Let’s not forget, though, that only three or four years ago, we woke up to snow on Easter Day, so perhaps there is still time. There have been some very threatening cloud formations which disappeared as quickly as they came. One I saw looked like a huge tsunami of a wall of dark water topped by a white crest - a really awesome sight. Meanwhile, instead of the whiteness falling on us from above, there is another sort coming up through the soil, blanketing the ground in the woods and copses as well as along the roadside. Yes, it’s the return of the Snowdrops, no less impressive than snow but with the added convenience that when they are over they do not leave behind messy slush! I recently read the life story of Johnny Johnson, the Last British Dambuster. He is not very complimentary towards Lincolnshire, due to a rather harsh upbringing on a farm in south of the county in the 1920s, when life was far from easy. However, it is interesting to read of his time in Scampton, Ingham and Hemswell and Woodhall Spa during his training for the 1943 raid and how, having left the RAF in his early forties as a Squadron Leader, he started a new career in education. Now in his nineties he leads an active life speaking of his experiences and occasionally comes back to our area. I have repeated the Grant Aid Criteria on Page 39 of this issue as a reminder that the deadline for receipt of applications by me is 31st March, for consideration by the committee in April. As I mentioned last month, applications received after that date cannot be considered. There are some interesting local events coming up in the next few weeks such as the regular ones like the Ingham Art Show and Dunholme Lodge Open Gardens which are covered in this issue, but this year there is a new one: the production of Godspell which will be performed in several venues in the Springline Parish featuring local performers under the direction of Sue Hodge. Details are in the advertisement opposite. I am sure that other events will be held throughout the year, which will not only be interesting and entertaining but should help to foster community spirit in the six villages covered by the magazine. Police Report: PCSO McFaul introduced a volunteer PCSO. There was discussion about the policing of parking on yellow lines and it was noted that the PCSO can request for a traffic warden to visit the village if there was a problem. With respect to parking in the correct direction on a road then it was pointed out that the PCSO would only intervene if the car was in a dangerous position. An offender who lit fires in the village during the summer has been apprehended. Clerk’s Report on matters outstanding: Footpath outside 5 High Street – it is not a priority to patch this year; The subsiding roadside on Stow Lane – Highways will continue to monitor the carriageway; Footpath outside the Village Hall – A contractor has been selected. The Village Hall Committee, School and Little Acorns have all kindly offered significant contributions toward the cost, subject to grant funding; Bus Stop sign, Lincoln Road – Installation of new bus stop signs has been completed at the Surgery but is awaited at Churchfield; Tree on Grange Lane – Northern Power will cut the tree back; Anglian Water reports – The Parish Council will monitor the dyke over the coming months; Grange Lane hedge – LCC Highways have not got the budget to complete the work during this financial year; Youth Shelter – discussed in a later agenda item; County Councillor Kinch complaint – a complaint letter has been sent to Gainsborough Constituency Conservative Association. A response is awaited; Double yellow lines on Lincoln Road – A further letter has been sent to County Councillor Kinch with no response to date; Tennis Court Post – The bus company responsible for the damage are arranging a replacement; Online Banking – This was discussed in a later agenda item; Stow Lane Give Way Signs/ Trees –trees have been cut back on the approach to Crossways junction and Give Way signs cleaned. A weight limit sign for the road is being ordered to replace an existing illegible sign; West End trees interfering with power lines – the Clerk has asked Highways to cut the trees back; Wooden fence around the dyke in The Hollow – the fence has been replaced. The Clerk has been asked to settle the bill as soon as possible; Passive speed signs – the signs have been received and will be erected soon; Pot Holes on Lincoln Road – Pot Holes at the entry to The Avenue and Sidney Chase have been reported to Highways for repair; Broken Drain cover - A broken drain cover at the junction of Lincoln Road and Stow Lane has been reported to Highways; Highways have completed the resurface of parts of the High Street. Line marking will take place in due course; Stow Lane Scrap Yard Fire – The Environment Agency looking at the legality of the event and are awaiting responses from those involved. WLDC are considering the hazard from the smoke toward parishioners. Their conclusions will be sent to the Parish Council when finalised; Lincoln Road Verge (opposite High Street) Highways have been notified that Lincolnshire Driveways caused the verge to be cut up by their vehicles and will pursue