SMEs: How To Grow Your Business With The MOD 2012 eBook Getting started T his SME eBook particularly focuses on small and mediumsized businesses (SMEs), defined as independent companies with turnover under €50 million and with 250 or fewer employees. SMEs have a crucial contribution to make to defence; their agility, innovation and enthusiastic dedication to the customer are exactly what the MOD needs in responding to today’s rapidly changing military needs and the heightened imperative of delivering ‘better for less’. Defending the realm is one of the Government’s primary responsibilities. It is also one of the most enduring. In practice, this translates inter alia to providing our Armed Forces and national security agencies with the best capabilities we can afford to enable them to protect the UK’s security and interests, both now and in the long term; and in doing so, to obtain best possible value for money for the taxpayer. With all the focus on the austerity and budgets cuts to bring the defence programme into balance with available resources, it is possible to lose sight of the fact that the MOD remains one of UK industry’s largest customers, spending around £14 billion a year on a huge range of equipment, goods and services. As well as the specialist military hardware such as aircraft carriers and submarines, armoured vehicles and combat aircraft, the MOD also needs a vast array of ‘non-warlike’ items such as clothing, food, accommodation, transport and equipment associated with its medical, dental, fire and police services – to name but a few. The Government has declared an aspiration that 25% by value of Government contracts should benefit small businesses, either directly or through the supply chains, by the end of the current Spending Review period. In the year to the end of March 2011, an estimated 42% of MOD contracts were placed directly with SMEs, representing some £953 million or 13.2% by value. While more difficult to quantify, we are very aware that SMEs contribute (and benefit) significantly within the supply chains for MOD contracts. We are working with our prime contractors to open up and advertise more opportunities for SMEs and this will be increasingly important as our own workforce reduces and we minimise the absolute number of transactions and direct contractual relationships. Suppliers can also access procurement opportunities across the whole public sector, valued at £10,000 and above, by visiting ‘Contracts Finder’ on the www.businesslink.gov.uk site. The MOD Supplier Information Database (SID) is another useful procurement tool for suppliers. Available via the DCO portal to all MOD and UK defence procurement staff, it is a free-to-register database of active and potential suppliers’ company profiles. Examples of MOD contract opportunities I n November 2011, the MOD launched a new website – MOD Defence Contracts Online (MOD DCO) – available at www.contracts.mod.uk. This replaced the contracts portal previously available at this web address. MOD DCO provides all potential suppliers to the MOD with free, online access to all relevant MOD tender and contract opportunities with a value of over £10,000. Access to other UK, European and Global opportunities, including those previously advertised in MOD Defence Contracts Bulletin (MOD DCB) Online relating to the defence, security, emergency services, humanitarian aid, counter terrorism and homeland security markets, is also available through optional valueadded subscription-based services. This includes access to MOD DCB, published fortnightly and available on subscription at £230 per annum from BiP Solutions Ltd. The launch of MOD DCO underlines the MOD’s commitment to engaging with its wider supply base to drive innovation and value for money. The MOD DCO service benefits the entire defence supply chain and fits with the Government’s Transparency Agenda – highlighting opportunities for SMEs in particular to participate in a sector worth £14 billion in 2010. To be clear, we are not about giving preference to SMEs when we award contracts or reserving a share of the work for small companies. Public procurement rules and SMEs themselves demand a ‘level playing field’ and our approach is exactly that, ensuring businesses of any size can access and compete for our contract opportunities. A simple but vital element in that is raising awareness; making sure that potential suppliers are aware of what we want to procure and that our procurers (in MOD and our prime contractors) are aware of what can be supplied and by whom. The MOD’s new Defence Contracts Online (DCO) portal, available at www.contracts.mod.uk, is free to access and contains details of all relevant MOD tender and contract opportunities above £10,000 in value. The MOD is also encouraging its prime contractors to open up the supply chain and has therefore reduced from £250,000 to £10,000 the threshold at which they can advertise sub-contract opportunities through the MOD’s DCO portal. 3 Getting started Why should I supply the MOD? Tender and contract notices are advertised in the Possible Future Purchases/Contract Notices, Tenders Invited, Contracts Awarded and Sub-Contract Opportunities sections of each. The Sub-Contract Opportunities section provides details of the MOD’s prime contractors’ requirements, while the Tenders Invited section includes the names and addresses of the companies that have been invited to tender for MOD requirements and which may be seeking sub-contractors for elements of their bids. Subscriptions to MOD DCB are available from the publisher, BiP Solutions Ltd. Recent contracts published on MOD DCO and within the MOD DCB magazine include the provision of personnel and payroll services, the supply of educational services and a requirement for mattresses – none of which would be automatically associated with a militaryfocused organisation. There are many more examples of non-military specific MOD requirements in areas such as