Road), specified in the drawings, technical specification and BoQ Invitation for Bid No: KUTEI/W-004 Date: 19 October 2014 1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business published on . 2. The Islamic Republic of Afghanistan, Kabul municipality has applied for a grant from the Afghanistan Reconstruction Trusted Fund towards the cost of Kabul Urban Transportation Efficiency Improvement (KUTEI) Project and it intends to apply part of the proceeds of this Grant to payments under the contract for Construction of Silo Main (Lot 4. Road), specified in the drawings, technical specification and BoQ 3. Kabul municipality (KM) now invites sealed bids from eligible and qualified bidders for Construction of Silo Main (Lot 4. Road), specified in the drawings, technical specification and BoQ 4. The delivery/construction period is 12 months from the date of start. 5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised May 2010 and revised January, 2011, and are open to all bidders from Eligible Source Countries as defined in the Bidding Documents. 6. Qualifications requirements include: a) The minimum required annual volume of construction work for the successful bidder in any one of the last five years shall be AFN 361 million. b) Experience as prime contractor in the construction of at least one Similar works during the last five (5) years of value AFN 144 million.(to comply with this requirement, works cited should be at least 70 percent complete); c) proposals for the timely acquisition (own, lease, hire, etc.) of the essential equipment is as given below: 1. 2. A margin of preference for eligible national contractors/joint ventures shall not be applied. For the purpose of calculating the annual volume of construction works, contract value, and assessed bid capacity the net present value of the previous year’s turn over shall be calculated as stated in ITB 32.3. 8. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee 1500 AFN. The method of payment will be cash. The Bidding Documents shall be collected by the bidders from the address below. 9. The bidders or their authorized representatives are invited to attend a pre-bid meeting which will take place on 02 November 2014 at -10:00 AM, Kabul Urban Transport Efficiency Improvement (KUTEI) Project, Project Management Unit (PMU) Office, conference hall, Wazir Akbar Khan, District 10, Street 13, House No. 991, Kabul, Afghanistan to clarify issues and to answer any matter that may be raised at that stage. Attendance in the Pre-bid meeting is not compulsory. 10. Bids must be delivered to the address below at or before 14:00 Hrs Kabul local time, 18 November 2014. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below on 18 November 2014 at 14:00, hours Kabul local time. In case the deadline date for bid submission/ opening is declared a holiday for the Employer, the bids may be submitted up to the specified time on the next working day. 11. All bids shall be accompanied by a Bid Security of AFN 4.8(four point eight) Million issued by a bank acceptable to the employer (bank guarantee) included in Section X Security Forms 12.
