junks P100-K bribe

MEXICO, Pampanga- A 72-year-old father ended up being
jailed with his son and five other suspects in drug pushing
and illegal possession of firearms after he tried to bribe a policemen with an offer of P100,000 here for the release of his
son last Monday.
Mexico acting police chief Supt. Josemarie Canlas Basa
said that initially, his cops arrested six suspects in a buy-bust
operation at about 6 p.m. Monday in Barangay Sto. Rosario
in this town.
Basa identified the drug-case suspects as Renand Dizon, 30, of San Joaquin, Sta. Ana town, Rail Abellera, 27, and
brother Mark Abellera, 28 both of San Vicente, Tarlac City,
Oliver Binaventi, 33, of Banlic in Cabuyao, Laguna,Nasser
Nientoc, 35 of Carmen West in Rrosales, Pangasinan, and
Saida Acdim, 28, of Meycuauayan, Bulacan.
Policemen found in their possession one medium size
heat-sealed transparent plastic sachet of suspected Methamphetamine Hydrochloride or shabu, 10 small plastic sachets
also of suspected shabu, one .45 pistol with eight bullets, one
rifle- propelled grenade, two pistol replicas, drug paraphernalia, improvised burner and water pipe, tin foil with suspected
shabu residue, and one weighing scale.
They also recovered from the suspects three pieces of
P500 bills which were marked by the police for the buy-bust.
Basa said that at about 2 p.m. the following day, septuagenarin Rolendio Dizon of Barangay San Joaquin in Sta.
Ana arrived at the police station here and offered PO2 Julius
Ryan Miranda a total of P100,000 for the release of his son
Renand.
Basa said that Miranda immediately arrested the old man
as he filed bribery charges against him.
The younger suspects are facing charges of illegal drugs
trading and the non-bailable case of possession of illegal
arms and explosives.
Pampanga police director Senior Supt. Rodolfo Recomono commended Miranda for not yielding to the bribe offer. Miranda is reportedly up for promotion.

known seafarers, but
they have in early times
been reported to have
lived in coastal areas
until they were driven
away to the mountains
because of circumstances,” Avecilla noted.
“It will be the pleasure of our sailing group,

Afternoon Gentlemen Sailing (SAGS), to teach
them how to sail or operate and man the boats
themselves,” he added.

NE town honors son with first-ever monument

LICAB, Nueva Ecija – Townsfolk here honored a beloved
son, the revolutionary general who liberated Ilocos from
Spanish colonizers and became Nueva Ecija governor,
by erecting a life-size bronze
statue right in front of the town
hall building.
The statue of Gen. Manuel
Tinio, after whom a southeastern town of Nueva Ecija was
named, was unveiled in the
presence of his scions and the
townsfolk as a highlight of this
town’s founding anniversary
on Sunday.
The activity started with
the traditional Kariton Festival,
themed “Sa Kabukiran,” that
underscored the livelihood
and lifestyle of agricultural
workers here.
Mario Tinio, 83, the hero’s
grandson, expressed gratitude to the local government
and the people of this municipality for letting them see the
first monument of their grandfather in the province. “We are
very very thankful sa Bayan
ng Licab na binigyang-pugay
ang aming lolo,” he said.
Mario is a son of Manuel Quijano Tinio, a son of the
general who also served as a
soldier with the rank of a major
assigned in Bataan before becoming a farmer in Talavera,
Nueva Ecija.
“Ito pa lang ang monumento ng aming lolo na naki-
ta namin sa Nueva Ecija,” said
Mario, now a businessman
from Paranaque.
Gen. Tinio was born to
wealthy couple Mariano Tinio
and Silveria Bundoc at Sitio
Ablang, now Barangay Aquino here on June 17, 1877 according to historical accounts.
He studied in San Juan De Letran, Manila and was named
general of the Hukbong Rebolusyunaryo ng Pilipinas at
the age of 20.
“History says he was the
youngest general in the entire
Philippines,” said Mayor Wilfredo Domingo of this town.
He acknowledged though that
Gen. Gregorio Del Pilar remains to be the youngest general “who died in battle.”
Tinio died of cardiac arrest
in Manila in 1924 at the age of
46.
Tinio was commissioned
brigadier general and designated as commanding general
of operations on Nov. 20, 1897
after Gen. Mamerto Natividad
was killed in Entablado, Cabiao, Nueva Ecija while leading some 200 men on Nov. 9
that year, historical accounts
showed.
He started leading the
campaign to free the Ilocos region in 1898.
“A liberator of the entire Ilocos region, we are honored of
having him a true-blooded Licabeño,” Domingo said.