catering, facilities management – the MOD is the single largest landowner in the UK and also has an extensive estates portfolio – health care and IT equipment, to name but a few. Why should I supply the MOD? T he UK Armed Forces need and deserve all the help that effective and battle-winning equipment and support can offer. To provide battle-winning capability it is vital that new ideas, technologies and approaches are brought into the defence arena and pulled through to our Armed Forces as quickly as possible. Many civilian products are suitable for the MOD – not just defence. While military in nature, the MOD also has a human face. The safety, development and well-being of its personnel, whether they are at the front line or in a support function, play a critical role in its success. The MOD pays its bills on time T he MOD – as part of the UK Government – is committed to paying its bills on time. This is crucial for SMEs which depend on a strong cash flow in order to stay in business, and reduces the amount of time and expense spent on chasing payments. For further information on payments, please visit: www.aof.mod.uk/aofcontent/tactical/toolkit/content/ topics/int_pay.htm (registration required for access to the AOF) Recognising the increasing need to share knowledge, information and all forms of data, the DECS Collaboration Programme (DCP) provides a set of services, available on a menu basis, to support collaborative working between the MOD and its partners – for example, Shared Workspaces, Project Management and Workflow. The service is commonly provided to support specific contracts or projects with security assured through the DECS portal and access controlled by the strict management of users and seats. Over 750 MOD Trading Partners are now connected to DECS and capable of trading electronically with the MOD. DECS provides the means to standardise the way in which Trading Partners deal with the MOD, removing the inconsistency between contracts and different parts of the MOD, automating traditional paper-based processes and speeding up all transactions, including payment. Defence Electronic Commerce Service (DECS) D ECS is not a system; rather it is the collective term for a range of hosted services which provide specific business to business capabilities that allow the transfer and sharing of information in an assured and controlled manner between the MOD and its industry partners. A new service has recently been delivered to host and manage electronic catalogues within the DECS infrastructure serving both the MOD and non-MOD communities. MOD contract managers can now provide their customers with visibility of purchasing options and the facility to order direct through the Purchase 2 Payment (P2P) and DECS links. Catalogues are currently provided to support Medical Supplies, Communication Software, Hardware and Services, Stationery and Temporary Staff Recruitment. Further catalogues are planned for Technical Services, Clothing and other Indirect Category product ranges. The Bulk Fuels Inventory Solution (BFIS) provides the MOD with a single, fully integrated system for managing all aspects of the procurement and supply of bulk fuels. 4 Getting started Why should I supply the MOD? The MOD needs to authorise Capgemini to register new suppliers. Once this has been undertaken then suppliers will be able to register for the service via the d2btrade website. • To focus on the exploitation of SME outputs, additional CDE activities include: – the delivery of mentoring to SMEs by CDE to guide and help their approach to maximise opportunities for exploitation The MOD welcomes innovation – a CDE-sponsored biannual (minimum) marketplace to allow SMEs to showcase their outputs to Primes and other major suppliers and so actively support the transfer of SME project outputs into exploitation W – presentational coaching to support performance at marketplace events hile many large organisations are also innovative, because of their smaller size SMEs have the added advantage of being able to combine innovative thinking with an agile and flexible approach. This in turn can make them more competitive, providing the MOD with new solutions in less time and often at a lower cost. This approach can be particularly advantageous to SMEs when addressing the MOD’s Urgent Operational Requirements (UORs). Innovative ideas that could lead to more cost-effective ways of meeting defence requirements are encouraged and welcomed by the MOD. – expanded provision for 19 themed calls per Financial Year, starting in FY12/13 (up from 13 in FY11/12) with enhanced transparency of the forward programme CDE contact details: Tel: 01235 438445 Email: [email protected] Prime contractors Centre for Defence Enterprise (CDE) U K Armed Forces need the latest technology – but science and technology changes rapidly, technology investment is in non-defence markets and innovation is driven by small companies. Meeting this challenge is the MOD’s Centre for Defence Enterprise (CDE), part of the Programme Office in the Defence Science and Technology Laboratory (Dstl). The Centre for Defence Enterprise has been praised by Peter Luff MP, Minister for Defence Equipment, Support and Technology (Min DEST), for being at the forefront of engaging small businesses in defence science and technology. Forthcoming changes to CDE include implementation of key commitments encouraging new entrant SMEs and greater exploitation of their innovative outputs that were made in the recent National Security Through Technology White Paper. CDE will seek to rapidly implement these changes, which will include: • A broadened remit to cover both defence and security. • To encourage new entrant SMEs into defence, CDE will: – undertake targeted engagement with new entrant suppliers – hold more SME-orientated open engagement activities – work with other cross-government SME initiatives 5 Getting started Why should I supply the MOD? W ith many of the UK MOD’s major requirements