The primary objective of the study is the development of a National Transport Master Plan to guide the
sustainable development of an integrated multi modal transport sector over the period 2017 to 2037. The
study will identify requirements for the sector in terms of the transport provision required for freight and
passenger services under each mode and necessary inter-modal transfer facilities. This will include a prioritized
time bound plan for institutional (organizational, policy and regulatory) reform and capacity building in all subsectors. Detailed master plans for each sub-sector to meet the requirements will be developed working with
the respective agencies and organisations.
Qualifications and skills
 Master's degree or equivalent qualification
General professional experience
 Minimum 10 years of professional experience in the transport sector.
 The team should cover the following:
o Transport Demand Modelling
o Multi-modal Transport Planning
o Transport Logistics
o Rail Transport and Infrastructure
o Marine Transport and Infrastructure
o Road Transport and Infrastructure
o Transport sector policy formulation and analysis, for all modes in the study;
o Regulation and institutional reform in the transport sector;
o Public transport planning and operations;
o Public-Private Partnerships for financing, construction, operation and maintenance of primary roads
and urban transport infrastructure;
o Transport economics and economic analysis;
o Construction costs
o Business planning
o Tax planning
o Environmental and social safeguards;
o Financial analysis;
o Identification of funding resources
o Experience in reviewing and drafting transport sector legislation and regulation.
Specific professional experience
 Experience in Malawi is an asset.
