Item 16 At Committee 24 March 2015 RELEVANT INFORMATION FOR COMMITTEE FILE: D/2014/1637 DATE: 23 March 2015 TO: Lord Mayor and Councillors FROM: Graham Jahn, Director City Planning Development and Transport SUBJECT: Information Relevant To Item 16 – Development Application: 49 – 53 Wentworth Avenue, Sydney - At Committee - 24 March 2015 Alternative Recommendation That the recommendation contained in the officer’s report to the Planning and Development Committee on 24 March 2015 be adopted, subject to the deletion of Deferred Commencement Condition (5) as follows and the substitution of the following new Deferred Commencement Condition (5): PART A – DEFERRED COMMENCEMENT CONDITIONS (CONDITIONS TO BE SATISFIED PRIOR TO CONSENT OPERATING) (5) FLOOD REPORT & PLANNING A flood report must be prepared by a suitably qualified flood engineer/consultant. The report should assess the impact of flooding in the area and set up flood planning levels for the proposed development in accordance with The City of Sydney Interim Floodplain Management Policy (http://www.cityofsydney.nsw.gov.au/_data/assets/pdf_file/0004/157252/Interim_Flood plain_Management_Policy.pdf). The report must include, but not be limited to, the following: (a) (b) Recommend Finished Floor Levels in accordance with Section 5 – Flood Planning Levels of the City’s Interim Flood Policy; The Engineers/Consultant certification No building levels, including the building height, can be approved or determined as part of the consent until the report is finalised. If amended plans are required as a result of the findings of the report, these must be submitted to and approved by Council’s Director City Planning, Development and Transport. (5) AMENDED GROUND FLOOR LEVELS An amended ground floor plan must be submitted to Council addressing the recommendations set out in the Flood Assessment Report prepared by BMT WBM Ref. L.S20137_Wentworth Av.001 dated 26/02/2015. The plans must include, but not be limited to, floor levels at all pedestrian entry points, lift lobbies, basement entries and commercial areas. 2 Background A Flood Assessment Report was submitted to Council on 26 February 2015. The Flood Assessment Report includes recommendations for protection of the basement. The recommendations include: • An increase of the existing ground floor level of 18.15mAHD to 18.65mAHD (approximately 500mm); and • An increase of the existing ground floor level near the southern lobby stairs from 17.17mAHD to 17.30mAHD (approximately 130mm). On 16 March 2015, Council’s Public Domain Unit reviewed the Flood Assessment Report and concurred with the report recommendations. Accordingly, it is recommended that the deferred commencement condition titled ‘Flood Report and Planning’ is deleted and replaced with ‘Amended Ground Floor Levels’.
