1.
INTRODUCTION
Quad Bikes are potentially very hazardous and pose a significant risk to Lincoln University staff.
The greatest risks are: operator lack of knowledge, skill, awareness; operator’s ability to assess
conditions. This policy is intended to reduce risk to an acceptable level.
2.
PURPOSE
To ensure Lincoln University takes all reasonable and practical steps to reduce the hazards of
Quad Bike use at Lincoln University.
3.
DEFINITIONS









Quad Bike - a vehicle that travels on four low-pressure tires, with a seat that is straddled by
the operator, and with handlebars for steering control. A Quad Bike is designed to handle a
wider variety of terrain than most other vehicles.
Make of Quad Bike – Honda, Suzuki, Yamaha etc.
Engine capacity – size of engine
Terrain – the type of country Quad Bike is used on, e.g. hill, flat, undulating
Training course/induction – a course, or sign off and observation, that the user is
competent to use the Quad Bike

SCOPE
All users of Quad Bikes at Lincoln University; this includes staff, students, contractors and any
other users. Approval for unsupervised use will be granted by the FSC Manager, JML Manager,
Farm Manager, or their delegate. The aforementioned will only grant approval after they are
satisfied that the required procedures and training have been adequately covered.

The terrain varies considerably in these areas. Specific hazard identification should be
undertaken for areas where Quad Bikes are used and added to area hazard register.
5.
RESPONSIBILITIES
This policy applies to all users of Quad Bikes.
6.
PROCEDURE
All Users Must:

Have a current drivers licence.

Ride safely within their own, and the bike’s, capability.

Generally not exceed 20km/h. Rider’s discretion should be used when doing stock
work. The intention is for standard usage not to involve excessive speed.

Take extreme care on any public road.
New Users Must:

First, be shown the safe and correct use of the bike by an experienced operator (e.g.
F.S.C. technician, Farm Manager or experienced staff).

Be accompanied on their first outing by an experienced staff member.
Protective Gear:

Mandatory helmet wearing at all times – helmets must meet the New Zealand AS/NZS 1698:2006 A3: Protective helmets for vehicle users.

Appropriate strong footwear should be worn.

Eyewear recommended at moderate speed. Sunglasses are sufficient.
Passengers:

Passengers can only be carried on Quad Bikes specifically designed for this purpose.
This will be indicated on the Quad Bike itself or in the owner’s manual. If the Quad Bike
is not designed for carrying passengers then carriage of passengers is strictly
forbidden.

If it is necessary to carry a passenger on an appropriately certified Quad Bike, the
passenger must wear a helmet and the bike speed must not exceed 15km/h.
Trailers:

It is essential to check the trailer is securely attached.

Do not overload. As a general rule, on level ground. Quad Bikes can safely tow twice its
un-laden weight.

Travel at a safe speed and take care going around obstacles.

Passengers are strictly forbidden to be transported or carried in a trailer unless the
trailer is expressly certified for this

Transporting and Handling Fuel:

Exercise care and common sense. When transporting a Quad Bike to a field site,
transport spare fuel in the Quad Bike trailer or sealed utility (as in many 4 WD vehicles)
to prevent fumes from affecting driver and passengers. Do not smoke when refuelling
and keep fuel from spilling onto hot surfaces such as the exhaust.

Loading Quad Bikes for Transport (if transporting the Quad Bike on a trailer):

Ensure the trailer is hitched securely to the towing vehicle before loading or unloading
the Quad.

Use the tailgate ramp provided to load the Quad Bike onto the trailer.

Apply the Quad Bike park brake when loaded. Secure with a tie down or rope
Repairs:

Quads will not be released for use where repairs are required.
General Safety:

Always check fuel level before using.

Refuel with 4 stroke 91 unleaded petrol.

Do not stand when riding the Quad Bike.

Always put in neutral when getting off the Quad Bike.

Ensure all loads on carry rack are secure and take extreme care with oversize loads.

Report any faults to your Manager.
Division Directors/Managers are responsible for ensuring there are formal procedures in their
area of responsibility for regularly identifying, assessing and managing existing or new hazards.
Health and Safety Advisers are to ensure that regular hazard and risk assessments are carried
out in their designated areas using the hazard management process appropriate to their
division, section or group.
