.) THE MOUNT HAES TROPHY will be sailed in boats provided by the Organising Authority. The general format will be short course racing on a Qualification and Final basis; full details and the class of boats to be used will be included in the Sailing Instructions. The entry will be limited to 36 entries and teams with at least 6 eligible boats competing in the fleet racing series are allowed to enter as follows. (a) Every eligible team is allowed 1 entry (b) Teams with 10 or more eligible boats are allowed 2 entries (c) Teams with 20 or more eligible boats are allowed 3 entries. (d) Additional places or if places are still available after (b) and (c), teams with less than six boats may be offered a place, at the discretion of the NSSA Sailing Committee / Organizing Authority. THE SINGLE-HANDED TROPHY will be sailed in Toppers provided by the teams for their competitors and all eligible teams will be entitled to at least two entries. A team of 10 or more eligible boats will be entitled to 3 entries, a team of 20 or more eligible boats will be entitled to 4 entries and so on. THE TEAM TROPHY will be awarded the team with the best six regatta results from eligible boats. THE ALL-COMERS RACE will be open to competitors not competing in the Mount Haes & SingleHanded Trophy races and team & regatta supporters There will be trophies & prizes for each fleet in the overall fleet racing regatta. Classes with ten or more entries in the Handicap and Rookie fleets will be awarded class prizes 5 5.1 REGATTA ENTRIES Entry fees for the regatta will be £100 for single-handed boats and £140 for double-handed boats. If payment is received by 01 June 2015 entry fees will be discounted to £90 for single-handed boats & £120 for double-handed boats. 5.2 Team Managers are responsible for submitting an entry on behalf of their team. The Team Entry Form (in Excel spread sheet format) can be downloaded from the NSSA web site www.nssa.org.uk or by email from [email protected] The completed entry form and fees must be received no later than 01 July 2015. If competitor names are not available when paying entry fees, full competitor details may be submitted by 10 July. Confirmation of entries will be sent on receipt of payment. 5.3 Team Managers must confirm entry details at Registration which will take place on the Sunday before racing from 11:00hrs to 17:00hrs. A completed Parent/Guardian Declaration Form for each competitor must be completed and presented at Registration. NSSA NYR NoR Rutland 2015.doc Page 2 April 2015 6.2 There will be a single start for each fleet and racing will include back-to-back races 6.3 There will be a briefing for all competitors and Team Managers at 19:30 on Sunday at the campsite at Rutland Agricultural Showground. A briefing will be held on Monday, Tuesday, Thursday & Friday for all competitors at 09:45hrs from the balcony, to explain the courses to be sailed, times of racing etc. This time may be varied by posting a notice on the official notice board by 19:00hrs the previous evening. Additional briefings will be given for the Rookie Fleet. The prize-giving ceremony will take place at Rutland Agricultural Showground at 19:00hrs on the Friday. 6.4 7 7.1 MEASUREMENTS Measurement Certificates will not be required but all boats must conform to the spirit of their class rules. Boats gaining an advantage from non-compliance may be penalised by the Protest Committee. 8 8.1 8.2 SAILING INSTRUCTIONS AND BRIEFINGS Sailing Instructions will be available at Registration and in advance on the NSSA web site. All boats visiting Rutland Water must help prevent the spread of non-native species through complying with the Clean, Check, Dry process before arrival. Further information is available on the Rutland Sailing Club website: www.rutlandsc.co.uk. 9 9.1 9.2 RACE AREAS AND COURSES Racing will take place on the Southern and Eastern Arms of Rutland Water. Senior fleets will sail on trapezoidal courses. The Rookie fleet will sail from a selection of triangular, windward/leeward or trapezoidal courses 10 SCORING 10.1 One race is required to be completed to constitute a series. 10.2 When fewer than six races have been completed, a boat’s series score will be the total of her race scores. When from six to eight races have been completed, a boat’s score will be the total of her race scores excluding her worst score. When nine or more races have been completed, a boat’s score will be the total of her race scores excluding her two worst scores 10.3 Results for handicap fleets will be based on average lap times and Portsmouth Numbers will be those published in the current issue of YR2. Rookie fleet (see 3.3) or new classes may be given a ‘trial’ handicap and may be subject to revision during the event. 11 COACH AND SUPPORT BOATS Coach and support boats will not be permitted. 12 SAFETY 12.1 All competitors must wear adequate (closed cell foam) personal buoyancy at all times when afloat. Wet suits and dry suits do not constitute adequate personal buoyancy. This changes Rule 40. 12.2 All boats are advised to carry an adequate painter (for towing) at all times when afloat. 13 RISK STATEMENT Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone” Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss to the extent caused by their own NSSA NYR NoR Rutland 2015.doc Page 3 April 2015 actions or omissions; d) Their boat is in good order, equipped to sail in the event and they are fit to participate; e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. In the event that the race committee conducts an inspection of a boat, this does not reduce the responsibilities of the competitor set out in this Notice of Race Team managers shall ensure that skippers, crews and their parents or guardians are fully aware and conscious of this risk statement and the actual and potential risks including drowning, hypothermia and other physical injuries including head injuries. 14 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £2,000,000 per incident or equivalent. 15 FURTHER INFORMATION For further information please contact Becky Sharpe – [email protected] NSSA NYR NoR Rutland 2015.doc Page 4 April 2015
