Speaker Bios - Ohio AIDS Coalition

Andrea Boxill is the Deputy Director of the Governor’s Opiate Action Team, GCOAT. In this position, Ms.
Boxill monitors service delivery, assists in writing policy, interprets federal and state laws and
regulations to ensure compliance. Ms. Boxill has worked in the Franklin County mental health system for
over 18 years, most recently as the Specialized Docket Coordinator for Franklin County Municipal Court.
She has extensive experience in boundary spanning between social services and the legal system. Ms.
Boxill has developed mental health and alcohol and other drug groups, facilitated discussions and
trainings regarding intersystem collaboration, and is one of the Fellows in the John Glenn Leadership
2000+ Institute. Ms. Boxill is a former member of the Social Psychology Network and the American
Mental Health Counselors Association and holds a B.A. in American Studies and a M.A. in Counseling.
Daniel Raymond is the Policy Director for the Harm Reduction Coalition and has worked in the field of
harm reduction for nearly two decades. His extensive experience spans direct service in syringe access
to advocacy for drug user health and Hepatitis C treatment access. Currently, Mr. Raymond works in
collaboration with a broad range of local, state, and national coalitions and advocacy groups to ensure
syringe access expansion, the advancement of viral hepatitis treatments, and the effectiveness of HIV
prevention and care programming through sound public health policy. He serves on the steering
committee of the National Viral Hepatitis Roundtable and has authored articles and numerous report
and resources for a national community of providers. Mr. Raymond is a frequent speaker on issues
involving drug user health, policy, harm reduction, and innovations in Hepatitis C and HIV prevention
and treatment.
Megan Hatta is the former Program Manager of Project DAWN in Cuyahoga County and Outreach Nurse
for the Free Clinic of Greater Cleveland. During this time she led client training and Naloxone kit
distribution sessions and provided overdose education lectures to community groups, treatment
facilities, medical staff, and legislators. Ms. Hatta also has extensive experience in HIV and hepatitis C
testing and counseling and wound care for people who inject drugs. She also has direct patient
experience from working as an Advanced Clinical Nurse. Ms. Hatta currently resides in Columbus, where
she enjoys running and traveling. She holds a BS in Exercise Physiology from Bowling Green State
University and has been a Registered Nurse since 2002.
Adam Reilly has worked with the HIV positive community and HIV prevention in Cincinnati for six years.
During this time he has provided testing and counseling services along with, one-on-one and group work
with those living with HIV/AIDS. He has also spearheaded local syringe exchange efforts to better serve
the under-served injection drug use community. He has worked directly with the Ohio Department of
Health, The Health Foundation of Greater Cincinnati, and University of Cincinnati Medical
Center/College of Medicine, Harm Reduction Coalition, AIDS United, and the CDC to bring new and
innovative prevention programs to Cincinnati. He was voted “Advocate of the year” in Citybeat’s Best of
the City issue in 2011, received the Oscar Armstrong award from Public Allies in 2013, and The Cincinnati
Exchange Project was awarded the 2015 Health Care Heroes award from the Cincinnati Business Courier.
He holds a Bachelor degree in History from the University of Cincinnati.
Officer Angela Vance was born and raised in Cincinnati, Ohio. She graduated from Mariemont High
School prior to joining the Air Force in 1987 where she was a Law Enforcement Specialist. In 1990
Angela joined the Cincinnati Police Department where she is currently employed as one of Cincinnati's
finest police women. She was an active member of the SWAT team for 13 years. Throughout her career
she's been assigned to various units including the Firearms Training Unit and the Police Academy. Her
days at the target range consisted of instructing new and current officers how to handle and use various
firearms safely and precisely. While at the Police Academy her role was a Training Instructor. She spent
numerous hours weekly teaching police recruits physical fitness, defensive tactics, defensive driving and
crisis intervention. She also instructed boot camps and planned and organized fitness and tactical
programs for sworn officers. Her new role in the department is the LGBT Liaison for the City of Cincinnati
and its citizens.
JAC Stringer, MSW, LSW is a trans-genderqueer femme, (dis)abled, Two-Spirit, Cherokee-white radical
activist and artist from Cincinnati, Ohio. He is internationally known for his work surrounding trans
community building, trans/queer artistry, and LGBTQPIA youth empowerment. He is a leading voice in
genderqueer identity politics, non-traditional trans group work, and combating gender pathologization.
JAC is the founder of Heartland Trans Wellness Group, multiple “Trans Community Group” programs in
the Midwest, and several other trans community focused activist and artistic initiatives. JAC is a life-long
dancer, poet, musician, and rabble-rouser dedicated to supporting trans empowerment through
education, art, and many other forms of revolution.

Dr. Joan Papp, MD FACEP is an Assistant Professor in the Department of Emergency Medicine at
MetroHealth Medical Center and the Medical Director for the MetroHealth Cuyahoga County
Project DAWN program.
Detective Greg Mehling is a detective with the Lorain County Sheriff’s Office Drug Task Force,
law enforcement liaison for the Narcan program in Lorain County, Vice President of the National
Association of Drug Diversion Investigators and the 2013 recipient of their Investigator of the
Year award.
Colleen Smith, MSA, LSW, LICDC-CS is the Director of Substance Abuse Services at Samaritan
Behavioral Health in Dayton where she manages the Project DAWN program in Montgomery
County.
Dr. Judith Feinberg, MD is the Associate Chair for Faculty Development and Professor of Clinical
Medicine at the University of Cincinnati College of Medicine and Medical Director of the
Cincinnati Exchange Project.
Libby Harrison is an individual with personal experience with naloxone.
Amy is an individual with personal experience with naloxone.
Jennifer Biddinger, M.S. has worked for the Office of the Attorney General since November 2011
as the Drug Abuse Awareness Outreach Program Coordinator.
