CalSTRS is dedicated to securing the financial future and sustaining the trust of California’s educators through customer
service, accountability, leadership, strength, trust, respect, and stewardship.
The Client Outreach and Guidance (COG) division is the principal area of the organization that develops,
delivers and coordinates educational services to CalSTRS members, employers and staff. The goal of COG is
to ensure that all members receive adequate, timely and accurate information in order to make sound
decisions regarding their CalSTRS benefits. Within COG, the Santa Clara MSC is responsible for conducting
in person workshops and benefit counseling sessions with CalSTRS members.
Under direct supervision of the Santa Clara Member Service Center Manager, the Pension Program Analyst
(PPA) performs a wide variety of tasks associated with providing retirement counseling to members
throughout the Bay Area. The incumbent must exercise a high degree of discretion, diplomacy, confidentiality
and initiative taking collaborative action to resolve issues as they arise. The position is located in the Santa
Clara Member Service Center. This position requires 30% travel.

ESSENTIAL FUNCTIONS

Benefits Counseling: under direct supervision, the PPA conducts individual and group
retirement benefits counseling interviews with CalSTRS members according to COG policies
and procedures; interpret and accurately explain the California Education Code, policy memos,
administrative directives, management memoranda, CalSTRS benefits and a range of CalSTRS
programs to a membership of varying degrees of program understanding; access CalSTRS
systems to retrieve, research and analyze member data to properly prepare for counseling
interviews and ensure the accuracy of information provided; utilize computer programs to
calculate retirement benefit calculations based on specific member information such as, but not
limited to, estimated retirement date, option beneficiaries and unused sick leave balances.

CalSTRS on Campus Program: With manager’s guidance, responsibilities include design and
marketing of the CalSTRS on Campus throughout the Bay Area; plan school site visits and
coordinate the development and compilation of presentation materials; initiate, establish and
maintain business relationships with school campus principals and support staff to successfully
achieve CalSTRS on Campus program objectives. Determine appropriate workshops based on
school district employee demographics and feedback from school district staff; investigate new
avenues to deliver CalSTRS information to school district teachers such as during new
employee orientation, in-service days and district-wide communication tools; partner with school
campuses to effectively promote CalSTRS on-site visits utilizing flyers, handouts posters and
email notifications; evaluate CalSTRS on Campus program success by administering participant
surveys and feedback obtained from the school principal. Recommend CalSTRS on Campus
program improvements to COG management based on survey results and feedback received.
Promote CalSTRS member education opportunities to active teachers through school site visits
and attending education related conferences.

Group Presentations: With manager’s guidance, the employee conducts retirement planning
workshops at locations throughout the Bay Area in groups ranging from 15 – 100 individuals.
Promote CalSTRS member education opportunities at various outreach events.

Project Participation: Participates as a team member with other CalSTRS staff in the research
and development innovations; participate on special projects that have substantial departmental
impact; represent the division or branch on cross-functional project teams. Analyze business
area needs, define business processes and develop necessary procedures. Provide assistance
to the COG training team in the development or updating of workshops.
