Small Energy Projects Programme (SIDS Energy Partnership) Primary Goals • Access to clean, efficient & affordable modern clean energy services ( Cooking and Lighting) • Spending on fossil fuels • Promotion of sustainable transport services Cross-cutting sectors • Health well-being • Economic well-being (micro business, savings) • Gender ( capacity building) • Climate Change Melanesia’s Million Miracle Programme (M3P) Overall goal -Improve the welfare of 1 million households in the rural areas of PNG, Solomon Islands and Vanuatu; Increase access to modern, affordable and sustainable energy services in the rural communities; and SPC Current available funding & BizClim Assistance Concrete Outputs: Empowered local NGOs and communities, particularly women to engage on income generating activities and energy enterprises; Facilitate deployment of new technology in rural communities; Create demand, markets and business environment for solar energy services; and Reduce carbon intensity, reliance and spending kerosene use Melanesia’s Million Miracle Programme (M3P) Project Partners: • BizClim • Department of Energy • Selected NGO (ACTIV-Vanuatu, Kokoda Track Foundation, Friends of Faseu and ATCDI-PNG and Choiseul Provincial Council of Women- Solomon Islands) • Local women’s groups • Target communities • Development partners (future funding) Melanesia’s Million Miracle Programme (M3P) 2014 update • • • • • • • Field visit - evaluated the selected communities in Vanuatu, PNG and Solomon Islands - experience on solar PVs Baseline data collated. Meeting and consultation with project partners ( ACTIV, KTF & Choiseul Provincial Council of Women & Department of Energy). Field visit report compiled and finalised appropriate technology for the three countries. Part of the M3P is the re-construction of the Faseu Micro Hydro Scheme BizClim Technical assistance ( Sept- Apr 2015) Procurement of solar pico lights and delivery to PNG, Vanuatu and Solomon Islands Why Solar Pico Lanterns Sunlabob is a Lao commercial company. Awarded a tender for the North REP project. Standardising the solar technology SPC is deploying in the region (Vanuatu, PNG and Solomon Islands) based on the successful experience of the FSM project implemented by the North-REP; Feedback from community field visits – they need a more brighter lights, durable, accessories –charge mobile phones • Chinese products; Flexiway solar muscle lights. Most of these lights are inoperative and last only 1-3 months • More than 50% of the total households using open fire and torch batteries. Back up services to be readily available in the villages and also accessible and affordable. Planned Activities 2015-2016 Vanuatu – 4 charging stations – 120Wp 12v White Sands and Port Resolution • 100 solar pico lanterns ( 50 for White sands and 50 for Port Resolution) • 100 solar pico lanterns distribute equally for start up capital for the 2 solar shops PNG – 4 charging stations – 120Wp 12v • 20 households in Kou kou village & 80 households in Gorari village • 25 solar pico lights as initial capital for each of the 4 shops. ( 1 solar shop in Kou kou and 3 shops in Gorari) • Support re-construction of the Faseu Micro Hydro Project Solomon Islands – 8 charging stations -60Wp 12v Tavula, Taba, Tepazaka & Vuruvachu – 100 solar lights equally & 100 solar pico lanterns distribute equally for start up capital 8 solar shops Bicycles for Capital Overview • Partnership with Government, Private Sectors, IUCN, Life Cycle Pacific Task Force, NGOs, and Youth groups. • Project through the usage of bicycles aims to address the following key issues that the small islands states such as Niue, Nauru and Tuvalu encounter: a) Reduce Non Communicable diseases ( NCDs); b) Reduce spending on fossil fuels; and c) Address the issue of youth unemployment – Bicycles shops for maintenance and back up services, youth can be involved in this and engage in income generating activities. Bicycles for Capital Project update 2014 • Partnership was launched at UN SIDS conference held in Samoa this year (September) • Reid McNamara- Australia – link to work with its partner organisation “Bicycling Empowerment NetworkNamibia; Ship used bicycles to countries in need. Taken the project proposal to its board for approval to ship a container of used bicycles • Partnership with “Bicycling Empowerment NetworkNamibia Bicycles for Capital Planned project activities 2015-2016 • Development of promotion materials ( DVDs); posters; booklets; • Donation – used bicycles from Australia, distribute to the countries • Technical assistance on hardware and equipment support for the workshops; • Training on establishment of bicycle related business for youths; and • Establishment of youth workshop centres (operate as a smallmicro finance business). Cooking for Life Initiatives- Overview • Partnership with Government, NGO, Private Sector & local women’s group • Promotion of LPG as clean fuel for cooking and use of improved biomass stoves will benefit the SIDS (Kiribati, Tuvalu and RMI) • Develop a Cooking for Life (CFL) Strategy; and investment plans for the countries; • Implementation of the Cooking for Life and heating strategy and investment plans; • Capacity building Cooking for Life Initiatives- 2014 project updates • Launched of the partnership at the SIDS meeting in Samoa • Kiribati CFL strategy developed with costings. Develop Economic analysis paper on LPG compared to kerosene use • EZY stoves were tested in communities in Fiji, Kiribati, RMI • RMI- Kora in Okrane (KIO) Club- secure UNDP/GEF funding and distribute 800 stoves to the outer islands Cooking for Life Programme Planned project activities 2015-2016 • Kiribati CFL Strategy is endorsed by Ministry/Cabinet and implemented • Development of draft CFL strategy for Tuvalu Comments/Questions
