ROLE SPECIFICATION 1. Role Overview: The Trainer & Compliance Auditor, Network Access is accountable to the Rail Safety Accreditation Manager for: Controlling and coordinating a range of integrated internal audit, compliance and training functions Providing advisory services and support across the Adelaide Metropolitan Passenger Rail Network (AMPRN) including specialist advice on the application of safe working rules and procedures; and training to staff and contractors as required Ensuring Rail Safety compliance is maintained during training & assessment processes in accordance with Rail Safety National Law requirements Developing, implementing and reviewing strategies, procedures and systems to guide and reform performance, auditing processes and outcomes Assisting with rail incident investigations which contributes to an efficient and effective audit function across the AMPRN. 2. Reporting/Working relationships The Trainer & Compliance Auditor, Network Access: Reports to the Rail Safety Accreditation Manager Liaises extensively and forms collaborative relationships with managers and staff across the AMPRN to ensure training and assessment opportunities and compliance auditing deliver required operational outcomes Provides a customer focussed service with key internal and external stakeholders and service providers Liaises and collaborates with the Learning & Development team 3. Statement of Key outcomes and associated activities 1. 2. Manage the effective delivery of critical audit and compliance functions, including appropriate training to track protection and operational personnel as required, by: a) Planning and conducting the effective delivery of audit services across the AMPRN ensuring compliance and application of rail safety legislative requirements including, but not limited to: contractor compliance and safety requirements safe working practices relating to track and/or infrastructure maintenance and construction activities safe working rules and procedures (work instructions and procedures) radio communication “Work on Track” activities b) Providing specialist advice, technical expertise and support to managers and staff across the Division on a range of issues including the application of safe working rules and procedures c) Delivering responsive training and assessment programs and packages for track protection and operational personnel, including the maintenance of technical training and assessment files and records to support operational and regulatory obligations d) Assisting, and providing advice, in consultation with the Learning & Development team on the development of new training and assessment programs and evaluation/review of existing training programs to ensure industry best practice/relevance and ongoing accreditation e) Providing mentoring, coaching and support to track protection and field personnel on training and development issues as required f) Identifying and analysing trends, developments and issues in compliance performance and developing recommendations to support and facilitate improvements g) Exercising judgement on the rail network by assessing safety non comformances/breaches, applying risk management protocols/practices and implementing safe working arrangements and site protection as required Contribute to the provision of an efficient and effective internal compliance audit function, by: a) Reviewing the effectiveness of audit and compliance tools; and developing & implementing best practice procedures for an integrated internal audit and compliance function aligned to Rail Safety National Law and Rule Book requirements b) Investigating and analysing audit practices and preparing written summaries and recommendations to management c) Providing expert advice and preparing high quality reports with practical recommendations for developing and implementing continuous improvement initiatives and strategies d) Preparing appropriate, regular, accurate and reliable reports on the status of audit program performance e) Identifying and analysing trends and risks and managing and coordinating relevant projects and initiatives to support operational outcomes f) Contribute to the development of policy, procedures and protocols and providing expert input into planning and operational issues as required g) Monitoring and evaluating auditing services and providing recommendations to ensure they continue to meet operational needs h) Recommending and reporting continuous improvements to work practices; and maintaining professional and quality standards in internal audit practice i) Ensuring timely and cost effective service delivery outcomes to all customers and clients across the AMPRN ASO5 Trainer & Compliance Auditor, Network Access 3. 4. 5. Contribute to safe systems of work and the development of a quality management system by: a) Ensuring all work practices comply with relevant rail safety, WH&S and environmental legislation, regulations and standards, including Australian Standards b) Actively participating in the identification and implementation of strategies to control all relevant risks, including the appropriate reporting of notifiable occurrences and environmental incidents c) Ensuring all work practices continuously improve in accordance with quality principles/legislation, regulations an standards giving consideration only to the highest levels of quality and service Contribute to the continuous improvement of the AMPRN through: d) Assisting the Transport Investigations Coordinator with investigations into incidents that have occurred on the AMPRN e) Assisting the Rail Safety Accreditation Manager in the management and development of the AMPRN Rule Book. Educational/Vocational Qualifications a) Certificate in Business, Logistics, Planning or similar or substantial operational experience in a rail transport or logistics environment b) Workplace Training & Assessment IV or equivalent c) Lead Auditor Certificate or equivalent Personal Abilities/Aptitude/Skills/Experience/Knowledge a) Demonstrated experience in managing a range of functions including leading audits and investigations, developing and analysing effective and innovative performance indicators and analysing and applying information and data b) Extensive demonstrated knowledge and experience in the rail industry/rail operations environment and with the application of requirements of rail safety legislation c) Significant experience in performing internal audit reviews in accordance with current auditing practices, including sound knowledge of auditing principles, standards and practices d) Well developed interpersonal and communication skills, both written and verbal, with ability to identify and respond effectively to the requirements of stakeholders, negotiate with a broad range of people both technical and non-technical, and deal with sensitive issues with confidence and confidentiality e) Proven ability to analyse, investigate and identify problems and issues and exercise initiative and sound judgement in implementing solutions and actions f) Sound ability in the use of computers and a range of contemporary software programmes, including Microsoft Office Applications (Word, Excel, Outlook, Access) and other computerised systems and databases, with demonstrated accurate keyboard skills g) Demonstrated experience in preparing and presenting reports, letters, training materials and other documentation in a clear, concise and logical manner h) Ability to work under limited direction, both independently and as an effective team member, manage competing workloads, determine priorities and organise work to achieve objectives and meet deadlines i) Proven commitment to the principles and practices of: Equal employment opportunity, ethical conduct, diversity and WH&W Customer Service Quality management and client oriented service; and Risk management
