INVITATION TO BID FOR
THE PROCUREMENT OF TRI MEDIA MONITORING, REPORTING, AND
ARCHIVING SERVICE
1.
The Presidential Communications Development and Strategic Planning Office, through
the FY 2015 General Appropriations intends to apply the sum of P800,000.00 being the
Approved Budget for the Contract (ABC) to payments under the contract for
Procurement of Tri media monitoring, reporting, and archiving service. Bids received
in excess of the ABC shall be automatically rejected at bid opening.

The Presidential Communications Development and Strategic Planning Office now
invites bids for Tri media monitoring, reporting, and archiving service:
Specifications / Service Requirements:
1. Tri-Media (TV, Radio, Broadsheets, Tabloids, Magazines) monitoring, reporting, and
digital archiving service for a number of static and dynamic topics to be assigned by
PCDSPO;
2. Daily news alerts;
3. Access to online (web) news library and archive service, and online tool that offers
on-demand and interactive viewing of relative exposure volume vis-a-vis PR values
based on PCDSPO’s parameters;
4. Monthly and quarterly submission of summary reports and compilation of archives;
5. Provision to accept add-on chargeable services that might be occasionally asked for
by PCDSPO;
6. With service provider self-imposed monetary penalty policy in terms of completeness
of the monitored, archived terms;
7. With client management and technical support policy;
8. Bidder / firm / company /organization must have at least 10 years of experience
(established) in tri media monitoring and archiving service;
9. Annual subscription, tax inclusive.
Start of the service is required within 1 day upon receipt of notice to proceed. Bidders
should have completed, within 2 years from the date of submission and receipt of bids,
any contract similar to this procurement. The description of an eligible bidder is
contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

Bidding will be conducted through open competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the Implementing Rules and
Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government
Procurement Reform Act”. Bidding is open to all interested bidders, whether local or
foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.

Interested bidders may obtain further information from the Presidential
Communications Development and Strategic Planning Office and inspect the Bidding
Documents starting March 11, 2015 at the address given below from 8AM to 5PM
Mondays to Fridays except holidays.
A softcopy may also be requested to be emailed to the interested bidder or downloaded
free of charge from the website of the Philippine Government Electronic Procurement
System (PhilGEPS), provided that Bidders shall pay the nonrefundable fee for the
Bidding Documents not later than the deadline of submission of bids.
A complete set of Bidding Documents may be purchased by interested Bidders from the
address below and upon payment of a nonrefundable fee for the Bidding Documents in
the amount of P500.00

Bids must be delivered to the address below on or before March 19 at 12PM. All Bids
must be accompanied by a bid security in any of the acceptable forms and in the amount
stated in ITB Clause 18.
Bid opening will be on March 19, 2015 at 1PM. Bids will be opened in the presence of
the Bidders’ representatives who choose to attend at the address below. Late bids shall
not be accepted.

The Presidential Communications Development and Strategic Planning Office reserves
the right to accept or reject any bid, to annul the bidding process, and to reject all bids
at any time prior to contract award, without thereby incurring any liability to the
affected bidder or bidders.
