How to become a CIOFF member
Guidelines and procedure
CIOFF has the following types of membership:
▪ Full members, so called National Sections (NS), not more than one NS for each country.
▪ Associate members: Folklore organizations or folk art festivals in countries where no NS exist.
▪ Corresponding members: International cultural or scientific Organizations or persons with which
CIOFF is interested in having established relations..

 GUIDELINES
In countries where CIOFF has not yet established a National Section (a full member), it is recommended
that a folklore organization or festival apply for associate membership. With the support of CIOFF,
associate members are expected to develop open contacts with other folklore organizations, festivals and
groups in order to become more and more representative of the traditional culture of their country and,
doing so, to fulfill the conditions to apply for full membership.
 PROCEDURE
CIOFF is organized in six geographical Sectors:
Asia+Oceania, North America, Latin America, North Europe, Central Europe and South Europe+Africa.
Each CIOFF Sector, through its Sector Representative, is in charge of establishing contacts with countries
where CIOFF is not yet represented and, if so, to give all support not only to folklore organizations and
festivals to become Associate members but also to international cultural or scientific organizations or
persons with which CIOFF is interested in having established relations to become Corresponding members.

Any application for membership has to be sent to the Representative of the respective Sector according to
the relevant address listed on the above mentioned Internet link. This request shall be accompanied by the
application form and the relevant documents. Applications are handed over by Sector Representatives to
the Secretary General. All applications are submitted to the Legal Commission. The Legal Commission
presents the applications to the Council for approval. Applications approved by the Council are presented
to the General Assembly for decision.

The conditions, rights and obligations to become Associate member can by summarized as follows:
▪ No CIOFF National Section exists in the country
▪ Country must be member of United Nations
▪ To be open for organizations, festivals and individual working in the field of folklore
Rights:
▪ All services and publications of CIOFF, cooperation in CIOFF bodies, use of the Logo, etc.
▪ Speaking right but no voting right at the General Assembly
Obligations: ▪ Payment of the annual Membership Fee within the deadline (March 31st)
Commitment: ▪ To become as representative as possible of the traditional culture in the country

Application for Full membership (National Section)
The conditions, rights and obligations to become a National Section can be summarized as follows:
▪ No CIOFF National Section exists in the country / Country must be member of UNO
▪ To be open, democratic and as representative as possible of the folklore in the country
Rights:
▪ All services and publications of CIOFF, cooperation in CIOFF bodies, use of the Logo, etc.
▪ Speaking and voting right at the General Assembly
▪ Preferential financial conditions to attend the CIOFF World Congress
Obligations: ▪ To send the annual Report and the Data for the Festivals Calendar within the deadlines
▪ Payment of the annual Membership Fee within the deadline (March 31st)
Commitment: ▪ To attend the meetings and to be able to provide for their own transportation
▪ To organize festivals and to develop a CIOFF Youth movement within the National Section
▪ To realize the CIOFF Cultural Policy and develop cooperation with UNESCO Commission.

The conditions and rights to become Corresponding member (CM) can by summarized as follows:

Obligations:
▪ International cultural or scientific organizations or persons with which CIOFF is interested
in having established relations may become CM.
▪ CM members become members only by invitation endorsed by the General Assembly.
▪ CM have no voting right. Their official representative has speaking right on issues
concerning their activities or their relations to CIOFF.
▪ CM shall receive all CIOFF publications and those documents, which are relevant to their
relation with CIOFF.
▪ CM are free of membership fee.
