Development, Assam, Juripar, Panjabari, Guwahati-781037, Assam, INDIA from
10-03-2015 to 23-03-2015 on all working days from 10:30 hrs. to 16:00 hrs. on
submission of a written application and upon payment of non refundable fee of
Rs.I000.00 (Rupees one thousand) only either in cash or in the form of a Demand
Draft drawn in favour of the Commissioner, Panchayat & Rural Development,
Assam, Juripar, Panjabari, Guwahati-781 037, Assam, INDIA payable at SBI,
Dispur Branch of Guwahati (Branch Code: 3030). The manufacturing companies/
authorized dealers may also download the bidding documents from official website
www.pnrdassam.nic.in. The manufacturing companies/ authorized dealers quoting
as downloaded tender from website will have to submit the tender cost of
Rs.IOOO.OO (Rupees one thousand) only as bank Draft payable as above, failing
which the tender will not be accepted and rejected straight way.
The tenders will be accepted upto 14:00 hrs. (1ST) of 24th March/201S and the
tender box will be opened at 14:30 hrs. (1ST) 24th March/20lS
in presence of the
tenderers or their authorised representatives. All bids must be accompanied by a
bid security as specified in the bid documents.

Eligibility
of bidder: Only reputed ISI Branded manufacturing company (preferably -
BSA, Hero, Avon, Hercules)
or their Authorized dealer of Bi-cycle with above
mentioned specification may submit tender along with following documents:

The bidder should submit a copy of their company registration certificate with
permit for manufacturing/trading the above specified Bi-cycle
with trade
license/excise registration.
ii
The bidder should have a network of dealer in the state of Assam for

The annual turnover of the bidder should be minimum Rs. 5.00 crore
delivery of Bi-cycle in all the Districts.

The bid must be submitted by the bidder who is either manufacturer or
authorized dealer of a specific manufacturer. In case of authorized dealer, he
must submit the Certificate of Dealership. The authorization form as given at
Section III is also required to be submitted.
2. General conditions of contract:
i) A complete set of bidding documents may be purchased by an interested eligible
bidder on submission of a written application to the Commissioner, Panchayat & Rural
Development, Assam and upon payment of a non refundable fee of Rs.1000.00 (one
thousand only) In the form of cash / demand draft In favour of the Commissioner,
Panchayat & Rural Development, Assam payable at SBI, Dispur Branch of Guwahati
(Branch code:3030). Interested bidders may also download the documents from official
website www.pnrdassam.nic.in and in such cases the bidders will have to deposit non
refundable fee of Rs.1000.00 (Rupees one thousand) only as tender cost.
ll) The tender must accompany attested copies of PAN Card and VAT Registration
certificate along with Court Fee stump of Rs.8.25.
iii) The tenderers should submit trade license from appropriate authority and three
year audit reports of the firm for the Financial year 2011-12, 2012-13 & 2013-14 from
Chartered Accountant. Copies of IT Returns pertaining to the Financial years duly
acknowledged by the Income Tax Deptt. may be furnished.
iv) The bidder shall have to deposit bid security @ 2% of the work value I.e. Rs.10.00
lakhs by way of Bank Draft/Call

vii) The bidders will have to submit the bid documents In a sealed envelop. The
envelop should contain all the bid documents with terms and conditions and bid
security.
viii) Performance Security: Within 15 days of receipt of the notification of contract
award, the supplier shall furnish performance security @.5% of work value i.e.
Rs.25.00 lakhs before signing the deed of agreement.
vii) The purchaser reserves the right to accept or reject any or all of the tenders
without assigning any reason thereof and is not bound to accept the lowest quoted
rate.
ix) Packaging of Bi-cycle is to be done as per instruction of the purchaser.
3. Special conditions of the contract:
1. The rate should be quoted both In words and figures specifying the actual value of
materials, taxes and carriage to destination separately. The rate of carriage per unit
should be flat rate for all items as mentioned In the tender paper. The total value
per unit of the item should be quoted both in figure and words.

2. The materials will have to be delivered at Dist. head quarters of the Districts of
Assam and the bills will be paid by the Project Director, DRDAs. Necessary fund as
per district wise target will be released to the Project Director DRDAs. The Project
Director DRDAs will make the payment to the supplier after delivery of the BI-Cycle
as per specification.
3. After successful bidding, the selected firm must provides one sample Bi-Cycle for
inspection by Technical Person to be notified by the P&RD Department. After
approval final manufacturing Bi-cycle as per accepted sample can be commence.
4. Time of completion of the work is 3 (three) months from the date of Issue of work
order.
5. If any BI-cycle supplied by the firm is found inferior or damaged, the firm will have to
replace the Bi-cycle at their own cost within the warranty period, on the contrary the
cost of the replaced Bi-cycle will be recovered from the performance security
deposit.
6. Warranty period will be 12 (Twelve) months for all the materials except rubber and
leather items from the date of supply of the Bi-cycle.
7. The matter of "C" Form required for the manufacturer of the other states will. have
to be taken up by the bidders with the taxation department and "C" Form will not
be provided by the P & RD department. Road Permit also would not be issued
by the purchaser.
10.
The time of completion of work is 3 (Three) months from the date of issue of
the work order. For-any delay beyond 3 (Three) months
from the date of issue of
work order penalty will be imposed as given below:
a. For 1 to 30 days: - 2% of the work value of balance quantity.
b. For 31 to 60 days: - 4% of the work value of balance quantity.
c. For 61 to 90 days: - 6% of the work value of balance quantity.
d. Beyond 90 days the work order will be cancelled
and security
deposit will be liable to be forfeited.
9. The bidder should mobilize adequate resources for timely completion of the work
order. If delivery does not start within a reasonable time from the date of work
order and does not continue uninterruptedly the purchaser will have the right to
cancel the work order. Moreover, regular and continuous supply must be ensured
throughout the period of completion of work.
12. One Agreement Deed will have to be executed by the bidders before issue of
work order mentioning the terms and condition of the tender.