“Si Hen. Tinio ay isang
magiting na heneral, bati-
kang pulitiko at matagumpay
na mangangalakal. Isang natatanging Licabeño,” Domingo
said.
Mario said it was the first
time in the last 50 years that
he visited this municipality.
Besides witnessing the unveiling of his grandfather’s monument, he and his relatives
have been part of the grand
homecoming of Licabeno, another activity highlighting this
town’s founding anniversary.

THE NATIONAL Union of Journalists of
the Philippines mourns the death of former
colleague Mei Magsino and joins demands
for authorities to arrest and prosecute not
only the gunman who killed her but the
mastermind who ordered the assassination.
Mei’s murder not only highlights the fact
that leaving journalism is no guarantee of
safety from the perils of the profession —
especially not from those with long memories
and deadly intent — it also underscores
the depths to which the culture of impunity
has become entrenched in our country and
society, courtesy of a government that has
shown only the most cursory regard for
human rights.
Especially since, as report after report
shows, agents of the State have and
continue to violate human rights with
impunity, with government turning a blind
eye or, in some cases, actually justifying,
these depredations.
If subsequent details reveal her death
involved her former work as a journalist,
Mei will be the second fallen colleague this
year, the 26th under President Benigno
Aquino III, and the 166th since democracy
was supposedly restored in 1986.
But even if it had nothing to do with her
former work, her death would not be less
heinous.
For this, and for thousands of other
reasons, the state is and should be held
accountable for Mei’s death and those of all
other victims of extrajudicial executions in
the country.

“ACCORDING TO the new Department of Defense Secretary of the United States
they are already looking at deploying to the Philippines various advance air and
naval equipment… We welcome this.”
So announced Foreign Affairs Secretary
Albert Del Rosario last Wednesday, hastening
that such equipment will require the US
presence in the areas.
This, in the wake of China’s reclamation
works in the disputed areas in South China Sea.
Del Rosario stressed that the Philippines
has been “successful in winning international
support” for its opposition to the massive
reclamation activities of China.
“We are at this point seeking additional
support from the US in terms of being able to
take a stronger position… which is to uphold
the rule of law,” he said.
The US DOD Secretary may be new. Talks
of US troops deployment to the Philippines are
old issues. Here’s a piece that appeared here

