BUSINESS ARISING FROM PREVIOUS MINUTES
Item 05.01: John Hough advised that the flood gate was currently with Fisheries for their
approval.
Item 05.02: It was noted that no response had been received from NRMA on the flood
mapping of the Hastings LGA.
Item 05.03: See comments under Item 07.

DRAFT PORT MACQUARIE-HASTINGS FLOOD POLICY/DCP FLOOD
DEVELOPMENT PROVISIONS
The committee discussed various aspects of the Draft Port Macquarie-Hastings Flood
Policy/DCP Flood Development Provisions and noted the following edits:
Page 8: Add reference to AR&R Book 9 Chapter 6 under the ‘Safe Access’
definition.
Page 9: ‘Step 1 - Check Zoning’ delete the word ‘Council’.
Page 9 & 11: Clause 3.1 Swap ‘Step 2’ & ‘Step 3’, Figure 1 ‘Swap ‘Step 2’ & ‘Step
3’.
Page 14: 3.2.3 Amend ‘Camden River & Lakes System Flood Study (2013)’ to be
‘Camden Haven River & Lakes System Flood Study (2013).
Page 32: Clause 5.10 (iii) replace the words (which are approved by Council) with
(which are acceptable to Council).
Page 36 & 37: Clause 6.4 & 6.9 ‘Infill Development’ delete references to ‘shadow’
development.
Page 37: Clause 6.9 ‘Replacement Dwellings’ (i) Delete the word ‘Legal’.
Remove un-necessary underlining throughout document.
Front Cover: Label photo with location and date.
The committee noted that members can make further submissions on the Port MacquarieHastings Flood Policy/DCP Flood Development Provisions when it is placed on public
exhibition.
CONSENSUS:
That it be a recommendation to Council that the Draft Port Macquarie-Hastings
Flood Policy/DCP Flood Provisions (April 2015), with minor amendments identified by the
committee, be placed on public exhibition for 28 days.

OAKES CRESCENT FLOODING HISTORY
There was general discussion on various aspects of the report.
CONSENSUS:
That the Sub-Committee note the report.

GENERAL BUSINESS
Update on Current Floodplain Projects & Grant Funding:
Council staff provided an update on the current status of the various floodplain projects and
grant funding applications.
Projects:
Stage 1C of the Dunbogan Flood Access Road project is currently underway. The tender
for the construction of Stage 1B has been advertised. The Stage 1A investigations and
assessment process is currently underway.
Grant Applications:
The following grant applications have been submitted:
Lakewood Levee design.
Hastings River Climate Change Modelling
Hibbard Floodway Investigation
Wrights Creek Floodplain Risk Management Study (FRMS) & Floodplain Risk
Management Plan (FRMP).
OEH will advise Council of the outcome of these applications later in the year.

Section 149 flood notations:
Matt Rogers noted that the Probable Maximum Flood (PMF) was not the basis of s149
certificates for flood notations, rather Council uses the Flood Planning Area (FPA).

Education for residents in High Risk Flood areas:
Alan McIntyre questioned whether Council has any processes in place to document those
homes identified in High Risk areas. Committee members discussed flood education and
noted that a flood education program is proposed to be carried out in 2015/16. Ray
Richards advised that SES has an education officer who is providing information and
advice to residents in high risk areas and that the SES send out a flood information
package to new residents when a property is sold.

Flood Information on Council’s Website:
Council staff to follow up with IT & GIS departments to place relevant flooding information,
studies, plans and the like on Council’s website.

Final meeting of the Floodplain Sub-Committee:
Matt Rogers noted that this was the final meeting of the Floodplain Sub-Committee as a
separate committee of Council. It was noted that all members will retain their positions
subject to a charter review at the next meeting of the combined Floodplain Sub-Committee
& Coast & Estuaries Sub-Committee.
Cr Griffiths formally thanked the Sub-Committee members (past and present) for their
efforts and commitment over the years in achieving a significant milestone in the
preparation of the draft flood policy.
