The Tehelka investigation into the fraudulent issuance of
aviation licences and logging of flying hours began with a tour
of flying clubs near Delhi. Tehelka special correspondent
Kumar Baadal posed as Rajesh Sharma, someone who wanted
to procure a pilot’s licence for Abhishek Sharma. Tehelka
reporter Aman Khanna posed as the pilot aspirant, an NRI
from Canada. He was asked to speak with a heavy Canadian
accent in the meetings.
An employee of the Karnal Flying Club said Captain S.S.
Kang, the chief flying instructor of Northern India Flying Club
in Patiala, could help us and gave us Captain Kang’s number.
After rehearsing the Canadian accent, Kumar and Aman
decided to get in touch with Captain Kang at Patiala.
The interface between the two and Kang was filmed on
spycams.
On November 22, 2003, we checked into the hotel suggested by
Kang. An hour later, he came to the hotel.
Kang: This is a big problem at our place…
Tehelka: Hmmm…okay..what…
Kang: CM belongs to this place…of and on he comes…and he
comes by air…
Tehelka: And you have to make the arrangement…
Kang: Yes I have to make…
Tehelka: Landing and all…
Kang: All that…
Tehelka: Today he is coming…
Kang: Hmmm..Hmmm…and before that we have to check the
runway…and then check the firefighting equipment and
all…till he leaves…

Kang: No..don’t worry about that… I’m a very hard
person…nothing happens…I’ve met with many many
accidents in the air…I was saved out of the aircraft…these
hardly things you know…hardly matters…
Tehelka: (to pilot aspirant) Okay, let me introduce him he is

Kang: I’m the chief flying instructor…one of the senior
persons in Indian aviation…most of the people….they
know…so I’m the person…I’ve been teaching for the last 32
years…I’ve been teaching gliding…you know gliding…the
air…
Aspirant: I know…
Kang: I’m an approved examiner of Government of India for
that…approved examiner for all licences…upto
ALTP…airlines and all…all licences that are issued and are
ruled…by the Government of India…I’m the only living
person now after…who has maximum flying experience
through out the country…anywhere…I’ve been to all…

Kang: Nahin…nahin..this is only because once you are
here…you should know…I’ve met with many accidents…the
aircraft was all fire but I escaped…because of god…

Kang: Now…what is your qualification…
Tehelka: I’ve already told him…
Aspirant: Could you please explain what is the criteria…
Kang: Yeah…and openly we are discussing everything…
Tehelka: Everything should be in an open manner and take it

Aspirant: I’ll just explain. After competing my MBA from
Bangalore…I went to Canada…British Columbia..I was
thinking
Kang: You want to have CPL (commercial pilot’s licence)…
Aspirant: Yeah…
Kang: No…we will give you some of the flying time…but since
you want to get the CPL…there are three types of
licences…One is student pilot licence…that is issued by the
Government of India…then there is PPL…Private Pilot
Licence… there also it is there, here also we give… PPL we call
it Private Pilot Licence…that is issued after 60 hours of flying
by passing two papers…the examination…
Tehelka: Theory papers…
Kang: Theory papers…but SPL (student pilot’s licence) I’m
the examiner for that…
Aspirant: Is everything…
Kang: It’s own examination of the institute…whatever mark I
send that is done…but for CPL you have to appear in a written
examination conducted by DGCA…but for that you’ll have to
come to India…because without that…it is not possible…you
have to come here…you have to go through the book…but you
need a coach…There are people in Delhi…they have their
coaching centres…then after that it comes…the Commercial
Pilot Licence…Commercial pilot licence is issued after four
papers…it’s a combination of four papers…written and a
flying of 250 hours…for that you need studies…you can
directly also study for commercial pilot licence…you can cut
short two papers…straight to the…

Kang: Now…
Tehelka: He will get that SPL and…
Kang: Yes…We can only get you a SPL in the shortest time…
Tehelka: What about CPL…
Kang: CPL…that after passing the…

Kang tells about someone else sitting for the theory papers on
behalf of the aspirant, which he will arrange.
Kang: That you’ll have to…you’ll have to remain there…

hours…then theory part for CPL you have to…clear…but I
will tell you one thing…in that also I will try my best…in your
place somebody else appears in the exam…