Potential. The operative word for US forces
re-basing in the Philippines, highlighted in a
Pentagon media briefing two weeks ago by
Admiral Jonathan Greenert, US Chief of Naval
Operations.
Actual. Greenert’s conceding that the
US has present “access to an extraordinary
number of places” in the Asia-Pacific and is
considering the procurement of supplies, repair
and maintenance services for US ships, aircraft,
and troops visiting countries in the region, not
the least of which is the Philippines.
Supplies and services. The R&R kind, most
definitely included, if not topmost priority.
“I think in the best interest of each nation,
we’ll continue to -- to work on and see where
that might go,” furthered Greenert.
Where it will – not might – go. Why, the reestablishment of the American military bases,
not in any place in the Asia-Pacific other
than the Philippines, dummy. The strategic
importance of the Philippines in geopolitics, an
unvarying given. Thus, in the current scheme of things – as in
the past – the Philippines best serves American
interests in the Asia-Pacific.
The row with China over the Panatag/
Scarborough Shoal and the uneasy waters
of the West Philippine Sea while still far from
a casus belli is already enough cause for US
intrusion.
The US not the least assuming an aggressive
stance or a posture of belligerence. What with
the President of the Philippines practically
begging for US intervention in his appeals for
America to launch surveillance and monitoring
flights over the West Philippine Sea, as well as
for military hardware. The latter, the US readily
answered with an aged naval vessel.
There is a twist though in America’s reestablishment of itself in the Asia-Pacific. This
time around it comes not as the lonesome
Imperial Eagle of old, but – just like in Iraq and
Afghanistan – in some sort of collegial fraternity,
read: the North Atlantic Treaty Organization, or
in George W. Bush’s time, the Coalition of the
Willing.
NATO’s Asian counterpart, SEATO – the
Southeast Asian Treaty Organization – long
dead though, its last gasps heard at the height
of the Vietnam War yet, the US needed to craft
a similar alliance that need not be formalized
and therefore required to pass congressional
approval in the US as well as in the other
countries joining such alliance.
All the US had to do is work on existing
treaties and re-purpose them to the issue at
hand, to current needs, with the Philippines,
of course, as focal point. And US interests as
express goals. Thus, the “Statement Of Intent On Defense
Cooperation And Exchanges” between the
Philippines and Japan signed last July 2 in
Tokyo.
Thus, Australia’s avid pursuit of a Status of
Forces Agreement with the Philippines, nothing
more than a copy-paste of the Visiting Forces
Agreement with the US.
Thus, South Korea likewise expressing
interest in some bilateral defense cooperation
with the Philippines. Recent recollections in
the media of the Philippine participation in
the Korean War serve as mind-softeners to
generate acceptance and ultimate approval
of some SoKor-PHL defense pact. While at it,
throw in the exploits of the teen-aged Ninoy
Aquino as the youngest correspondent in that
war, to tug at the heartstrings of his son.
South Korea. Australia. Japan. All staunch
allies of the US. All serving US intent to put
in place what the militant Bagong Alyansang
Makabayan termed a “seamless interface”
among all its treaty partners.

Reyes, Jr.: “With Japan now wanting to do port
calls and military exercises in the Philippines,
and with Australia seeking a Status of Forces
Agreement to be able to conduct military
exercises, our country becomes one giant
military hub for the US and its treaty partners.”

Thus, Santayana: “Those who do not
remember the lessons of history are condemned

the Makabulos Republic
On April 17, 1898, General
Francisco Makabulos, leader
of the Katipunan revolutionary
forces in Tarlac, established
the Makabulos Republic with
the promulgation of the Makabulos Constitution.
Anticipating the collapse
of peace under the terms of
the Pact of Biak-na-Bato entered into by Governor-General General Primo de Rivera
and General Emilio Aguinaldo
in December, 1897, General Francisco Makabulos and
other revolutionary leaders
draw up and sign a constitution “for the purpose of creating a central executive committee to act as provisional
government until the general
government of the Republic in
these islands shall again be
established”.
This executive committee
was composed of a president,
vice-president, a secretary of
the Interior, secretary of War,
and secretary of the Treasury.

government after the First
Philippine Republic headed
by General Emilio Aguinaldo
was created by the Malolos

Drilon asks new grad
not to stop learning

BALANGA City- Senate President Franklin Drilon on Tuesday urged 1,300 graduating
students of the Bataan Peninsula State University not to
stop learning and dream big
dreams for the country.
“Constantly learn new skills
and update yourself with the
latest trends and technologies
to remain competitive. Always
focus in improving yourself,
on enhancing your knowledge
and making valuable contribution in your work place, community and country,” the senator said.

for his part congratulated the
new graduates. “Kayo ang

magsumikap kayo para magtagumpay hindi lamang para

rique Garcia, have pushed for
funding of thousands of scholars in the province, many having graduated.