this with them; A parishioner reported that a dog poo bin was overflowing on Lincoln Road over the Christmas period. Whilst the parishioner reported this to WLDC and it was resolved, the Clerk will contact WLDC also to try to ensure this doesn’t reoccur. Ingham Practice Patient Group ... helping to promote a better experience for every patient INGHAM PRACTICE PATIENT GROUP NEWS – SPRING 2015 Once again the annual Patient Survey has generated an outstanding result of 98% satisfaction. There were a number of useful comments and observations made which centered upon waiting times at the Open Surgery and pre-bookable appointments. This feedback enables the Practice to formulate improved systems and as a consequence of this an Advanced Nurse Practitioner (ANP) is being recruited to work alongside the GP during Open Morning surgery. It is anticipated this will reduce delays. The expertise of an ANP in practice lies in their ability to operate as a ‘generalist’. The ANP provides complete episodes of care for patients of any age and with a wide variety and range of presenting problems and health care needs such as urgent/acute episodes, long-term/chronic conditions, health promotion and public health. They are able to prescribe medication and refer patients onward to other services in the same way that a GP would. *Open Surgery is for “urgent, same day” appointments* The Tuesday Lunch Club (previously Ingham Day Centre), which is supported by the Practice, meets at Glentworth Village Hall every Tuesday and provides a 3 course lunch plus convivial company for a nominal cost of £5. It can cater for more than the current membership and Springline can help with transport. Anyone wishing to attend the TLC as a guest please contact Michael Ibbotson, General Manager, at the Ingham Practice in the first instance. The TLC is run by volunteers and is always seeking additional help – if you are interested in supporting this worthwhile community group, please contact Michael as above. Present: Councillors J. Cobley (Chairman), R. Patterson, S. Ulyat, R. Wood, P Tomlinson and Mrs B Coleman (Clerk). Apologies –Apologies were received and accepted from Cllrs. Officers attended and no trace of persons or dogs. 13/02/15 - ASB - A male captured on CCTV putting half a biscuit through a letterbox on Second Avenue, RAF Scampton. Male Unknown 20/01/15 - ASB - A dark coloured VW Passat driving around Wellington Street. Males on board shining a laser pen from the car. Incident reported at 18:41hrs. Telephone box refurbishment The plans for the notices to be placed inside the phone box had been circulated to all members of the Council for inspection) It was agreed unanimously to purchase the notice boards at a cost of £313.20 (excluding VAT . Grass Cutting Tenders – There had been only one tender received so far. It was agreed that the decision on the awarding of the contract would be deferred until next month. Street Light repairs - The Clerk had contacted three firms with regard to the street lights, who were unable to help. She had also spoken to E-On, who had the contract for maintenance of the lights, who had suggested two alternative solutions. The Clerk would find out more information about the lamp posts before the Council made a decision next month. Salt bins It was suggested that the Clerk should write to the schools to ask them to purchase more salt for the bin provided by the Council and to send the bill to the Council for settlement. It was also pointed out that the bin at the top of Scampton Hill was full of water as the lid was broken. The Clerk would notify the Highways Department. Speeding 43 parishes had ordered flashing speed indicators, which also recorded data, under a scheme from Lincolnshire Road Safety Partnership. Information about the scheme would be gathered before a decision was made as the whether to purchase a sign for the village. RP would look into the availability of grants. Bus shelter repair. Details of bus shelters had been circulated to all members. RP would get information from WLDC about grants for bus shelters before a decision was made about purchasing a replacement for the one opposite the church. Update of the BSA Village Hall Trust Deed The Chairman explained that the Trust Deed of the BSA Hall stated that it was for the use of the residents of Brattleby, Scampton and Aisthorpe. The Trustees have been investigating the update of the Trust Objectives to reflect current day circumstances. It was agreed unanimously that the Parish Council would support the amendment of the Trust Deed to reflect the current position. Parish Elections The BSA hall has been booked for the elections in May. One member of the Parish Council was not seeking re-election and persons interested in being nominated for the position of Councillor should contact the Clerk on 01522 731900 for further information. District Councillors report – At the last District Council meeting the budget was set and WLDC is still in the black. Councillors were very keen to urge particularly young people to register to vote. This can only be done by the person concerned now and cannot be done by their parents or guardians. The Council was urging young people to become involved politics