being delivered by large companies, there are many opportunities for SMEs to position themselves as part of a prime contractor’s supply chain, perhaps offering specialist or niche components or services. The contract notices published in MOD DCO and MOD DCB are a valuable source of information, identifying prime contractors who have either been invited to tender for a requirement or awarded a contract but who may still require sub-contractors to assist in its delivery. Contacting such firms could be the first step to building a successful relationship. The Resources section of MOD DCO contains contact points for some of the MOD’s larger prime contractors. SMEs may contact these suppliers to identify whether sub-contracting opportunities exist within their supply chain. Directory of Prime Contractors – see pages 43-51 of the Selling to the MOD brochure. Sub-contracts – there are significant sub-contract opportunities created as a result of the many new prime contracts awarded annually. MOD DCO and MOD DCB promote sub-contract opportunities, helping to link interested subcontractors with prime contractors. We have to make sure that suppliers can gain easy access to information about what we intend to procure. The Government’s Contracts Finder portal provides free access to live opportunities valued over £10,000 across government while the MOD’s Defence Contracts Online (DCO) portal now provides free access to MOD opportunities at prime and sub-contract level valued at over £10,000. Feedback from SMEs suggests that, despite our best intentions, our procurement staff sometimes fail to properly understand small businesses, what they can offer and why our approach to procurement can make life difficult for them to ‘break in’. We will therefore add ‘SME awareness’ as a new topic within the MOD’s key procurement training programmes for senior acquisition decision makers in project teams, perhaps allowing volunteer SME owners to address staff and ‘tell it like it is’. Other initiatives (outlined in the recently published National Security Through Technology White Paper) include encouraging approaches from consortia of small companies where they may be better able to offer a solution and accept risk than individual SMEs. We will also sustain the MOD’s Defence Suppliers Service (DSS) which provides a help desk facility and an ‘outreach’ service for would-be suppliers, expanding its role to link up with MOD Key Suppliers, UKTI and the Centre for Defence Enterprise (CDE) in order to provide SMEs with more ‘leads’. We are also making the process of contracting with the MOD easier and less bureaucratic by, for example, rolling out simplified template-based contracts for lower-value purchases, improving consistency and reducing paperwork for all concerned. Increasing the use of eProcurement will make transactions quicker and simpler, including the process of getting paid for the goods and services provided. SMEs will also find interesting proposals in Lord Currie’s recent independent Review of Single Source Pricing Regulations which, at the time of writing, is out for consultation. Lowering of advertising thresholds T he MOD already leads the way in the transparency of its tender and contract opportunities and procedures. The MOD lowered the threshold for the advertisement of its tender and contract opportunities from 1 April 2011. This was one of a range of initiatives aimed at making the MOD easier for SMEs to do business with. The MOD is committed to encouraging SME entry into a broader range of defence opportunities, and this change has been welcomed by the defence trade associations. All competitive and non-competitive requirements for goods, services and works valued at greater than £10,000 must be advertised both before and after contract award in MOD Defence Contracts Online (MOD DCO), unless the requirement meets the approved grounds for exclusion from MOD DCO (see ‘Exemptions’ below). The MOD’s requirements for goods, services and works valued at £113,057 or above must also be advertised within MOD Defence Contracts Bulletin (MOD DCB), as well as within MOD DCO. 6 Getting started Why should I supply the MOD? Advertising regimes and thresholds £10,000 to £113,057 – All requirements for goods, services or works valued at equal to or less than £113,057 that are not exempt from being advertised in MOD DCO will be advertised in MOD DCO and the Contracts Finder portal, the exception being requirements met by call-offs under an existing framework agreement. £113,057 or above – All requirements for goods, services or works valued at equal to or greater than £133,057 will be advertised in MOD DCO and within MOD DCB unless the requirement meets the approved grounds for exclusion from MOD DCO and MOD DCB. Where EU Public Procurement Regulations apply, the requirement must be advertised in the Official Journal of the European Union (OJEU) as well as in MOD DCO/DCB. Warlike exempt: £869,716 or above – ‘Warlike exempt’ requirements subject to Article 346 (previously Article 296) exemption of the EC Treaty valued at equal to or greater than £896,716 will be advertised in MOD DCO, MOD DCB and the European Defence Agency (EDA)’s Electronic Bulletin Board (EBB) unless the requirement meets the approved grounds for exclusion from MOD DCO, MOD DCB or the EDA EBB. Exemptions from advertisement in MOD DCO/DCB R equirements for the following and services connected to them are approved exemptions from advertisement in MOD DCO/DCB: a) Nuclear weapons and nuclear propulsion systems; b) Toxic and radioactive agents; c) Requirements for which no meaningful unclassified advertisement can be written; d) Requirements covered by international agreements and/or a Memorandum of Understanding (MOU), the terms of which preclude MOD DCO/DCB announcements. MOD DSS Help Desk T he Defence Suppliers Service (DSS), part of the DE&S Supplier Relations Team (SRT), is the focal point for companies interested in selling to defence.