The Senate president encouraged the graduates to

mediocrity even if it may seem

use your talents for the good
of humanity,” he said.
Drilon said that government is doing its share. In the
2015 national budget, he said
that education got the biggest
share to support government’s
school-building program, provide funding for the purchase
of over 70.5 million textbooks
and for the hiring of more than
39,000 additional teachers.

CDC boss resigns, unexpectedly

members, who all asked
not to be named for lack
of authority to speak on
the issue, said he announced his resignation
during a meeting with
stockholders Wednesday afternoon.
Tugade was reported
yesterday to have written Pres. Aquino saying he was resigning effective June 30. He assumed the CDC top post
early in 2014.
One source said that
during the stockholders
meeting, he expressed
disappointment
over
feedback from the Government
Commission
on Government-Owned
and Controlled Corporations (GCG) that his
colleagues within CDC
gave him “mediocre” ratings in an online survey
a few weeks ago.
“I don’t think he deserved such rating because he did quite well
for the CDC by restoring the firm’s financial
health,” said one of the
sources, referring to
CDC reports that the
firm now has a financial
standing of about P2 billion.
The same source
said Tugade’s decision
to resign was not at all
related to an Ombudsman charge filed this
week by a Korean investor against him and other
top officials of the CDC.
“He seemed unfazed
by it as he is a topnotch
lawyer,” the source said.
Eung Il “Steve” Kim,
a pioneer of the hot air
balloon festival here in
1994 and president of
the Holywood Park Development Corp., filed
charges of grave coercion against Tugade
and his legal officer Juvy
Manwong and other
CDC officials before the
Ombudsman after CDC
junked last January his
lease contract over 3.2
hectares of land in this
freeport.
In his complaint-affidavit, Kim said Tugade
arbitrarily terminated his
contract.
The CDC cancelled
Kim’s contract and forcibly took over his leased
property for allegedly repeatedly failing to settle
his lease with the CDC
for the development of
a 3.2 hectares property
labelled as a “retirement
estate project” located
near the Sapang Bato
Gate of this freeport.
But
Kim
denied
CDC’s allegations and
said he is a victim of “selective justice.” He said
HPDC is far more developed than any other
property in the area.

Kim said CDC officers led by Tugade refused to adhere to a temporary restraining order
(TRO) issued by the Executive Judge of the Angeles City RTC on Janu-

ary 12, 2015.
The TRO was meant
to “maintain the status
quo ante” ordering the
CDC to “desist from entering the leased premises and taking over the
operation and any further action that will be
detrimental to the right of
the petitioners.”
Court Sheriff Vicente Sicat Jr. tried to serve
the TRO through the
CDC Legal Department
on the same day but was
reportedly ignored.
At around 3 p.m. on
the same day, Kim said
the CDC forcibly took
over his leased premises
and prevented him from
entering his office. Armed
security guards as well
as CDC police assisted in
the take-over, he added.
To add salt to the injury, Kim said the CDC
“directly negotiated” with
HPDC tenants and entered into a new lease
agreement with them
despite the absence
of a court order lawfully terminating the lease
agreement with HPDC.
Kim said he is a legitimate businessman and
investor in this freeport
and poured in almost
$8 million to develop
his leased area at Hollywood Park near the Sapang Bato Gate of this
freeport.
He said he was a victim of selective justice because HPDC is far more
developed than any other
property in the area.

On December 8,
2014, the CDC sent a
“Notice of Termination
and Take-Over of the
Leased Property with Final Demand to Pay Arrears” to Kim.

non-payment of minimum guaranteed lease
for the period covering December 2010 to
January 31, 2011 in the
amount of $27,620.72