and road safety. They were encouraging visits to the Guildhall and were investigating the broadcasting of a live webcast of the Council; meetings. My thoughts this month are very much on the people dimension of RAF Scampton. The New Year’s Honours List saw a number of RAF Scampton personnel recognised for their achievements; the awards were richly deserved and, most importantly for me, they were all for people who were recognised for their contribution to the wider community. The outgoing Red 1, Squadron Leader Jim Turner, was made an MBE and Corporal Glynn Wilkinson, also of the Red Arrows, was given a Chief of the Air Staff’s Commendation for his work in organising from scratch a very successful Science, Technology, Engineering and Maths schools event last year. The RAF Scampton RAF Association Liaison Team was given a team Commendation for their outstanding fundraising achievements throughout the year. Finally, and by no means least, Mrs Grace Wright was given a Commendation for her work over many years at the Station and most significantly for all her charitable work especially for the homeless of Lincoln. I’d also like to mention that Grace retired this month after 25 years in the Civil Service which started and finished at Scampton. There’s not enough space here to articulate everything that Grace has achieved for Scampton or the local community but her humour, her compassion and her willingness to help anyone will be sorely missed at RAF Scampton and beyond. We wish Grace and husband Joe all the very best for a long and happy retirement. Grace’s last day in the office and then being piped off RAF Scampton (The Reds were actually displaying for Air Officer Commanding Number 22 Group’s formal visit to the Station but the timing was perfect for Grace’s departure!) 25 As I mentioned before Christmas we had a number of redevelopment projects which were nearly completed. The new barrack blocks are now complete and the Community Centre will be complete by mid March. The effect of these projects has gone far beyond the pure infrastructure and, especially with the Community Centre, will give us the opportunity to host external clubs and groups. For example, an RAF Scampton Scout Troop will be starting soon, pilates classes may soon be available and the Thrift Shop will be able to move into larger premises. Once the additional operational commitments of this year are complete we will once again have sufficient accommodation to be able to host Air Cadet camps and the suchlike. One of the new barrack block rooms at RAF Scampton The Reds disappear off for their spring training very soon, the Mobile Met Unit appear to be trying to accumulate as many ‘air miles’ as possible in a short space of time in support of exercises and operations and 1 ACC will be hosting detachments from RAF Boulmer through until October. Against this backdrop I am trying to encourage RAF squadrons to come and visit, and where possible, fly from RAF Scampton to make use of our facilities so you may see some unfamiliar aircraft operating near Scampton occasionally over the next few months. Eventually, both she and her husband realised what that something was: a vocation to ordained ministry, the very last thing that either of them expected. But God was calling – and God is nothing if not patient, as she discovered. And then everything changed…’ These are the words that appear on the back cover of I Think It’s God Calling – A Vocational Diary* by the Revd Katy Magdalene Price, who is currently an Assistant Curate in the Great Grimsby Team in our Diocese. Last month I had the opportunity to hear Katy talk about her vocational journey and I’m looking forward to reading her work and her personal account of how she went from ‘atheist to curate in the Anglican Church’. As the cover text goes on to say, here Katy describes the ‘emotional and spiritual ups and downs of theological training, personal formation and finally ordination itself, as well as the challenges for family and friends from such a major change of direction’. I well remember telling my friends and my employer that I was due to begin training to be a priest! Always an interesting conversation that, in a way, was bringing to an end a career in press and radio (for the time being, at least) that had been preceded by a desire to be a professional footballer! But the call from God came at an early age, at a parish church in Leicestershire, where I felt that I would follow in the footsteps of our vicar, who would give my sister and I an Opal Fruit (now Starburst!) at the altar rail during Holy Communion and a small wrapped egg on Easter Day. A small gesture that I have never forgotten because of its intention to make sure that children felt welcome and included. As you may have heard me say in church, ‘journey’ has become something of a buzzword in recent years thanks to the recollections of contestants on the likes of Strictly… and The X Factor et al., but it applies to all of us as we journey through this life. And as you read these words we will have set off on our journey through the weeks of Lent and we will soon be preparing ourselves for the dramatic events of Holy Week and Easter. Perhaps you have felt encouraged to