The Training Centre was regulated in accordance with the decision of the Chairman of the Board no. (12/r) of 2011, and therefore, the administration of the Centre was formed and assigned a number of key duties such as proposing and implementing the annual action plan and the training courses. The Centre was also charged with providing technical and professional training, holding awareness programmes for investors in capital markets and supervising relevant activities. About SCATC The Securities and Commodities Authority Training Centre is a source of approved knowledge in the field of securities and investment. It provides specialized professional exams and training courses that guarantee the enhanced performance of staff and professionals in financial markets and services careers, and also provides them with all the latest developments in this industry and the best internationally-recognized practices. The Centre cooperates with national and international academic and professional institutes. The teaching process is assumed by a group of specialists having academic as well as professional experience. It should be noted that the certificates of the Centre have obtained recognition and approval by financial institutions and in finance and business circles. Pursuant to the regulatory systems of SCA, passing exams and obtaining the appropriate professional certificates are the conditions for obtaining a professional license. The Training Centre plays a key role in qualifying the professionals in the capital markets sector of the UAE through its Qualifications Led Licensing Regime, as well as offering internationally accredited professional qualifications. Mission: The SCA Training Centre was established in accordance with the decision of the SCA Board of Directors no. Abdullah Salem Al-Turifi SCA CEO Securities & Commodities Authority Training Centre The Securities and Commodities Authority Training Centre (SCATC) in the United Arab Emirates is a prestigious and specialized institution concerned with the development of professionals in the fields of capital markets and the financial services industry, in general. In view of the above, the SCATC continues to exert great efforts in adopting only the best international practices to achieve the highest level of quality standards of performance and services for its clientele. This is manifested in the equipping of the centre with the state-of-the-art training equipment and education resources, first class conference hall and the employment of technical and administration experts and highly experienced personnel to run the Centre and provide services at the highest level of professionalism. Consequently, SCATC is committed to providing training programs, seminars, qualifications exams and professional certificates with the aim of promoting the performance of the capital market and financial services sectors, and meeting the challenges and requirements of the labor market. This is in addition to training of UAE national cadres and living up to the latest developments in the area of financial services, in a way that would serve the interest of investors and clients, in particular and the interest of the UAE national economy, in general. SCATC has also signed partnership agreements with a number of the best national, regional and international vocational and academic institutions to provide a package of training programs and examinations of high quality, excellence and innovation of international standards and specifications. Investor Education To raise the awareness of the investors to protect themselves and further to educate them as well as enhancing confidence, in such a manner, as to serve the interests of the national economy. Professional Qualifications To provide access to training and qualification for citizens of the UAE, GCC and other Arab countries to work in investment field in the capital, securities and commodities markets. Assessment & Licensing To supervise the examinations of the accredited professional certificates with a view to license the various technical and professional jobs in accordance with law requirements, and to consider the accreditation of professional certificates in this area. Qualification Led Licensing Regime The Securities & Commodities Authority has established a qualification and licensing requirements for professionals wishing to work in the capital markets in the UAE. In collaboration with the Chartered Institute of Securities & Investment (CISI), each job role has been assigned competencies and related exams that will lead to a license to enroll to a financial job in the capital market. Along with CISI, (SCATC) regularly manages the continuous development of qualification curriculum and exams and training programs. UAE Nationalization SCATC offer UAE nationals who are currently employed in the capital market sector or those who wish to join it some privileges that facilitate their entry and employment. For example, UAE nationals may be exempted from assessment fees, invited to SCATC workshops for free or provided discounts or rewards. These privileges are regulated by the Securities & Commodities Authority and reviewed periodically. UAE nationals are advised to contact SCATC to learn further about the available programs. 11 Awards & Graduation Hundreds of professional candidates are awarded annually in an official ceremony to recognize their efforts and fulfillment of SCA Qualification Licensing Regime and their attainment of other professional qualifications endorsed by the Securities & Commodities Authority. 12 Securities & Commodities Authority Training Centre The initiative to launch a Financial Market for (virtual) Training is a well-developed educational and training project through which students receive practical training to put into practice the concepts and rules they are studying as part of the curriculum, especially those majoring in finance and economics. The project is financially supported by the Securities and Commodities Authority (SCA), in coordination with Abu Dhabi Securities Exchange (ADX), and the Dubai Financial Market (DFM). Objectives for Establishment of the Financial Market for Training 1. Place the trainees in a simulated work environment similar to the functioning environment of the capital markets. 2. Identify how to do real trading in stocks and bonds (buying and selling). 3. Disseminate the financial and investment culture by Involving trainees in stock competitions. 4. Make quick decisions when implementing projects and case studies relevant to securities portfolio investment. 5. Allow the professors supervising the students’ projects to evaluate their expected performance against their actual performance by having them write research papers. 6. Taking part in contests organized by the university administration and financial markets. Financial Market for Training (FMT) The financial market for (virtual) training is equipped with ticker tapes and huge separate trading screens directly connected with the UAE financial markets, in addition to some modern electronic devices such as iPads and laptops and desks and chairs for students.
