Ann Oliva is the Director of HUD’s Office of Special Needs Assistance Programs (SNAPS). She oversees the Continuum of Care, HPRP, ESG, BRAC, and Title 5 programs. Lynn Morgan, Senior Attorney in HUD’s Office of General Counsel, Community Development Division. Lynn Morgan is program counsel for the Continuum of Care, Supportive Housing, Shelter Plus Care, BRAC and Title V programs. Resource Advisor: Brett Gagnon, U.S. Department of Housing and Urban Development. Brett Gagnon is with HUD’s Office of Special Needs Assistance Programs (SNAPS). She has been instrumental in providing assistance in the development of the regulations in support of the HEARTH Act.