attend one of our gatherings of Pilgrim, a course that we have started to offer to help people learn more about the Christian faith; perhaps you might like to come and celebrate St Cuthbert in Brattleby on the evening of the 20th of March; perhaps you might wish to be Confirmed (we will be welcoming the Bishop of Grimsby to our parishes on the evening of the 12th of July); and perhaps you have got your tickets for Godspell, which will be directed by Sue Hodge (of ‘Allo ‘Allo! fame) and will run across Springline during April. All in all there is a lot going on here, and I hope that at this special and holy time of year that there is something in our parishes that appeals to you and that that special something will encourage you on your Christian journey. On Saturday January 31st 51 people sat down to enjoy a four course, traditional Burns Night meal of cock-a-leekie soup, tatties, neeps and haggis, cranachan and cheese and oat cakes. All accompanied by four different whiskies, one to complement each course. A very big thank you goes to all who helped with the setting out of the hall, cooking, serving, toasting the haggis, and, at the end, washing up! I've always been fascinated by country folklore and tales of mysterious happenings, of which Lincolnshire has many. As a result, I wrote the following true story for the Lincolnshire Echo in November 2005. When 22 year old Molly burst through the door of her parents house at Ingham one foggy winters evening in 1950, they thought she'd see a ghost. So did she! Pale, breathless and shaking from head to foot, she told them how it had followed her as she rode her bike from Brattleby to Cammeringham. Despite peddling as fast as she could, it was never more than a dozen or so yards behind her, floating on a thick, low – lying blanket of mist. Above handlebar height, it was a crisp, clear moonlit night.By the time she reached Cammeringham church, it had vanished as quickly as it had appeared and with only the sound of her laboured breathing and the 'clank' of the loose chain guard on her bike, she struggled up the long incline between Cammeringham and Ingham, desperate to reach the safety of home. Few people driving along the B1398 give a second thought to sleepy Brattleby and Cammeringham, little knowing, these two villages are the site of one of Lincolnshire's enduring mysteries, 'The Cammeringham Light'. There are many reliable sightings of this phenomenon and it's been described in various ways, predominately, a blue or yellow ball of intense light, or a 'ball fire' about the size of a football. A 1960's article by G.F. Garner describes how his uncle – in the early 1930's - was walking a pair of plough horses between the villages at five o'clock one winter's morning and was confronted by a bright ball of light floating down the road towards him. “It came so close, the horses reared up,” he said. He saw it again, between Ingham and Stow, “his dog taking great exception to it, barking and growling,” During the dreadful winter of 1947 – generally regarded as the worst winter of modern times – a young lady was returning home from a night out with her boyfriend. She lived at an isolated farm near Cammeringham – since demolished. On arrival, the farm was in total darkness, apart from a single brilliant light shining through a hedge, where she knew no light should be. They sat in the car transfixed, as the light weaved in and out of the hedgerow, before sinking to the ground and vanishing. William Gelder, a Tinsmith from Sturton, saw it many times as he travelled the district with his horse and dray. He described it as, “dancing lights in the fields and hedgerows,” Rene Thorpe, form Sturton, aged 87 (in 2005) remembers seeing it as a 10 year old and describes it in a similar way. However, as far as I'm aware, it hasn't been seen since the early 1950's and many people doubt its actual existence, passing it off as 'an old wives tale'. I think the evidence is far too strong to dismiss it in this way, and in reality, there's many similar stories all over the country. The most likely explanation is a phenomenon called, 'Will O' the Wisp' or, Jack O' Lantern, a ball of incandescent marsh gas. The draining of the low lying fields in the villages after the War could well account for it not being seen in recent years. _____________________ The News. Contractors have cleared the village footpath between Thorpe Lane and the north lay by. Highways have addressed the issue of 'pot holes' in School and Back Lane. Objections regarding the (planning exempt) application for a touring caravan and camping site within the village have been made to the following – The Camping and Caravan Club, Natural England and WLDC Planning. For several years the Parish Council has continually lobbied Highways regarding the appalling state of the north lay by. A new scheme has finally been agreed to fence this off and create a new grassed area, preventing the parking of vehicles of any type. A new gully is to be installed to prevent surface water retention on the north bound carriageway. At the recent Parish Council meeting it was agreed unanimously, to purchase a Defibrillator for the village. For more details, please see a member of the P/C.
