Railway Officers’ Club West Central Railway
Minutes of the General Body Meeting of HQrs Officers held on 14/05/2015 in
SDGM’s Conference Hall in HQ office, WCR, Jabalpur.
1. GBM of the Satpura Club held on 24/04/2015 decided that consequent to the
completion of construction of the New Officers’ Club Building in Rail Saurabh
Colony, there shall be two Railway Officers’ club in Jabalpur i.e. one for Jabalpur
Division and the other for HQrs Officers of W. C. Rly.
2. In view of the above decision the first General Body meeting of the officers of WCR
HQrs. was convened to constitute the Governing body, General body and Executive
committee for management of the newly constructed Railway Officers’ Club in Rail
Saurabh Colony.
3. Following decisions were taken in the meeting for management of Railway officers
club.
a) There shall be a separate officers club for officers posted in WCR HQrs.
b) The Club shall be known as “Railway Officers’ Club” West Central Railway
Jabalpur.
c) The address of the club shall be –

d) The members of the club shall be all officers posted in WCR HQrs, Officers of
Construction units of WCR at Jabalpur, Officers of Railway Electrification Project
at Jabalpur and Officers of SECR posted in Jabalpur, if they desire so.
e) The club facilities shall be available for use by officers who are members of the
club and their family members. The members of Satpura Club of Jabalpur division
and their family members shall also be allowed to use all facilities of the club.
f) The monthly subscription from each member shall be Rs 500 deductible from the
salary of the member.
g) Initially there shall be no charges for any facility provided in the club. However
depending on the fund position of the club dinner during gathering shall be
charged form member as decided by the executive committee of the club from
time to time for each occasion.
h) All members have unanimously decided that following shall be the management
structure of the club for decision making.
i) General Manager, WCR shall be the Patron of the club and will have full powers
to overrule any decision of General body or any other committee the club.
j) General Body of the club shall consist of all member of the club and will be
vested with powers to decide on any matter pertaining to management of the club.
k) The Governing body of the club shall consist of all PHODs and CHODs of WCR
posted in Jabalpur.
l) The Executive Committee of the club shall consist of following office bearers to
be elected by the General Body of the clubi.

4. It is unanimously decided to include following officers as members of the Executive
Committee for management of the Club.

5. It was also decided that the Executive Committee shall function and establish the
Club, draft its Bye Laws, open Bank account of the club and set up systems for
smooth functioning of club activities. Other members of the executive committee may
be nominated by the President till election for all posts is held at GBM. The executive
committee shall initially also decided booking charges for club premises which shall
be ratified and reviewed in next general body meeting of the club.
6. The executive committee is authorised by general body to take all decisions pertaining
to affairs of the club.
7. The modalities for transfer of funds and other issues finalised in the GBM of Satpura
Club is ratified in the GBM.
8. The club management shall take decision on holding Elections in future.
9. It has been decided to open a Bank account for the Club in the name of Railway
Officers’ Club, West Central Railway, Jabalpur, to be operated by the President,
General Secretary and Treasurer with at least two signatures required for operation of
the account.
10. The General Secretary and Treasurer have been authorised in GBM to hold a meeting
with Satpura Club to finalise the transfer of funds as decided in the GBM of the
Satpura Club.
11. The next General Body meeting will be notified in due course.
