Position Details HUD’s Office of Policy Development and Research is seeking doctoral degree (Ph.D. or equivalent) graduates or equivalent applicants for its Recent Graduate program. This program provides an opportunity for individuals to gain experience in Federal civil service positions at the beginning of their post-doctoral careers. Participants are placed in a dynamic, one-year career development program which may include an opportunity to work on HUD research and analyze data from HUD and other administrative systems, surveys, and other research studies, including up to half-time on independent research that the applicant proposes. Participants who successfully complete the program may be converted to 1-year term positions or permanent positions. Recent Graduates will enter a formal training program, be provided a mentor, and execute an Individual Development Plan outlining training requirements and program expectations. This may include rotational assignments in various offices within HUD’s Office of Policy Development and Research. This position serves as an independent professional with responsibility: in analytic evaluative design and quantitative methods related to one or more of the major Departmental issues or programs (e.g., Community Development Block Grant, Housing Choice Vouchers, public housing, economic development, FHA multifamily or single family insurance program, fair housing and equal opportunity, housing affordability, cost-effectiveness of the Department’s programs); and in performing statistical analysis, particularly involving program administrative data for HUD’s programs. In carrying out assignments, the analyst is expected to work independently and responsively in selecting methods of analysis, data sources, and arriving at conclusions; and is expected to have a thorough understanding of the problems being addressed, the integration of the assigned study into the larger research objectives, and the planning and execution of sequential work steps. The role includes assisting senior staff with research and analysis as well as undertaking independent research and data analysis assignments. The Recent Graduate will be required to propose and implement one or more research project(s) of their own design as approved by their supervisor. The position will be located at HUD headquarters in Washington, DC, and will include health insurance.