Solidum noted a
study it conducted with
the Japan International Coordination Agency (JICA) estimating as
many as 33,500 people
could die in a significant
earthquake in Metro Manila, and another study
with the Australian government estimating fatalities at 31,000. “Fatalities would correspond
with the buildings that
are likely to collapse,” he
added.
He cited estimates
that replacing Metro Manila buildings that could
collapse in a big earthquake would cost P2.3
trillion, excluding cost of
infrastructure and the resulting adverse impact
on the economy.
Apart from preparing Pampanga and other
safe provinces for emergency operations for Met-
ro Manila folk, Solidum
also urged decentralization of the country’s capital. “We have put all our
eggs in the Metro Manila
basket,” he said.
Solidum noted, however, that the government has taken steps in
preparation for such possible earthquake scenario in the metropolis.
He said four major
zones in Metro Manila
could be isolated by a
big earthquake and that
already, the government
has assigned military
units and other government agencies to be in
charge of emergency operations in each of the
zone.
“Metro Manila may
be separated into four
isolated zones based on
geography.
Collapsed
buildings in Makati and
Mandaluyong cities as
well as the Pasig River
may separate northern
and southern parts of the
metropolis, while broken
road networks will isolate
the west and east of the
capital,” he added.
Solidum
explained
that a movement in
the West Valley fault
that could generate a
7.2-magnitude
earthquake, runs north to
south along the west and
east edges of the Marikina Valley and poses the
greatest threat to Metro
Manila.

effects of climate change
that could make Angeles CIty, 170 feet above

The WWF stayed for
some time in Angeles
to help map out a “climate-defined” future for
local business amid climate change that has
made unusual weather
worldwide the new “normal.”

Tan, chief executive officer of the WWF Philippines, said that climate
change and worsening
floods could eventually drive folk in low-lying
towns in Luzon to migrate to Angeles.
“Is Angeles prepared
for that scenario?” he
asked during WWF’s
third and last phase of
“business risk assessment and the management of climate change
impacts project” that
covered 14 cities in the
country.
Tan noted that “Angeles is not flood prone, but
the United Nations has
projected that the impact
of climate change would
not be so much marginalization as migration.”
He noted that the
WWF study conducted
in Angeles drew up opportunities for the city to
cope with the adverse effects of climate change in
the next 20 to 30 years.
A UN study has estimated that over one billion would be forced to
leave their communities
because of worsening
floods arising from climate change. In Asia,
the estimate is about 400

that in 2011 alone it issued three final demand
letters to HPDC for its
non-compliance. Then
on August 17, 2012,
the CDC issued a “Notice of Termination and
Take-Over of the Leased
Property.”
However, HPDC “requested for a re-consideration” and committed
to pay its outstanding
arrears and completion
of construction development on or before December 31, 2013. The
CDC said it approved
the HPDC request on
January 17, 2013 and
“with a notarized undertaking of HPDC to comply with its development
commitments and conformity to the termination and take-over of its
leased property in case
of default in any of its obligations.”
In his letter-reply on
December 18, 2014, Kim
said the issues raised by
CDC “are not novel” and
even if HPDC was late in
complying with some of
its obligations, they were
“all settled.”
Kim also said HPDC
has substantially complied with its construction commitments, is
continuously hiring Filipino workers at that time
numbering more than
150 already and since its
lease agreement signed
in 2009, HPDC has infused close to $8 million
to the Philippine economy.
But the CDC said
HPDC failed again to
comply with its obligations which resulted in
the final cancellation of
its contract on January
7, 2015.
The final CDC letter enjoined HPDC to
“cease and desist from
your business operation; peacefully vacate the leased premises and voluntarily surrender the same to the
CDC…”and settlement
of arrears amounting to
$146,174.52 inclusive of
interests and penalties
as of January 7, 2014.
On
January
12,
2015, the CDC Joint
Inspection Team with
a representative from
the Commission on Audit (COA) conducted an
inventory on all items
found in the premises
before forcibly taking
over the property.