Tehelka: In that case…you have to bear the expense…
Kang: And…because…that boy will only appear on behalf of
you…that is he will undergo medical examination…and he will
pass theory paper…licence…it’s not that difficult…but…you
know for everything you have to tie up with the Delhi
people…the whole thing is…in that…the photograph of that
person will continue…till…but that portion like the
racket…you know passport racket is still going on…passport
racket is something you know…it’s very tricky thing…you
know they paste it…but here I have not brought pilot licence
otherwise I would have showed you…it’s a card type of
licence…a commercial licence…card type…
Tehelka: It’s like driving licence?
Here Captain Kang tells about the modus operandi of getting
the licence through fraud. He even demonstrates the procedure
by holding the hotel room service menu.
Kang: No..it is…three-four pages…and the front…first page a
photograph is there…that’s all…
Tehelka: How does that thing happen…if the photograph…
Kang: That first you know the page will be removed…fresh
page will be pasted there…
Tehelka: But how can you…
Kang: No…no..no…it is like…
Tehelka: Won’t the paper…
Kang: No…no it is the same…I’ll show you…it is a book like
this (picks up the menu)…this is the outer page…it’s a
cardboard like…same type…and on this another page is
there…same kind…another one…then another one…then

anywhere…there are two holes here and there is a thread in
that…it is that…so what is going to be done is…this will be

foreign countries is different time…every 15 days you can
appear in the examination…but here you can’t…first of all you
require SPL…student pilot licence…that is a must…that will
be issued by us…your medical…who is the doctor…they are

Kang: You can just get it anytime…

Tehelka: So now he is saying he will take care…but you’ll have

Kang: Yes…that medical…you can also appear…or I’ll send

Here Kang tells how he will arrange for the exam of
commercial pilot licence since the aspirant has little time for
that.
Kang: Now the thing is…because why we are doing
this…because you don’t have the time to…be in
India…otherwise it takes time…now for examination of
commercial pilot licence…that we have every three months…

Kang: Three months…and for that we will not be putting…as
a centre…Delhi as a centre…no…centre will be outside
Delhi…like it may be here…it may be Bombay…

Kang: No…no…somebody else will appear…

Here Captain Kang admits that it is a racket and everything
can be managed through money. He also tells us that he can try
to get the licence directly from the DGCA.

call it… everything can be tackled with money… we have got
a…you know… price…otherwise the system is…you take

Captain Kang tells us that the rate would be high for such a
licence as senior people from the DGCA will be involved. He
also tells us that maximum number of flying hours can be
logged here.
Kang: Now, in case…let me tell you this…the rate will be too
high…let me be very clear…because everywhere someone has
to cope up…some one has to cope up…and every place will be
involved…every place…means…may not even for
me…because I’m not doing (it for) myself…I’ll get a licence
but only thing I am…I have to vouch it
authenticated…because I go every month to that office…I
know everything…and I am not going to get the licence from
some lower person…no…
Tehelka: That he will see for himself…
Kang: No…that will be from a big boss…straight…
Tehelka: Can you tell him how much…
Kang: Of course I can tell…you know we have directors,
deputy directors…and assistants…because they are who issue
licences…
Tehelka: Director for licencing…
Kang: Director for licencing…deputy director for
licencing…there are many people involved in this…there are
many…for about 13 directors…about 45 deputy
directors…then…60-70 assistant directors…but there are
authorised persons to sign on the licence…give you the
licence…
Aspirant: So…how much would it cost…
Kang: It will cost you…I have nothing…I am because…since
you do not know…if you require only the flying hours and the
student pilot licence…just to get settled there…in Canada…
Aspirant: No…but…
Kang: It is a different thing…that is about the…rate is so
many no problem…at all…

Kang: That you will be given student pilot licence…issued
from the…recognised by the DGCA…it will be a Government
of India licence…

