Introduction
Welcome to Dún Laoghaire-Rathdown County Council’s Ireland 2016 Grant Scheme.
We hope you will find the document useful and informative. However, please feel free
to contact us if you require further information.
This document outlines the general Terms and Conditions of the scheme, including
eligibility, the application process and the selection process for the Scheme.
Dún Laoghaire-Rathdown County Council, in association with Ireland 2016 and the
Department of Arts, Heritage and the Gaeltacht wants to develop a programme of
events for ‘Ireland 2016’ to mark the centenary of the 1916 Rising in each local
authority area.
Funding is now available for local groups, organsiations and other
interested parties to play their part by developing a project, or projects, to mark this
important event.
‘Ireland 2016’ is a National initiative to develop, coordinate and deliver a programme
for the 2016 centenary year with local, national, and international events, based on
five intersecting themes, drawing inspiration from the ideals of 1916, the Proclamation,
and the events of that time. It is a call to action to REMEMBER the events of 1916,
REFLECT on the last 100 years, and RE-IMAGINE Ireland’s future.

Eligibility
•
Applications must be for activities taking place within Dún LaoghaireRathdown.
•
Dún Laoghaire-Rathdown County Council aims to support projects, events,
groups, organisations and individuals whose work is of a high quality.
•
Dún
Laoghaire-Rathdown
County
Council
seeks
to
support
financially
sustainable ventures.
•
Preference will be given to those groups, organisations and individuals whose
work functions in a developmental way and whose application demonstrates an
ability to support participation and access.
•
The success or otherwise of previous grant aided activities will be taken into
account when assessing the applications and previous grant reports submitted
by applicants will be made available to the selection panel.
•
Applications that involve strategic partnerships and collaborations will be
favourably considered, particularly where match funding is available.
•
Employees of Dún Laoghaire-Rathdown County Council are not eligible to
apply.
•
A Tax Clearance Cert is required and audited accounts may be required for
grants over €10,000.00 or groups in receipt of funding from Dún LaoghaireRathdown County Council of over €10,000.00 in any one 12 month period.
General Conditions
•
Successful applicants will be required to acknowledge the financial assistance
of Dún Laoghaire-Rathdown County Council, including the display of the
Council’s logo on all printed matter.
Reference must be made to Dún
Laoghaire-Rathdown County Council’s support in any publicity relating to the
activity/event.
•
The funding offered must only be used for the purposes specified in the
application and any alterations to the proposed use of the grant must be
approved in advance by Dún Laoghaire-Rathdown County Council.
•
The award must be spent within the designated timeframe.

Applicable grantees should hold adequate public liability insurance. Dún
Laoghaire-Rathdown County Council will not be responsible in any way for
insurance of grant aided events or projects.
•
Where relevant, in accordance with national child protection policy, Children
First National Guidelines for the Protection and Welfare of Children, successful
applicants must have in place a policy and proper procedures regarding
working with children and young people prior to the draw down of funding.
•
The provisions of the Freedom of Information Act 1997-2003 apply to Dún
Laoghaire-Rathdown County Council.
Applicants should state if any of the
information supplied by them is confidential or sensitive and should not be
disclosed in response to a request for information under the aforementioned
Act.
Applicants should state why they consider the information to be
confidential or commercially sensitive.
•
Canvassing of the members of the selection panel, councillors or members of
staff of Dún Laoghaire-Rathdown County Council will disqualify the applicant/s.
•
A report on the grant-aided activity must be submitted before the final draw
down of grant-aid is made. Failure to do so could prejudice future applications.
•
An invitation must be issued to An Cathaoirleach and An Leas Cathaoirleach of
Dún
Laoghaire-Rathdown
County
Council
for
all
grant
aided
events,
conferences, festivals or launches that are awarded €4,000 or more.
•
Additional conditions specific to a grant may be outlined in a letter of offer.
Following assessment successful applicants will be notified and may be requested to
provide receipts and/or other relevant documentation in order to facilitate payment. On
receipt of all documentation arrangements will be made for payment directly to the
applicant’s bank account.
•
It is a requirement of Dún Laoghaire-Rathdown County Council that the
applicant has a dedicated bank account.
•
Perishable items will not be grant aided.
•
All Grants are subject to available funding.
•
Funding is allocated on a yearly basis and cannot be carried forward.
•
Grants must be claimed/ drawn down within the designated timeframe.

What is the purpose of Dun Laoghaire-Rathdown County Council’s Ireland
2016 grant fund?
The key objective of the Fund is to provide support to local/community event
organisers and activities/projects. The Fund is being administered by the Council’s
‘Ireland 2016 Steering Committee’ which includes both Councillors and Council staff.
What Fund amounts are available?
Fund amounts will be directly related to the project’s relevance to the below listed
themes. Dún Laoghaire-Rathdown County Council “Ireland 2016 Steering Group” will
evaluate each application.
Who is eligible to apply?
It is open to groups, organisations or individuals that are organising community
events/activities/projects in 2015 or 2016. To be eligible for funding, the event /
project must be based in Dún Laoghaire-Rathdown and take place before the 31st
October 2016.
The Five Themes:
In order to be successful, projects must correspond with one or more of the following
themes:
•
Remember – Commemorating the historic events of 1916 in the full context of
our history with a specific focus on the area now covered by Dún LaoghaireRathdown and the people associated with this area.
•
Reconcile – confronting the divisions of the past and reflect on how the ideals
of the Proclamation were rekindled and contributed to reconciliation
•
Imagine – engaging with all of our people to challenge our assumptions to reimagine our legacy for future generations
•
Present – Showing how as a Republic we took our place ‘among the nations’
expressing our individuality through our own distinctive culture
•
Celebrate – the idealism of the Proclamation, exemplified by our legacy of UN
peacekeeping, and the developmental and humanitarian work of Irish Aid and
our NGOs

Criteria:
The following must be demonstrated:
•
The extent to which the proposed initiative is aligned to one or more of the five
themes of ‘Ireland 2016”
•
The extent to which the proposed initiatives maximize community and citizen
engagement and mobilization around the key “Ireland 2016” themes
•
The extent to which the proposed initiative connects with the events of the 1916
Easter Rising and the area now covered by DLR
•
The extent to which the project proposed is unique, innovative, creative,
interesting and likely to make an impact
•
The potential scope of the project within DLR and anticipated target audience
•
The cost of executing the proposed project
•
Any additional supports and funding that may be required and have been
secured from relevant stakeholders
•
The feasibility of project completion within the timeframe allocated
Application Process
Applicants must submit 1 copy of the completed and signed application form,
preferably electronic.
Incomplete and unsigned applications will not be considered.
The declaration page MUST be signed but a scanned copy of the signature will be
accepted. Typed names in place of signatures will NOT be accepted.

Criteria for Selection
Applications will be marked on the following criteria:
•
Quality of previous applications.
•
Quality of proposal.
•
Capacity to deliver project / event / works
•
Ability to increase opportunities for the various communities of Dún LaoghaireRathdown to experience, interact and engage with quality, stimulating, creative
ventures.
•
Ability to achieve applicants outlined objectives within timeframe and budget.

Selection Process
•
The closing date for applications is Friday the 29th May 2015
•
Grants will be selected through a competitive process.
•
An Awarding Board will assess grant applications in each funding stream and
recommend applications for funding to the Council.
•
Approval of proposed grants by Council and successful applicants subsequently
informed.
•
All funding is subject to availability.
•
All applicants will be notified if their application has been awarded or declined.
•
Successful applicants may be requested to provide receipts and/or other
relevant documentation in order to facilitate payment.