Lee’s camp bared letters showing that as early as
2010 the developer discovered defaulting accounts
and asked permission from Pag-IBIG to have these
replaced belying Binay’s claim that they had “discovered” anomalies when they assumed office.
These accounts would later get to keep their houses without paying a cent despite Globe Asiatique
Realty Holdings’ (GARH) warning in exchange for
Binay’s demand that they file a complaint against Lee.
Lee is reacting to Binay’s latest pronouncement
that the supposed massive housing scam was discovered by Pag-IBIG even before the Vice-President assumed his post as head of the government’s housing
agency, the Housing and Urban Development Coordinating Council (HUDCC) and that the irregularities
was “massive in nature” particularly with regards to
Lee’s housing development firm, GARH.
At the same time Lee reiterated that the widely
heralded P6-billion peso anomaly has been proven
as the biggest lie that the Binay administration has instituted since his assumption into office.
Lee cited the testimony of Pag-IBIG Fund President and CEO Darlene Berberabe saying that contrary to the vilification campaign instigated by the
Binay, Lee owes no money to the country’s housing
program.
Pag IBIG and Binay were not the ones who “discovered” the said discrepancies or anomalies, as they
are and have been claiming until today.
“Binay’s statement and that of Berberabe about
their discovery of the supposed scam was a big lie.”
Berberabe in her testimony also confirmed Lee did
not owe P6 billion at all and even admitted that they
even owe Delfin Lee P600 million.
Members of the Senate Blue Ribbon sub-committee were left wondering why Pag-IBIG refused to
thresh out the matter with GA and instead pressed for
the continuous detention of its CEO Delfin Lee.
“Wala naman utang, double sale wala, at wala
naman nag co-contest. It’s just a matter of reconciling
the records,” observed Trillanes.
These just might be replacement borrowers … unless you are organizing them to file complaints and
that would validate the claim of Delfin Lee because
he did not give in to the demands of VP Binay that is
why he is now being given a hard time,” Trillanes said.
The inquiry also bared that contrary to claims of
thousands of complainants only 199 Pag-IBIG Fund
borrowers from the Xevera housing projects in Pampanga out of 9,951 have actually filed complaints
against GARH in exchange for promises that they
would not be ejected by Pag-IBIG in the meantime and
that they would not be required to pay while the cases
were pending.
In a letter to Pag-IBIG in 2010, Lee also asked the
housing agency as the final approving body to approve the replacement of400 accounts which defaulted.
“We would like to request the Pag-IBIG Fund to
initially allow us to replace some 400 accounts which
based on our internal monitoring have defaulted but
which remains current with the Pag-IBIG Fund because we are paying for them pursuant to existing
collection servicing agreements with new ones.”
the letter said.
“We will request for additional substitution
should the remaining accounts in our watch
list from bad to worse. We expect to clean
up the suspected accounts over a period
of six months,” said the letter addressed
to Pag-IBIG Chief Executive Officer Jaime Fabiana and dated May 27, 2010.
Copies of the letter were also sent to
then Housing and Urban Development Coordinating Council (HUDCC) Secretary General
Lucille Ortille.
The documents prove that Globe Asiatique and
Delfin Lee discovered the discrepancies and even reported the circumstances directly to then President of
Pag Ibig Fund, Jaime Fabiana and it was never the intent of Delfin Lee or Globe Asiatique to dupe any Pag
Ibig members nor there was a deliberate act of deceit
on their part.
Berberabe has insisted that 56 percent of the
9,951 borrowers were “bogus” and the remaining 44
percent were “real.”
Sub-committee chairman Aquilino “Koko” Pimentel and Sen. Antonio “Sonny” Trillanes IV were able
to determine that only 199 borrowers have actually
filed cases against GARH in court based on the documents presented by both parties during the hearing.
Atty. Wily Rivera, counsel of Lee, during the hearing said GARH has only 28 complainants while Berberabe admitted that Pag-IBIG has “168 (borrowers)
that were involved and filed syndicated estafa.”
Berberabe added that there are three cases still
pending with the Department of Justice (DOJ) that
have filed separately syndicated estafa cases against
Lee. Trillanes was puzzled why Lee was charged with
syndicated estafa when the issue is only “a matter of