Captain Kang tells us that the aspirant will get the flying hours
without flying. He also tries to convince us that there won’t be
any problem in the future as he’ll be controlling everything.
Kang: Fine…no problem…the licence will be issued here…we
will issue the licence…you can do both 50-60 hours…100
hours…you can do that…how long you can stay here in India?
Aspirant: Maximum another month…
Kang: In one month you can do…60-70…hours…
Tehelka: He has to do the actual flying…
Kang: No…no…no
Tehelka: He’ll get that much hours…
Kang: Yes…we will give him the logbook…we will put him on
paper…everything will be on paper…everything will be in the
paper…although there is no one to track us…on that…but we
will do it in authentic way…
Tehelka: Okay…sir…one thing I would like to ask
you…suppose that…in future would there be any

Lahore…from Lahore we shifted to Jalandhar and from
Jalandhar we came here…the second part which I’m
telling…no risk at all…not even point one percent…if some
body makes the complaint…also…let us think…let us go to the
negative point…
Tehelka: Yeah…yeah…what’s that…
Kang: Hundred percent go to the negative…someone tells
that…it’s cooked up…but this is the paper…it’s already
logged…see…it’s been done…
Tehelka: Because…he has been asking me this question…what

CPL…from the DGCA…where there won’t be…any…would

Kang: No…somebody else’s will be there…on his behalf…

Captain Kang gets up to go to the toilet. He returns and sits on
the bed which is not in the frame.
Tehelka: And third option is you’ll get a direct this
thing…you…you’ll get a…some 150 or 100 hours of flying
from here and you go back and…you… complete the rest of
the hours in Canada and get a CPL.
The meeting is over. Captain Kang leaves the room.
We meet Kang again in Delhi at DGCA on January 28, 2004.
We didn’t carry equipment. He took us to the Delhi Flying
Club and gave us the admission form and the forms for
medical and police verification. He asked us to meet him the
next day at DGCA at 3.30pm. We reached DGCA at 3.30pm on
January 29, 2004 and wait for Kang in our car. After
sometime, he comes out of the building and gets into the car.
Kang: Big…Licence is to be issued and taken by hand
immediate …the clerks are not working only…
We give the filled-up forms to Captain Kang.
Tehelka: There are four sets…
Kang: Give one to me…
Tehelka: (to aspirant) Did I give the pen to you…what
happened…
Kang: His paper did not reach there…I said would be sent by
post there…where here now…it will open tomorrow at 11
o’clock…the office will open…then there is aholiday for two
days…tomorrow I will send it from there…this form…for the
license…
Tehelka: For this…okay…
Kang: This too is CFI na…I conduct the tests for these…
Tehelka: Okay…okay…where is it…
Kang: Just ahead at the petrol pump…
Tehelka: No…he was saying…
Kang: No…how does it matter…whoever it is…there is no
problem…
Tehelka: He wants to avoid it…
Kang: No there nothing fishy there…There isn’t going to be
any checking there…no problem…here (points at space in the
form)…occupation…whatever you wish to write…there is

Kang instructs the driver to move to Dilli Haat. We start
discussing the further procedure, police verification and
medical examination. We discuss about the amount to be paid.
Kang tells the driver to stop as he sees his man near a scooter
at Dilli Haat. Our car stops.
Tehelka: Sir…you need to sign on some page…
Kang: No…no…nothing…nothing like that…
Tehelka: No…
Kang: Here…
Tehelka: Yes…
Kang: Yes…that I’ll sign…
Tehelka: Because without that…
Kang: Fill it first…(points to a page in the form)
Tehelka: Then…he’ll have to check the number and all…don’t
worry he will get it done tomorrow…
Kang begins signing the forms.
Kang: What’s the date today?
Tehelka: It will be put in todays date…

Kang: You see…it’s a two-line certificate…it’ll be verified
there…they have everything ready there…

We reach the NIFL to meet Captain Kang. We park our car
and enquire about Kang at the office. The runway and small
aircraft comes in the frame. Someone tells us that he has gone
out and will come after some time. We move towards a small
fenced area overlooking the runway, where some chairs are
kept. The signboards of NIFL and the aircraft come in the
frame.
A NIFL employee tells us that Captain Kang is coming. His car
comes in the frame when it’s parking. Then we proceed to the
fenced area and sit on the chair. In between, he talks to his
staff and on his mobile as well.
We give him the medical certificates issued by the doctors we
visited in Karnal.
Tehelka: Mr. Kang …these are for training…
Kang: These are training aircraft…(takes the packet
containing the reports from me)…Hope there was no problem?
Tehelka: No…no…
Kang: A boy from our side…I told him and he also
went…Delhi…to the same doctor…
Tehelka: Dr...
Kang: Don’t know what…yes…
Tehelka: That doctor…
Kang: What…he got stuck there…the boy didn’t come for two
months…He says…putting ear drops…this…that…he told
me…
Tehelka: This…he was…he was telling me…no…no…I won’t
pursue…
Kang: Six to seven thousand will be spent…this …that…
Tehelka: Okay have you spoken to him...(with another
doctor)?
Kang: Yes
Tehelka: Nothing…he said that…in fact…we will fix an
appointment in the morning…but since you are coming
through him…he took at the most one hour…that also half an
hour was spent on the ENT specialist and the eye specialist…
Kang: Yes…that’s how it is…(all the while going through the
papers given by me)
Tehelka: And police verification paper is also there…
Kang takes time in checking papers. Orders tea.
Kang: This doctor is very good…but I’ll still check…I know
sometimes some things are missed…if you leave something out
then there is a problem…
Tehelka: Yes…obviously…
Kang: There…the things that come from DGCA …circular
and all…(calls for someone) give a chair…
Captain Kang has a visitor who joins us. In between he asks us
for the aspirant’s original certificate for a day and the
photographs. We try to broach the subject, but Captain Kang
gives hints not to. He sends the aspirant with an employee for

and can be seen on the frame.

Kang starts writing the letter for his DGCA contact who could
get us the medical quickly. Meanwhile his staff also comes with
the result of the aspirant’s technical examination for flying (he
comes with it before the aspirant returns). The result can be
seen in the frame. Kang attends more calls on the mobile.
We pull out the bundle of notes from the bag.
Tehelka: (to aspirant) See…give him money…sit there in the
sun na…fifty you are giving for flying hours…and fifty you are
giving advance for the direct licence…
Kang orders for tea, when he is through with his telephone
conversation.
Tehelka: Sir…I’m just explaining the thing to him…
Kang: I’ll just finish this letter…
He finishes the letter. Then he explains me how to meet the
person at DGCA, New Delhi.
Kang: Whenever you go to DGCA…this you can submit
anytime…tomorrow morning you can submit it…

flying hours

flying you are doing here…this is a solid planning…whatever

Tehelka: There you will…get the direct licence…commercial
pilot licence…that would be a commercial pilot licence…
Kang: Where ever you will go…this flying will give you…any
licence from that country…they will honour it
immediately…you have done so many hours…fine…
After this, there was some communication gap and Kang was
not responding to our phone calls. We started thinking our
cover might have been blown and he would have come to know
about our real identity. So we kept quiet for some time. We
needed at least the SPL and the logbook to substantiate that he
had really done something out of turn.
When our contacts resumed, Kang asked me to come to NIFL
to collect the SPL and the logbook. We went to NIFL, cautious
this time as Kang’s behaviour hinted that he had developed
some suspicion. Also we told the driver to take the car out of
NIFL if someone enquires about us.
We had to wait 40 minutes for Kang. He took me to his office.
He was very reserved and looked stern this time. He said he
would issue the full 250 flying hours only after getting the full
payment in advance. We told him to do that we’ll need to
consult the aspirant and his parents. We also told him that we
would need to show them proof of the work to convince them.
Kang was in a bit of a fix now and told me that he’ll give 200
hours from NIFL and the rest 50 hours can be accumulated in
Canada. Kang tried to talk to an Indian flying instructor in
Canada. This was hinting at the existence of an international
network. But Kang couldn’t get through and said he would
talk to that person later in the evening.
Kang gave me a Student Pilot License issued in the name of
Abhishek Khanna and also a NIFL logbook which shows that
the aspirant had completed almost 10 flying hours.
When we came out, we found the car missing. After looking in
vain for the car, we boarded a bus. The car was waiting on the
outskirts of Patiala. The driver said that after half an hour or
so of our arrival, someone began asking about us. The driver
said that all this while the person was looking at the backseat.
The driver then told the person that he has to get some repairs
done on the car and hurriedly drove away.
The driver didn’t realise that due to this the final conversation
with Kang was not recorded. Still we had the SPL and the logbook.
